3. After that click Filter > Distort > Wave. Set up like the picture below or to suit your image and
according to your own tastes to heart fluttered flags appeared.

4. Then click OK to see fluttered flags appeared like the sample pictures below.

5. Finally, to see your flag appear more attractive by using your creativity.
