The name of the organization shall be known as ***** Student Council.
Article II. Mission and Vision
Sec. I. - The mission of TRACE Student Council seeks to spark the creative fervor and high aspirations of talented young people; to provide leadership training for students in the duties and responsibilities of good citizenship, using the school environment as the primary training ground; and to positively influence the larger educational community.
Sec. II. - Our vision is to motivate all students to strive for excellence and take an active and responsible role in their learning; to enhance the organizations and efficiency of student -led activities and help promote school spirit by encouraging students to participate in school activities and functions.
Article III. Membership
GENERAL REQUIREMENTS
1. The candidate should be a regular student; he/she is carrying the prescribed load for curriculum year. 2. The candidate should not have a grade lower than 75% in any grading period from the previous year. 3. The candidate should have at least a general average of 85% or better from the past school year. 4. The candidate should be a resident of the school for at least a year (not applicable to first year students). 5. The candidate should not have any record of gross misbehavior or any violation of school rules and regulations. 6. The candidate should be ready to be of service to other schools, to the community, and to the nation. 7. The candidate must be proud to carry on the thrust of the Student Council. 8. The candidate must be able and willing to contribute for the promotion of the school. 9. The candidate must submit his/her proposed platform to the academe.
A. PRESIDENT Specific Requirements: 1. Must be at least a 3 rd or 4 th year high school student. 2. Must be at least a president, vice president, treasurer, secretary, or business manager of his/her class. 3. Must have good oral and written communication skills. 4. Must have self confidence and amiable personality. 5. Willing to fulfill all duties and responsibilities of a president. B. VICE PRESIDENT Specific Requirements: 1. Must be a 2 nd , 3 rd or 4 th year high school student. 2. Must be a secretary or a PR Officer of his/her class. 3. Should have legible penmanship. 4. Willing to fulfill all duties and responsibilities of a vice president.
C. TREASURER Specific Requirements: 1. Must be a 3 rd or 2 nd year high school student only. 2. Must be a treasurer, secretary or PR Officer of his/her class. 3. Trust-worthy with regards to financial matters. 4. Willing to fulfill all duties and responsibilities of a secretary.
D. PR Officer Specific Requirements: 1. Must be a 3 rd , 2 nd or 1 st year high school student. 2. Must be at least a PR Officer, treasurer, or secretary of his/her class. 3. Must have good oral and written communication skills. 4. Must have self-confidence; can speak before an audience. 5. Willing to fulfill all duties and responsibilities of a PR Officer.
E. STUDENT DISCIPLINE OFFICER Specific Requirements: 1. Must be a 4 th year high school student. 2. Must be a Sergeant at Arms Officer of his/her class. 3. Must have self-confidence; willing to strictly implement student policies and discipline procedures. 4. Willing to fulfill all duties and responsibilities of a Student Discipline Officer.
F. BATCH REPRESENTATIVES ~ 2 representatives from each level in High School ~ 4 representatives from the entire Grade School: 2 from Grade 5, 2 from Grade 6 Specific Requirements: 1. Must be at least an officer of his/her class.
Article IV. Officers and Elections
A. CANDIDATES
1. Potential candidates shall sign up for candidacy in the office of the Chairwoman. 2. The candidate may run independently. 3. The candidate is subject for interview/screening by the Board of Advisors. 4. The candidate must submit his/her platform. 5. The candidate must submit speech campaign containing short personal data. The speech must not exceed 5 minutes. 6. The candidate must conduct a 1 day room to room campaign in accordance to the assigned schedules. 7. Submit sample/s of campaign paraphernalia. 8. The candidate must be given 2 minutes campaign speech privileges during miting de avance.
B. PROHIBITIONS
1. No vote buying 2. No big posters/tarpaulin (required size: cartolina) 3. No threatening / pressuring 4. No black propaganda of any sort 5. No candies, promises, materials, etc. that may appear malicious 6. Parents of the candidate or other parties are not allowed to campaign in or off campus. 7. No campaign manager is allowed 8. Any person or third party without direct or indirect interest with the election shall be prohibited to interfere in any way, in any form for whatever reasons
C. PROVISION
1. Any decision concluded by the academic and/or proper authorities regarding the candidacy of any student shall be considered final and binding. 2. Announcement of official list of candidates shall come from the office of the Principal. 3. Any candidate who fails to comply with any of the aforementioned requirements or guidelines shall be disqualified. Appeals shall not be entertained. 4. The TRACE academic community and/ or proper community reserve the right to revoke and/ or implement new guidelines, policies, procedures, requirements at any given time at their sole discretion. 5. Failure of election is determined by the Panel of Advisors and ***** Academic community.
Article V. Duties of Officers
PRESIDENT
Sec. I. The President will preside over all meetings of the Student Council unless he/she surrenders the chair to the next officer inline during the meeting.
Sec. II. He/She shall see to it that all activities are carried out as planned, initiate new activities as needed, and conduct the meetings whenever necessary.
Sec. III. Guides all members of the council so that the goals of the Student Council are met.
Sec. IV. He/She shall provide leadership, support and encouragement to other officers and members.
VICE-PRESIDENT
Sec. I. Coordinates with the President and advisors, since you must assume all duties of the President if the President is not available.
Sec. II. Assists the President and Advisor in assessing how efficiently members of the council perform their duties.
Sec. III. The Vice President is responsible perform any duties assigned by the President. Sec. IV. The Vice President shall serve as a representative to all school board meetings. If he/she cannot attend, a substitute shall be appointed.
SECRETARY
Sec. I. Maintain records of members attendance and participation according to the guidelines of the constitution.
Sec. II. The Secretary shall keep records of all Student Council Meetings with outmost care and confidentialities.
Sec. III. The Secretary shall be responsible for all incoming and outgoing information of the council.
Sec. IV. Send relevant documents to persons or organizations upon request and/or as directed by the Student Council.
TREASURER
Sec. I. He/She shall present financial reports whenever necessary.
Sec. II. The Treasurer shall make expenditures only by order of the Council Advisors.
Sec. III. The Treasurer shall keep accurate accounts of the receipts and money issues of Student Council.
Sec. IV. The Treasurer shall submit a written financial report to the administration at the end of the year.
PR Officer
Sec. I. He/she shall be the official spokesperson of the club.
Sec. II. He/she shall special announcements on the Student Council Bulletin Board with the approval of the advisors if necessary.
DISCIPLINE OFFICER
Sec. I. He/She shall keep order at all Student Council meetings.
Sec. II. Keep track of time on all limited discussions.
Sec. III. He/She shall impose discipline during meetings and practices.
CLASS REPRESENTATIVES Sec. I. Embody their respective class on the Student Council.
Sec. II. Assure that their respective class responsibilities are filled.
Sec. III. Urge their class involved with the student council such as promoting spirit days, and informing them of important events.
