Despite the disapproval of 6,600 Chinese and other parents, Burnaby School Board, led by the BCA,

passed Policy # 545. The purpose of Policy 545 is actually to spread new sexual knowledge as a better
lifestyle to our children under the guise of anti-bullying. Anyone who disapproves of the policy will be
labeled as anti-homosexual. All Chinese and other ethical parents who still maintain traditional family
values are extremely worried and unsatisfied. At a recent parents meeting, some of the school trustees
claimed that passing Policy #545 is the best thing they have done in the past 3 years. However, the best
rating of all the Burnaby public high schools is 95 in the Greater Vancouver area and third last in the
twelve school districts in this area.

In June 2014, despite the opposition of over 10,000 parents, the Vancouver School Board passed the
updated version of Policy 545 without sufficient consultation with experts and parents. Policy 545 allows
students to choose their preferred gender, to choose which bathroom they use (male or female), and allows
teachers to suggest to students to use hormones to postpone puberty to give them more time to decide if
they want to have a sex change or not. The decision to choose ones sex is the students privacy which is
even confidential from their own parents, etc. Burnaby School Board is considering introducing this policy
to Burnaby elementary schools.

We dont need your Chinese votes, a school trustee from Vancouver said to Chinese parents arrogantly
at a sex optional hearing. The voting rate in the last municipal election was only 23% overall and the
Chinese vote was even lower at less than 10%. Lets work together on this coming E-Day, November 15, to
raise the Chinese voting rate to 60%. We cannot sit around and let the Chinese voice be ignored, replaced,
or marginalized.


BCA has been the ruling party in Burnaby for 27 years. BCA has been raising the tax rate for the past 15
years and Burnaby City Hall has hoarded a reserve of $1 billion Canadian. According to materials
published by the city, there was no debt and $9.95 million in tax was over-imposed which was also the
same situation in 2013. The fact is they exaggerated the fiscal budget to try to get more tax from the
citizens which brought a huge burden to the tax payers. Since the Burnaby government has a large surplus
of tax income, it should not need to raise the tax rate. In the meantime, the current Mayor has planned to
build incinerators which will cost $475,000,000 - $617,000,000 US that we will have to pay for and will
pollute the environment. Moreover, the media has exposed that the BCA members have spent over $40,000
of tax-payer money to play free golf and showed no regret.

BCA is arrogant, corrupt, fiscally opaque, and disregards the opinions of the public. More media outlets are
supporting BFC which will bring new policies, such as a review of all current policies in 180 days after
election day, putting forward an appropriate financial budget, lowering administrative costs and not raising
the tax rate for the next 3 years, keeping fiscal transparency and putting an accountability system into effect,
respecting parents rights in terms of educating children, and providing a healthy and safe learning
environment for all students.
