look a lot like
Christmas
Its only mid-November but the
signs of Christmas are everywhere. Its
not only at the malls where Christmas
came early with all shops now decked
with colorful Yuletide dcor. The mood
of the happiest season of the year is
now lighting many avenues, buildings,
hotels, restaurants and village centers.
No one can forget that Christmas is only
39 days away!
The countdown for Christmas actually started as soon as the ber months
rolled in. You must hear that daily or
even hourly from your favorite radio
station. Officially, Christmas starts on
Dec. 16 when the dawn mass or Simbang Gabi, the nine-day novena, starts.
It ends on the feast of the Holy Epiphany, set on the first Sunday after

opens 5th
branch this year
Fastfood chain Burger King (BK)
opened its fifth branch this year yesterday
at the Evia Lifestyle Center on Daang Hari
Road in Las Pias City.
We are grateful for this very good site,
because it really shouts out to the community that Burger King is here, BK General
Manager Joan Aquino said.
This advantage, on the other hand, is
also a challenge for BK Evia Restaurant
General Manager Rodrigo Lazo.
Our expected customers are those
from Class A and B, so we really have to
satisfy them. Also, we have lots of competitors here, he said.
Lazo, however, said he has spent two
weeks of scouting the area in order to
determine his teams advantages and
disadvantages.

Former Senator and Vista Land Chairman Manny Villar, Jr., who graced the

Significant developments have
taken place after that all-important
UNSC Resolution to fight jihadist terrorism with a Coalition of the Willing
principally the loss by the Democratic
Obama Administration of control of the
US Senate which could conceivably lead
to greater conservatism in foreign affairs but that deserves another story.
Essential Components of the R2P
Concept
We continue with more substantial
extracts of Gareth Evans seminal book
The Responsibility To Protect: Ending
Mass Atrocity Crimes Once And For All
(2008), thus:
1.Basic Principles
a.State sovereignty implies the
primary responsibility for the protection of its people lies with the State
itself.
b.Where a population is suffering
serious harm, as a result of internal
war, insurgency, repression or State
failure, and the State concerned is
unwilling or unable to halt or avert
it, the principle of non-intervention
yields to the international responsibility to protect.
2.Foundations
The foundations of the responsibility to protect, as a guiding principle
for the community of States, lie in:
a.Obligations inherent in the
concept of sovereignty;
b.The responsibility of the UN
Security Council for the maintenance
of international peace and security;
c.Specific legal obligations under
human rights and human protection
covenants, treaties, international humanitarian law, and national law;
d.The developing practice of
States, regional organizations and
the Security Council itself.
3.Elements
The RESPONSIBILITY TO
PROTECT embraces three specific
responsibilities:
a.THE RESPONSIBILITY TO
PREVENT to address the root
causes of internal conflict and other
man-made crises putting populations
at risk.
b.THE RESPONSIBILITY TO
REACT to respond to situations of
compelling human need with appropriate measures, including coercive
measures like sanctions and, in extreme cases, military intervention.
c.THE RESPONSIBILITY TO
REBUILD to provide, after military
intervention, full assistance with
recovery, reconstruction, and reconciliation, addressing the causes to be
halted or averted.
4.Priorities
a.Prevention is the single most
important dimension of R2P. Options for prevention should always
be exhausted before intervention
is contemplated, and more commitment and resources must be devoted
thereto.
b.The exercise of the responsibility to both prevent and react should
always involve less intrusive and coercive measures before more coercive
and intrusive ones are applied.

