The DOH has committed itself in eliminating graft and corruption in the bureaucracy.

In support
of the Departments effort to aver and curtail the occurrence of graft and corruption, the DOH-
Integrity Development Committee has continuously strengthened the effectiveness of its anti-
corruption campaign and programs in collaboration ith the Office of the Ombudsman,
Transparency and !ccountability "etor# and the "ational Citi$ens %ovement for &ree
'lections.
DOH is ran#ed by (!)C as being &I*+T among ,-- agencies in terms of compliance to the
re.uirements of the ID!( for the year-end /001. DOH is also recogni$ed as a leader in
complying ith re.uirements of oversight anti-corruption bodies and is rated as 2'*3 )OOD.
4usiness enterprises and the public generally score DOH as )OOD in its sincerity to tac#le
corruption.
The DOH-IDC develops policies, systems and processes that are aligned ith the DOH strategic
thrust and priorities that ould prevent and penali$e the commission of graft and corrupt
practices by officials and employees of the Department of Health. Continuous monitoring of the
implementation of every anti-graft pro5ect in the DOH is conducted. In order to encourage all
DOH employees to perform their duties as effective, efficient and la-abiding civil servants,
hence the DOH-IDC has conducted various orientations6or#shops on the Code of Conduct and
'thical +tandards for )overnment Official and 'mployees 7*epublic !ct "o.8-,9:, DOH "orms
and 4ehavior for Officials6'mployees 7!dministrative Order "o. /00--00;9:, DOH "o )ift
)iving (olicy 7!dministrative Order "o. /00--00;9:, (rocedures on Handling Complaints in the
DOH 7!dministrative Order "o. /001-00,1:, %oral *ecovery !ction (lan and other issuances to
fight graft and corruption.
Important information such as the integrity development initiatives of the DOH is coordinated to
DOH officials and employees through memorandum, announcements during flag ceremony and
IDC "esletter in order to promote transparency and public aareness.
In order to uphold transparency in the bureaucracy specially in terms of dealing ith e<ternal
sta#eholders, the DOH Central Office, *egulatory !gencies, all Centers for Health Development,
medical centers and hospitals are re.uired to have a citi$ens charter in place. The client
satisfaction survey is li#eise available in every office. Complaints against erring DOH officials
and employees may be submitted to the IDC =ebsite by filling up the sumbungan form. The
IDC based on consensus by the ma5ority of its members recommend the appropriate action on
complaints filed and6or received by the IDC.
!mong the ma5or accomplishments of the DOH-IDC are the 'mployees Handboo#, DOH )raft-

various DOH issuances.
The DOH-IDC in its monthly meetings regularly assess and refine corruption prevention reform
measures and recommend systems to hasten or simplify official transactions as ell as identify
corruption vulnerable areas in the DOH. The Committee continues to implement advocacy
programs that ill encourage all DOH employees to participate in the !nti-)raft campaign.
