The present document is part of a set of specifications- which describe the re<uirements and information model
necessary for the standardised Operation- .dministration and Maintenance (O.JM) of a multi9vendor 293T/.' and
2P1 system.
Durin the lifetime of an 293T/.'- its loical and physical confiuration will undero chanes of varyin derees and
fre<uencies in order to optimise the utilisation of the networ# resources. These chanes will be e(ecuted throuh
networ# confiuration manaement activities andBor networ# enineerin- see T" 3*.=++ K3L.

Many of the activities involved in the daily operation and future networ# plannin of an 293T/.' re<uire data on
which to base decisions. This data refers to the load carried by the networ# and the rade of service offered. &n order to
produce this data performance measurements are e(ecuted in the '2s- which comprise the networ#. The data can then
be transferred to an e(ternal system- e.. an Operations "ystem (O") in TM' terminoloy- for further evaluation. The
purpose of the present document is to describe the mechanisms involved in the collection of the data and the definition
of the data itself.

potential adoption and inclusion in the present document. .nne( 0 of T" 3*.7+7 discusses a top9down performance
measurement definition methodoloy that focuses on how the end9user of performance measurements can use the

The present document describes the measurements for 293T/.'.
T" 3*.7+, K:L describes Performance Manaement concepts and re<uirements.
The present document is valid for all measurement types provided by an implementation of an 293T/.'.
Only measurement types that are specific to 293T/.' are defined within the present documents. Hendor specific
measurement types used in 293T/.' are not covered. &nstead- these could be applied accordin to manufacturer$s
documentation.
Measurements related to Me(ternalM technoloies (such as .TM or &P) as described by Me(ternalM standards bodies (e..
&T39T or &2T8) shall only be referenced within this specification- wherever there is a need identified for the e(istence
of such a reference.
The definition of the standard measurements is intended to result in comparability of measurement data produced in a
multi9vendor networ#- for those measurement types that can be standardised across all vendors$ implementations.

1all(Bsession) setup is one of most important step to start deliverin services by the networ#s to users.
The success or failure of a call(Bsession) setup directly impacts the <uality level for deliverin the service by the
networ#s- and also the feelin of the end user. "o the success or failure of call(Bsession) setup needs be monitored- this
can be achieved by the calculation of call setup success rate which ives a direct view to evaluate the call setup
performance- and the analysis of the specific reason causin the failure to find out the problem and ascertain the
solutions.
&n addition- the time duration of the call(Bsession) setup need to be monitored as it impacts the end user e(perience- and
by comparison with operatorFs benchmar# re<uirements- the optimi!ation may be re<uired accordin the performance.
.nd due to different priority and tolerance for different service type with different Oo" level in the networ#s- the
monitor needs to be opened on each service type and Oo" level.
To complete the call(Bsession) setup procedure- 293T/.' is mainly responsible for the establishment of radio and ",
sinalin connection and service bearer by the //1 connection establishment ("ee 3GPP T" 3=.33,K?L)- //1
connection reestablishment after //1 connection dropped due to some reasons li#e radio lin# failure or handover

monitored asG
9 the abnormal release of the 29/.0 will cause the call(Bsession) drop- which directly impacts the @o" delivered by the
networ#s- and the satisfaction deree of the end userI
9 the successfully released 29/.0s can be used to setup other re<uested calls(Bsessions). The 29/.0 failed to be
released will still occupy the limited resource and hence it can not be used to admit other re<uested calls(Bsessions).
The specific reason causin the abnormal and failed release of the 29/.0 is re<uired in order to find out the problem
and ascertain the solutions. .nd due to different priority and tolerance for different service type with different Oo" level
in the networ#s- the monitor needs to be opened on each service type with Oo" level.

e(perienced by a bearer does not meet the e(pected performance- or the resource need be reassined for other bearers-
the 29/.0 level @o" may be adjusted (typically with a #noc#9on effect onto other bearers).
"o the modification of 29/.0 level @o" parameters needs to be monitored- and due to different priority and tolerance
for different service type with different Oo" level in the networ#s- the monitor needs to be opened on each taret service
type with Oo" level.
The 29/.0 level @o" can be modified by 29/.0 Modify procedure (see 3GPP T" 3=.7,3KEL)- in which the MM2
entity instructs the e'ode0 to chane one or more @o" parameters on an 29/.0 usin the ".2 MOD&8P /2@32"T
messae. The e'ode0 typically ma#es the adjustments as instructed (and adjusts the //M applied to the bearer
appropriately) but in some circumstances the bearer modification can fail. The e'ode0 returns a ".2 MOD&8P
/2"PO'"2 messae that tells the MM2 whether the modification was successful or not C for an unsuccessful
modification a cause value is included. &t is important for O.M to measure the failure rate of the bearer modifications-

inress bit9rate to the e'0 on the downlin# and the eress bit9rate from the e'0 on the uplin#.
1ell throuhput includes both 3ser Plane data and 1ontrol Plane data. To support the 3ser Plane data- necessary
1ontrol Plane data also need to be transmitted. This 1ontrol Plane data althouh re<uired- will not be perceived (felt) by
the 3ser. The total cell throuhput helps to evaluate the usae of bandwidth and radio resource.
Operators ideally want to see the 1ontrol Plane data as small as possible when compared to the 3ser Plane data without
compromisin on the service.
Aence it is important to monitor the total cell throuhput as well as how much is occupied by 1ontrol Plane Data.