Hearing Loss. The warning symptoms of hearing loss are the following:
Ringing in the ears
Unusually loud TV or music.
Asking people to repeat what they
just said.
Anger at being asked.
Appearing to ignore questions.
Not wanting to answer the telephone.
Withdrawing from conversation.
Of course, there could be other
reasons for such behavior. These may
be screened out. The idea is to be observant and find out if the root cause is
poor hearing. Bring the aging relative
to the ENT specialist or the otorhinolaryngologist.
As for incontinence, this is even
more difficult to discuss (or admit).
Please remember that it is not part of
normal aging. But it is common. You
can point out that supermarkets carry
adult diapers, an indication that it is a
widespread problem. Leaking urine or
passing fecal matter without control
can be physical problems from weak
muscles or infection. But they can
also be caused by stress. Sometimes
Lolo or Lola delays or limits going to
the toilet because of the fear of falling.

So caring begins by learning to
become sensitive to changes in our
aging loved
one. Most of the time they themselves are not aware that vision and
hearing have begun failing. Incontinence is somewhat easier to see
(or smell). Caregiving is I suppose a

care of our own. I once asked an American doctor tactlessly (I admit now)
why is it that they leave their parents
in nursing or retirement homes. His
more than gracious reply was: Why I
wouldnt impose on my own children!
This makes sense of course in a culture
where youre out of the house at 18. It
doesnt here where parents nurture as
long as financially possible.
Caregiving then in a way is just
nurturing in return.

It was during his presidency that General Carlos P. Romulo became the first
Asian to be elected president of United
Nations General Assembly.
Born in 1890 in Vigan, Ilocos Sur
to Don Mariano and Doa Gregoria
Rivera Quirino, he finished his elementary schooling in Ilocos Sur and high
school in Manila. He then worked at
the Bureau of Lands and at the Manila
Police Department. In 1915, he obtained
a law degree from the University of the

Alim Bandara, head claimant

HIV cases in
Caraga region
BUTUAN CITY Health authorities
are alarmed that a report shows
an increase in Human Immunodeficiency Virus (HIV) cases in
Caraga region. According to
latest Regional Epidemiology
Surveillance Unit (RESU) report of
the Department of Health (DOH-13),
for September 2014, there were
two confirmed cases compared to
zero cases in September 2013.
There is a total of 128 confirmed
HIV cases from 1995 to August
2014 in Caraga region, a report
said. The data comes from the
different reporting HIV-accredited
laboratories, social hygiene clinics
and blood collecting units. We are
closely monitoring the new cases for
possible treatment, said Butuan
City HIV-AIDS focal person Anthony
Torralba. In Butuan City alone, out
of 23 HIV clients, six have been

the Civil Security Unit (CSU) of
the Kidapawan City government
submitted on Friday his 30-day leave
of absence to the office of the city

Research Institute for Tropical Medicine (RITM) in Alabang, Muntinlupa
City, which conducted the test on the
peacekeeper, said the results leave no
doubt in their minds.

RITM Director Soccorro Lupisan
said findings that the patient has
malaria and not ebola is unequivocal and there is no need for another
examination.

parasitic organism that causes malaria.
She said that such a condition can

the RITM for a minimum of three to five
days or a maximum of a week, depending on his recovery from malaria.

No family visits
Meanwhile, the patients family still
cannot visit him at the RITM even if he
has been declared Ebola-free.
Garin said that he has to finish the
quarantine period because there is
always a chance of having the virus
if a person has not passed the 21-day
incubation period yet.
The other day, Garin said that he
will finish the quarantine at the hospital. She, however, stated yesterday
that after recovering from Malaria,
the patient will be brought back to
Caballo Island.
Quarantine for OFWs
Garin said all overseas Filipino
workers from the three West African
countries who will come home to Philippines in the future will undergo a
mandatory quarantine to protect the
country from Ebola.
As of the moment, there are only
three or four Filipinos who plan to
come home from West Africa.
Garin told the Manila Bulletin that
they already have an idea where to put
the OFWs but they will disclose it only
when a final decision has been made.

