INTRODUCTION
The City of Ferndale commissioned this study to explore the feasibility of a
parking structure east of Woodward Avenue along Nine Mile Road. Recent
developments and new nightspots in the area have increased the demand for
parking spaces. In addition, the Ferndale Library is being renovated and
expanded. The expanded library building will include meeting rooms that will be
used to host more events and meetings.
The sites identified as potential locations for the parking structure are shown in
Figure 1. Site #1A is the existing surface lot immediately west of the existing
Library building. Site #1B encompasses the Site #1A Lot and the existing
municipal surface lot south of Troy Street. Site #1C adds the triangular shaped
private surface lots just north of Saratoga Street. Site #2 is the existing municipal
surface lot located between the Library and City Hall.
Challenges to construction of a parking structure on these sites include:

The individual sites are limited in size which limits the design options on
each site. One of the seven options requires an additional residential
property, located adjacent to Site #1C.

The Library is expanding the building within the existing library site.

Troy Street is an important connector between Woodward Avenue and


the City Hall / Police Station. Two of the seven options require the closing
or rerouting of Troy Street.

To enliven the area along Nine Mile Road and help encourage
additional development, grade level retail / commercial space is
desired.

Carl Walker has prepared conceptual parking structures designs with a targeted
net gain of 200 to 250 parking spaces. This report presents the seven most
promising concepts. The designs presented are conceptual in nature. Detailed
engineering studies have not been performed. The actual number of spaces in
the structure will vary due to necessary operational or structural elements such as
shear walls necessary in a pre-cast structure, electrical rooms, etc. Included in
this report are engineering sketches of the parking structure concepts,
construction cost estimates, and Operating and Maintenance cost estimates.

DESCRIPTION OF OPTIONS
Site 1A Option 1

This option is contained within the boundaries of


the municipal surface lot west of the Library
building. The structure has a footprint of about
124 x 190 which covers the entire site. The
entry and exit point is along Nine Mile Road.
The drawing to the left depicts the footprint of
the structure. The appendix contains more
detailed presentations of this and all the
options.
The structure has six total parking
levels and five of the levels are
supported. The floor of the
uppermost level of the parking
structure would be about 57 feet
above existing grade level. Because the length of the site is
limited each parking bay, is sloped upwards approximately 5-6.
Both long sides of the structure have sloping floors. The floors on
the narrow ends are flat, sloped only for drainage.
The circulation system is called a single
threaded helix design. There is a two-way traffic circulation
pattern and up-bound and down-bound traffic share the
same driving route. A driver parking in the uppermost space
must pass by every space on the way up, and on the way
down. The single threaded helix design is best suited for
visitors. Regular users like employees soon tire of the number
of turns required to circulate to the top of the structure. The
five supported levels is the maximum acceptable height for
a single threaded helix design.
The parking spaces are shown at 9-0 wide set at 90 to the drive aisle.
Americans with Disabilities Act (ADA) accessible spaces will be required but are
not shown on these conceptual plans. A stair and elevator tower is shown in the
northeast corner of the structure near Nine Mile Road. A second stair tower is
shown in the southwest corner of the structure.
This structure conceptually encompasses 337 parking spaces. Displaced are 67
existing spaces, for a net gain of about 270 spaces. ADA accessible spaces are
not shown on these concept level designs, slightly fewer spaces will actually be
realized.

Site 1B Option 1
This option requires the closing / relocation of
Troy Street. Traffic could be relocated around
the structure to Saratoga Street. The relocation
will infringe on the adjacent residential property
along Saratoga Street. Acquiring at least a
portion of the property would be required.
However, if Troy Street can be closed acquiring
the property would not be required.

