Attachment to letter dated November 4, 2014 to M.

Hackett

On October 29, 2014, I reviewed the following documents in person at the Georgian Bluffs office. These
documents were provided by CAO/Clerk Murray Hackett in response to my letter dated October 7, 2014.
1. CHFour Biogas Inc Equipment Manual (binder 1 of 2) August 17, 2010
2. CHFour Biogas Inc Equipment Manual (binder 2 of 2) August 17, 2010
3. CHFour Biogas Inc Project Records Manual (binder) August 17, 2010 containing design
drawings with various dates (all in March 2010) and marked also with Maple Reinders
(construction company). Note that Drawing C1 (Single Line Pasteurizer, FOG Tank and Controls)
shows TO ODOUR CONTROL SYSTEM (BY OTHERS). Except for Document #22 and #28, I found
no reference to any odour control system (I will follow-up with Mr. P. Paquette).
4. Nutrient Management Regulation Requirements for On-farm Anaerobic Digestion Facilities
Draft (undated) by Don Hilborn (OMAFRA) and Mohsen Keyvani (MOE)
5. Biogas Facility Design and Operation in Ontario (wire-bound) by Ron Fleming (U of Guelph
Ridgetown Campus) and Earl Jenson, Alberta Innovates Technology Futures 2010. Good
general information in first 40 pages. Coordinates are: Business Development Centre, U of

8. Design Brief Anaerobic Treatment, etc September 2009 Spare copy borrowed with consent of

9. OPA documents and correspondence re: FIT (about 1 thick)
10. Agreements with Chapmans ($25 per Tonne), Meaford ($45 per metric tonne for organic
waste), West Grey ($25 per cubic metre for sewage sludge)
11. Other documents from OMAFRA (odour criteria), Hydro One, etc
12. Folder of information and correspondence about Non-Agricultural Source Materials NASM (it
appears that the regulations and standards were downloaded from the OMAFRA website)

15. File Box titled BLUEPRINTS with several copies that appear similar to #3, above
16. In File Box #15, report titled Georgian Bluffs WWTP Lagoon Sludge Report by Bishop Water
Technologies, Eganville, ON and dated Sept 2, 2011. The purpose of this report was to estimate
the sludge volume and to determine whether Geotube Dewatering Technology would be
appropriate. Total volume of sludge was estimated at 3,700 cubic metres (composite percent
solids ranging from 5.5% - 6.4%) which was said to equate to 240 Bone Dry Metric Tons. This is
the only document provided in response to my request that relates in any way to the lagoon.

18. Feasibility Study to Increase Capacity to 300 kW (GENIVAR) dated January 6, 2012
Note: Document from Chatsworth FOI request appears similar except that it refers to 340 kW
and is dated Feb 10, 2012.

21. GENIVAR report on water well dated April 2011
22. Specifications for tenders, GENIVAR, October 2009 (about 2 thick, cirlox binding). Copy
provided (10 pages) of Section 11186 Odour Control System, Purafill Drum Scrubber
23. Veolia Response to Tender Call, September 10, 2010 (binder) covers more than just biodigester
and lagoon (that is, other water supply facilities in Georgian Bluffs). Tender amounts:
Biodigester 5 years: $296,620 Lagoon 5 years: $193,944 Total: $490,564
Other: East Linton - $500,490.09; Shallow Lake - $544,623.98; Pottawatomi - $218,204.10;
Oxenden - $171,563.09; Totals (all): $1,628,826.16
24. OCWA Response to Tender Call, September 10, 2010 (binder) covers more than just biodigester
and lagoon (same as Veolia). Tender amounts were:
Biodigester 5 years: $171,116 Lagoon 5 years: $235,425 Total: $406,541
Other: East Linton - $503,311; Shallow Lake - $622,652; Pottawatomi - $284,981; Oxenden $182,670; Totals (all): $1,879,039

26. CHFour Operation and Maintenance manual (thick binder) As far as I could determine, there is
nothing in the manual about the Purafil odour control system. One page copied (contains
reference to venting the digester to atmosphere during start-up).
27. Facilities to Improve Septage Receiving and Trash Removal GENIVAR August 2013 (cirlox
bound report) package for tenders. One page copied (page 1) for Section 1.2 WORK COVERED
BY CONTRACT DOCUMENTS
28. Operation and maintenance manual design brief, Feb 2010 (very thick binder with red sheet in
cover) Section 4 deals with Purafil Drum Scrubber
29. Veolia Agreement Jan 1, 2011 to Dec 31, 2015 with total fee for 5 years as per #23 above, but
with Biodigester fee on the basis of Out of Scope Services until such time as commissioning is
fully complete, all deficiencies have been resolved, both parties are comfortable ... .
30. Copies of 4 pages (Tables 1, 2, 3 and 4) from April 2009 Business Plan that were missing from
the copy provided by Chatsworth
31. Copies of public notices: Notice of public meeting dated Sept 25, 2009 for meeting scheduled to
be held on Oct 1, 2009 at Keady, with attachment; Media invitation dated Oct 28, 2009 with
attachment dated October 30, 2009.