The Armed Forces of the Philippines (AFP) welcomed the DOH report
that the Filipino peacekeeper is not
ebola-positive.
We are very happy that he is declared as ebola virus-free, said Lt. Col.
Harold M. Cabunoc, the AFP public
affairs office (PAO) chief.
Cabunoc added the AFP is hopeful
that all peacekeepers currently under
quarantine in Caballo Island will come
out free of the dreaded virus so that they
can be with their family soon.
He is one of the 133 peacekeepers who arrived in the country early

program reviewed
The new management of the
Philippines Airlines (PAL) has
now put the re-fleeting under
review, including the delivery
of some 28 narrow-bodied Airbus jets scheduled for delivery
between 2016 and 2022. PAL
now has 70 aircraft and will take
delivery of 10 more Airbus jets in
2015. PAL President and Chief
Operating Officer Jaime Bautista
said the deployment of 15 Airbus
A330s that San Miguel ordered
to service Middle East routes is
being assessed to maximize their
usage. He said those planes are
underutilized because Philippine Airlines didnt get the slots
and flight frequencies it hoped
to secure in the region. For now,
the airline doesnt need a fresh
equity infusion, having raised
though borrowings and cash flow
the $1 billion used to pay San
Miguel for its stake and repay
shareholder advances to support
the re-fleeting and operations of

Malacaang is considering to
declare certain days of the week
during Asia-Pacific Economic Cooperation (APEC) leaders meeting in Manila next year as public
holidays. Deputy Presidential
Spokesperson Abigail Valte said
the proposed school and work
break is aimed at decongesting
Metro Manilas traffic during the
23rd APEC Economic Leaders
Meeting, which will be held in
Manila in November 2015. Valte
said the government needs
to ensure a hassle-free transformation for at least 10,000
foreign delegates, particular for
the expected 22 economic leaders, including the presidents
of the United States, China,
Japan, Russia among others.
But the Palace official clarified
that they also need to consider
those workers whose salary is
based on a daily basis before
deciding on the break. Also, the
final venue for APEC leaders
meeting has yet been decided,
she added. To better prepare
for APEC 2015, Valte disclosed
that the government has sent
some observers here in Beijing
to examine how the Chinese is
executing its plans for this year
leaders meeting. She also said
that the Philippines is on track
on the planning for APEC 2015.
The Philippines has about 173
delegates here, including President Benigno Aquino III, cabinet
secretaries, ranking government
officials, and the media. Manilas last hosting of APEC was

in 9 months
Splash Corporation reported an 80
percent surge in net income to P40.9
million for the first three quarters of
2014 from the P22.7 million for the same
period last year.
In a disclosure to the Philippine
Stock Exchange, the firm said this is
the result of an increase in operating
profit by 72.6 percent and a decrease in
operating expenses by 2.8 percent.
Sales for the period amounted to
P2.57 billion up by 2.8 percent over the
P2.50 billion for the same period last
year. The revenue growth came from
the 37 percent growth in Foods mainly
from its international operation and
the 8.4 percent growth in the Personal
Care segment.
Sales of Splash Foods Corporation
International continued to benefit from
its expanded distribution network in
North America, Middle East, Europe,
and Australia and the broader product
range of Barrio Fiesta Mixes being
distributed in the USA.
SFC is focusing on the international market particularly in areas
where there are large concentrations
of Filipinos due to the strong growth
prospect in these markets. Barrio
Fiesta shrimp paste and easy to use
mixes affords overseas Filipinos a convenient way to have an authentic taste
of home, said Splash Foods president
Ace Villa Real.
Sales of Personal Care in the Whitening and Exfoliant Categories grew by
81 percent and 6 percent, respectively,
in Africa and the Middle East. Revenues
of Personal Care Philippines increased
by 8 percent for the first three quarters
of 2014.
Core brand SkinWhite continued
on its upward track, growing by a
combined 15 percent for both its face
and body lines. Operating profit of the
Personal Care segment improved with
reduced selling expenses in the major
retail chains.
The cost of doing business of Personal Care Philippines has decreased
considerably by focusing on programs
that mutually benefit the retail chains
and the company, said Splash Philippines Operations Division vice president Marco Nieto.

