To decrease TCH Blocking, we implemented parameter DTHNAMR for some cells which has
high TCH Blocking
After implementation TCH Blocking is decrease and some cells is maintain.

Essential PDCH: A Packet Data Channel (PDCH) used in a TBF to carry the Timing
Advance Information.

PDCH Pre-Emption change from 0 to 4 will be implemented to cells which has low TCH
blocking to improve TBF completion
