Thegovernmentispressuredtolaunchanindependentinvestigationintothedeathofa
freelancejournalist,AungKyawNiang,whowaskilledduringtheinterrogationby
soldiers.
AmassprotestwasorganisedonSunday,callingfortheinvestigationintothekillingofAung
KyawNiang,alsoknownasKoParGyi.
BurmaDemocraticConcern(BDC),adomesticmovement,saidinastatementreleasedon
October24thatthegovernmentshouldbringanyoneresponsiblebeforejustice.Italsocalledfor
transparentandaccountablejusticesystem.Whilecallingforimpartialrolefromenforcement
organisations,italsourgedthemilitarytoacceptthefactthat"inafullydemocraticcountry
civilianscontrolthemilitaryandthereisnooneabovethelaw".
ThearmyhaddetainedhimsinceSeptember30afterabattlebrokeoutnearKyaikmarawTown.
AungKyawNaingwasgunneddownashetriedtofleedetentioninKyaikmarawtownin
southeasternMonstateonOctober4,theinterimMyanmarPressCouncil(MPC)saidcitinga
rarestatementissuedbythemilitary.
He"triedtoescapebyfightingwithasoldierandattemptingtostealhisweapon"saidthe
document,addingthatAungNaingwassuspectedofbeingamemberofalocalarmedgroup.
Thestatementaddedthatthebodyofthejournalisthadbeenburiedinaplacesome800miles
southfromShwewahchaungVillage,andthathiswifewouldbeinformedofhisdeathandany
necessaryaidwouldalsobegiven.
Thiswascontradictedbyactivistsandlocalmediareportswhichsaidhewasafreelance
journalistcoveringunrestintheregion,wherefightingbetweengovernmenttroopsandrebels
hasflaredinrecentweeks.
TheUSbasedCommitteetoProtectJournalists(CPJ)saidAungNaingwasthoughttohave
workedforseverallocalnewstitlesbuttheMPCwasunabletoconfirmhisstatusasareporter.
ThemilitarystatementissuedThursdayafirstofitskindfromthearmywhichruledMyanmar
withanironfistfordecadesaddedthemanhadbeenburiedinShweWahChaungvillage,near
wherehedied.
MyanmarspresscouncilSaturdaysaidthearmyhadadmittedtoshootingdeadamaninits
custodywhoactivistsclaimwasareporterdetainedaftercoveringclashesneartheconflicthit
easternborder.
MPCsecretaryKyawMinSwetoldAFPtheburialmeantitwasdifficulttoverifythearmyversion
ofevents.
"Thisisabigquestiontoaskthemilitary,becausetheycannotshowthedeadbody,"hesaid,
alsoquestioningwhythegrouphadreceivednewsofthedeathnearlythreeweeksafterthe
shooting.
OnFridaytheCPJsaidthedeathofAungNaingwas"reprehensible",addingthathewasthefirst
reporterkilledintheformerjuntarunnationsince2007.
"Civilianauthoritiesmustinvestigatethemilitarysaccountingofhisdeath,whichhastheinitial
hallmarksofacoverup,"saidShawnCrispin,CPJsSoutheastAsiarepresentative,ina
statement.
"Anysoldierfoundresponsibleforhisextrajudicialkillingormistreatmentbeforehisdeathmust
beprosecutedtothefullestextentofthelaw."
Reporterswereregularlydetainedunderthejunta,whichmetedoutlongjailsentencesto
journalistswhilechokingoffinformationwithsomeoftheworldsmostdraconiancensorship
rules.
Reformsimplementedbythecurrentregime,includingfreeingmostpoliticalprisonersandlifting
prepublicationpressscrutiny,havebeenlaudedbytheinternationalcommunityasthecountry
opensup.
ButthejailingofseveraljournaliststhisyearhaveraisedfearsthatMyanmarcouldbesliding
backwardsonmediafreedoms.
Aquasicivilianregime,whichreplacedoutrightjuntarulein2011,hassaidendingdecadesof
ethnicminorityinsurgencyisamajorpartofitsreformefforts.
ButanationwideceasefirehassofarprovedelusiveandclashesineasternMyanmarhavecast
freshdoubtonthepeaceprocess.