Pepsi-Cola Products Philippines,
Inc. (PCPPI) reported a 20 percent drop
in attributable net income to P619.39
million in the first three quarters of 2014
from the P780.75 million it earned in the
same period last year.
In a disclosure to the Philippine
Stock Exchange, PCPPI said net income for the nine-month period is still
behind the year-ago level as a result of
higher depreciation and amortization
as well as damages caused by Typhoon
Yolanda.
However, net income for the third
quarter grew by 13 percent to P139
million, coming from a strong topline
growth. PCPPI said it posted a 17 percent volume growth in the third quarter
and 12 percent more for the nine-month
period this year.
Fuelled by strong demand across
major categories and geographies,
gross sales was up by 19 percent for
the quarter due to combination of volume and revenue initiatives and by 13
percent for the nine-month period to
P22 billion.
Sustained investments in manufacturing, marketing & distribution assets,
paved the way for the companys topline
performance, PCPPI vice president for
Corporate Affairs and Communications
Jika Dalupan.
Gross profit was up by 17 percent for
the quarter and 4 percent for the ninemonth period, amounting to P4.6 billion.
Operating expenses as a percentage of
net sales were at par with year-ago level
for the nine-month period.

our strong growth momentum in the
third quarter. This was achieved by
bringing in more exciting consumer
offerings for our Filipino consumers,
building our distribution footprint and
sustaining our investments in operating
capability development, said PCPPI
president Furqan Ahmed Syed.
He added that we are proud to have
been part of the Tanauan rehabilitation and rebuilding process. Our plant
operations in Tanauan are fast coming

in a large company, earning a decent
salary for an entry-level post, and have
just been regularized. But as much as I
like working for this companyI have
a great boss who mentors me wellthe
distance from my home to the office is
really killing me. I live south of Manila
near Alabang, and my office is way up
north, even farther than Quezon City.
With traffic and MRT woes everyday, it
is getting more and more dreadful to go
to work. I would reach the office looking
haggard, and even when I leave work
at 5:30 p.m., I would get to the house
past 8:30 p.m., dead tired and no longer
having the energy to even eat dinner. I
am thinking of giving up and finding
a nearer office, as most of my friends
have found jobs here in Alabang. But
I do not have the assurance of finding
a good post, with a good company and
a mentor quite like the one I have now.

organizational structure
and protocols that are
set to manage activity.
These procedures are typical of
large companies and government
organizations. In a perfect bureaucracy,
all processes are standard.
The modern corporation that we
know of (and most likely, work for) today
adheres to this thinking. A company
usually has a set goal in mind and this
is achieved by dividing the work into
a series of practices that every single
employee follows. The simple task of
requesting for approval of a marketing
plan, for example, would follow a
specific route prior to implementation.
This is to ensure that all bodies of the
company will agree to its effectivity,
thus maximizing efficiency.
It all sounds very elementary, and
in truth, it should be. But as all human
interactions are influenced by our
imperfect nature, problems always arise.
While protocols are set for the betterment
of an organization, it can also be a source
of frustration.
The perils
Corporations are never without the
irritations brought upon by red tape.
The term red tape brings to mind
envelopes of money tucked discreetly
into government files to influence a
decision. Red tape is actually a term
that refers to the rigid conformity to a
set of rules, which prevents actions or
decision-making.
The connotation that red tape meant
excessive and unnecessary paperwork
dates back to the 16th century, when
Henry VIII sent a deluge of petitions to
the office of Pope Clement VII to grant the
annulment of his marriage to Catherine
of Aragorn. Legal documents were then
sealed and bound with a piece of red tape.
To this day, barristers briefs are bound
in pink tape, while governments have
begun introducing the more cost-efficient
white tape.
Red tape grievances are almost
always present in any corporation.
Kristine, a human resource and
recruitment frontliner for a multinational
call center, spends her days listening
to these concerns. I receive all their
complaints, says Kristine, and the
most common one is that of the time it
takes to credit the relocation package to
an employees account. When someone
gets re-assigned to a branch, his or her
package should be upgraded. Paperwork
must be filed, and often it takes time for it
to take effect. The employee would then
file complaints, and sometimes they file
more than one!
It will seem that red tape exists solely
to hinder ones growth in the company,
but there are ways to survive it.
Know your company. It is imperative
that you know just how your company
works, because theres a slight chance
that the paperwork you just hate to
file is actually pretty important to
your business bottom line. Most
employees are allergic to filing their
leaves and allowances properly, says
Maria, a human resource officer. But
its actually very important that they
do it on time. They might be getting
unnecessary deductions of leaves they
never took, or their allowances might
be incomplete.
Take the time to read your companys manual. And
When in doubt, ask. Unsure of why
youre being asked to write abstracts
and briefs, and who in the world reads
them? If youre weary, just raise a
hand. Most modern companies have
an open-door policy, and it only takes
your initiative to cross the bridge from
cluelessness to understanding.
Follow good ol Abe. He had it right
you know: never put off for tomorrow
what you can do today. Following
tedious processes is inevitable in any
organization, at some point. If you must
absolutely do it, do it now. If you keep
putting it off, chances are, youre never