&t is also of interest to determine how many users are enjoyin the throuhput numbers determined for each @1&.
Therefore- we may count the number of users that are active for each @1& C here active users have data <ueued pendin
transmission. . simple division of the throuhput (data rate) of a @1& by the number of active users on the @1&
indicates the throuhput per user on the @1&. 8or e(ample- ta#in @1& , this metric could indicate the typical codec
rate bein employed in the cell. .lternatively- for @1& E supportin low priority T1P9based traffic it can indicate the
typical bandwidth pipe si!e for a user when he has data to send B receive.
D5 pac#et delay
5atency is of prime concern for some services- particularly conversational services li#e speech and instant messain.
. counter is added to measure the mean delay for &P pac#ets incurred within the e'ode0. "eparate counters are
provided per @1& which are particularly useful when the @1& is used by very few services and the pac#et si!es vary
little. &t is only practical to measure pac#et delays on the downlin#.
D5 pac#et drop rate
Uhen a cell is heavily loaded conestion can ta#e place. Uhen conestion is not severe the impact is typically the
incurrence of additional delay for non9G0/ radio bearers. Aowever- when conestion is severe the e'ode0 may be
forced to discard pac#ets. &t is important for the operator to have visibility of pac#et discard so that corrective action
can be instiated (for e(ample- by adjustin admission control settins in the networ#). &t is only practical to measure
pac#et discards on the downlin#. Pac#et discards on handover should not be included in the count.
P/0 3sae
The resource utilisation- measured in terms of physical resource bloc#s (P/0s)- is a useful measure of whether a cell is
lihtly loaded or not. 5oadin is a #ey input to networ# capacity plannin and load balancin. 8urthermore- when
resource utilisation per @1& is reported the distribution of resources between different services can be estimated.
Downlin# .ir interface pac#et loss rate
The downlin# air interface pac#et loss can be directly compared with the P25/ value of a @1& to see if the pac#et loss
(over the air interface) aspect of <uality of service is bein met within the cell (see K,*L for more details on P25/). On
the downlin# this measurement can be added to the conestion losses (see D5 pac#et drop rate) to determine the total
pac#et loss rate at the e'ode0. 1onse<uently- the downlin# useful bit9rate can be estimated by scalin the
measurement of the downlin# PD1P inress bit9rate by (, C D5 pac#et drop rate) (, C air interface pac#et loss rate).
3plin# pac#et loss rate
The uplin# air interface pac#et loss rate (per @1&) can be compared directly with the P25/ defined for that @1&. .n
estimate of the uplin# air interface pac#et loss may be provided by the N3plin# PD1P "D3 loss rateO. This uplin#
measurement is based on PD1P se<uence numbers and cannot precisely measure the air interface losses. .ny pac#ets
discarded by the 32 within the protocol stac# (i.e. at layer *) are also counted since they will have been iven a PD1P
se<uence number. Discards at layer 3 are not counted.

on each set separately.

parameters for the cell and to do load balancin between cells to ensure that the taret percentae or number the of users

#.4 7onitorin) of interference situation
&n the 5T2 radio technoloy interference has to be coordinated on the basis uplin# and downlin# i.e. in a coordinated
usae of the 35 resources (Physical /esource 0loc#s- P/0s) and D5 Transmitted Power- which lead to improve "&/
and correspondin throuhput. These are achieved by means of mechanisms employin channel <uality indicators in
support of schedulinBradio resource allocation functions.
These //M functions in the e'0 re<uire the settin of fre<uency B power restrictions and preferences for the resource
usae in the different cells. "ettin and updatin these parameters is the tas# of a networ# optimisation (done by
operator or automatically by "O').
3se cases for the related interference measurements are e.. optimisation of &1&1 related //M functionality- the
detection of lon distance interferer and the interference due to spurious emissions of neihbour cells. The later case is
assumed only in hih load scenarios or unsufficent &1&1 functionality due to the the fact that &1&1 functionality would
minimise interference autonomously if sufficient bandwidth is available.
The necessary measurements to identify and anylse the interference situation as input for optimisation tas#s has to be

drops and can tolerate a slihtly hiher delay from /51 retransmissions.

&n 23T/.'- Pain is under the control of the MM2. Uhen the MM2 wants to pae a 32 it has to pae it in all cells
that belon to the T.(s) to which the 32 is reistered.
The pain load per cell is an important measure for the operator as it allows the operator to properly dimension the
resources for pain in the 293T/.' 1ell .
.t an 293T/.' 1ell it ma#es sense to measure the number of discarded pain messaes if this is due to some
problem in the e'ode0- such as pain occasion overflow. &n that scenario the periodicity of pain occasions can be
reconfiured in order to ensure that all pain messaes are transmitted by the e'ode0 in the first available pain
occasion- thereby avoidin pain delays and e(tended call setup delay.
Operators need to #now when such an event occurs- in order to identify if the problem is at the 293T/.' cell level or
not.

Uhen networ# is very busy- for e(ample on important holiday or emerency events happened- the traffic of one e'ode0
