Sub: Elimination of level crossings from New Projects being executed for New Line,
GC and Doubling

In order to enable Construction Organizations to eliminate level crossings in New Line,
GC and Doubling projects, policy instructions have been issued vide letter under reference. There
is apprehension on some of the Railways/Construction OrganizationslPSUs whether Road Safety
Works (RSWs) Projects can be sanctioned by revising Project Estimates and whether lack of
coordination in providing RUBs will affect the progress of Doubling works.
It is clarified that the Policy enumerated in the letter under reference empowers CAOIC
to approve utilization of provisionsof level crossings available in the sanctioned Detailed/Revised
Estimate for sanction of diversion road, RtJB, ROB and get remaining RSWs sanctioned within
GM or Board's power. Policy does not prohibit sanction of new RSWs by revising Detailed
Estimate of Project. Moreover, in case, a ROBIRUB cannot be constructed at tbe existing and
2nd line simultaneously, due to some reason, a manned level crossing gate can be permitted
by the GM.
Open line and Construction-Organizations can enter into MOD for execution of ROBIRUB
works. NWR has made praise worthy effort in this regards. MOU between open-line and
construction organization of NWR is enclosed for guidance.
Implementation of subject policy on Doubling I 3rd line / Quadrupling projects would be
difficult if the Construction I Project Organisation (RVNL) and Open line Organizations do not
plan RSWs together in advance. As such, all organizations should jointly prepare master plan
for elimination of level crossings both from Open-line and Construction sections. However, if
the work of doubling I third line I fourth line, etc, is entrusted to RVNL and RVNL is not in
position to execute the RUB work for want of simultaneous provision of RUB on the existing
line(s) by Open-line / Construction Organisation, RVNL win complete Doubling Project, with
level crossings to be replaced by RUB by Open-line I Construction Organisation at later stage.
In view of above, Railways are requested to do needful and achieve Indian Railways
Vision 2020 of "Zero Accidents" on level crossings.
This issues witlt the approval of Board (AIE).