SM had its beginnings in 1958, when Mr. Henry Sy Sr.
opened the first Shoemart Store in Rizal Ave., in downtown
Manila. The store boasted of good quality merchandise,
innovative visual display, and creative salesmanship - things
that were unheard of in those days. Through these factors,
SM was able to gain a loyal following of customers, which
opened doors for its growth. The Company expanded
its shoe store chain in the sixties to accommodate the
increasing demands of its customers. 1970s As a natural
transition, SM added Ready-To-Wear apparel into its lineup,
when it converted into a soft-goods store in 1972, with the

41st foundation day
he MFI Foundation Incorporated celebrated its 41st Foundation Day with a fiesta theme
entitled Pista sa MFI last
Nov. 6 at the MFI Pasig campus.
The event was spearheaded by executive vice president and chief operating

Senior Police Officer 2 Milbert Balinggan, the victim was found dead
around 12:15 a.m. at the comfort
room of the eatery.
Initial investigation disclosed
that the victims cousin, Dennis
Bulaon, went to the comfort room
and saw Lalus limp body slumped
on the floor.
Responding police investiga-

Witnesses said one of the victims lost his footing and found his
way to the deep portion of the river.
His sibling tried, in vain to rescue
him. Their bodies were recovered

The M.O.: These thieves often work in groups of three or four. A
lot of them now include women and the elderly so as not to tip
off both unsuspecting and wary passengers. One member will
declare the holdup; one or two of them will collect the goods
(money, mobile phones, jewelry); one serves as the look out and carrier
of the lot. In some cases the drivers are also accomplices.
Street Profile: Robbers these days take great care to look decent and proper, especially
in highly urban places like Makati and Ortigas. Menacing old-timers are observed to be
clean cut, well-dressed, and often wearing sun glasses and baseball caps.

Its about not settling. At work, I come across that [pwede na]
mentality quite a lot and it took a few years for people to understand that you can always do things a little bit better. Products
that we make now are so much better compared to the ones we
made five years ago. I used to say God is in the details and I think
thats still quite true. If you pay attention to the smallest things,
and if you do that for all aspects of your life, it does have quite a
big impact.
When do you feel most beautiful?
When Im at my workshop. Growing the workshop is an everyday thing. So every day that I go there, thats when I feel most
beautiful, most accomplished. When I first started, we had one
manang, a beader. After a few months, there were four, and after
two years, there were eight. It was really a slow process. But to
see where I am now with these ladies who have grown with me
and to see their much improved skills and expertise, thats what
makes me proud.

Get lots of sleep! It really helps. I also just started using the