Entry and Exit lanes are shown on the north and


south ends of the structure. The entry / exit
portal is set back from Nine Mile Road. The
remaining space could be developed as a civic
plaza or park. A stair / elevator tower is shown
in the northeast corner. A stair tower is shown in
the southwest corner.
Vehicle circulation again uses a two-way traffic
flow. Parking spaces are 9-0 wide set at 90 to
the traffic flow. The concept structure has four
parking levels total and three of the levels are supported. Approximately 386
spaces are in the structure. Displaced are about 132 existing spaces resulting in
a net gain of about 254 spaces.
The option employs the same single threaded helix design
but lengthens the structure to about 300 feet. Because of
the added length; only one of the parking bays needs to
be sloped. The west bay is sloped; the east bay could be
essentially flat, sloped only for drainage.

Site 1B Option 2

This option also requires the closing of Troy Street.


The structure is pulled closer to and parallel with
Nine Mile Road. The resulting dog-leg footprint
allows for longer ramps. The longer ramped
parking bay allows the first supported level to be
about 12 feet above grade. Approximately 3,900
S.F. of retail space is incorporated on the ground
level facing Nine Mile Road. The 12 foot floor to
floor height produces a ceiling height of about 9
feet in the retail area.
A pedestrian pathway passes through the
structure at the grade level near the bend of the
dog-leg. Two stair and elevator towers are
shown; one at north end of the structure near the
retail space and one on the west side of the
structure at the dog-leg bend. A stair tower is
located along the south end of the structure.
Vehicular entry and exit lanes are at both ends of
the structure; ingress and egress if from Nine Mile
Road and Saratoga Street.
Circulation again is in a two-way traffic flow in a single threaded helix
configuration, with 9-0 wide parking spaces set at 90 to the traffic flow. The
concept structure has three total parking levels and two of the levels are
supported. Approximately 393 spaces are shown in the structure. Displaced are
132 spaces resulting in a net gain of about 261 spaces. Due to the increased
length of the structure, only two supported levels are needed to reach the 250
added spaces target.

Site 1B Option 3

Option 3 for Site 1B uses the entire length of Site 1


spanning over Troy Street and two-way street traffic
on Troy Street is maintained. Speed ramps, (ramps
without parking spaces) are located along the south
end of the structure to provide vertical vehicular
circulation. The initial ramp rises to about 14 feet
above grade. The parking area then ramps up
slightly to about 17 feet above grade. The structure
spans Troy Street at about 17 feet; provides about 14
feet clear. Each of the parking levels is effectively
flat with the speed ramps at the south end
providing vertical circulation.
The two at grade parking areas below the supported
level function like two independent surface parking
lots. It is necessary to exit these lots in order to
access the upper levels of the structure. The only
access point is located off of Saratoga Street. This
option also requires the acquisition of the adjacent
residential property.
Circulation is again a two-way traffic flow with 9-0 wide spaces set at 90 to the
traffic flow. The concept structure has four parking levels with three of the levels
supported. Approximately 413 spaces are shown in the structure. Displaced are
132 spaces resulting in a net gain of about 281 spaces.
A single stair / elevator tower is shown in the northeast corner of the structure. A
second stair tower is located along the west side of the structure.

Site 2 - Option 1

Site 2 is the existing municipal surface lot between


the Library and City Hall. Three viable options
have been developed for Site 2.
Option 1 is a single threaded helix design with the
parking bays running parallel with Nine Mile Road.
The parking structure is set back about 60 feet
from the sidewalk, leaving most of the area
between the structure and Nine Mile Road
available for a free-standing building or a civic
plaza. The main entry /exit portal is shown along
Nine Mile Road, although the entry / exit could
also be located along Troy Street.
Each bay of the parking structure is sloped upwards about 5- 6 providing a
floor to floor height of about 11 feet. Five supported levels are needed to
provide 341 spaces; 77 existing spaces are displaced for a net gain of 264
spaces. The floor of the uppermost level would be about 49 feet above grade.
Circulation again is in a two-way traffic flow. Parking spaces are 9-0 wide
spaces set at 90 to the drive aisle.
A stair and elevator tower is shown in the northwest corner of the structure, near
the Librarys reconfigured entrance. A second stair tower is located at the
southeast corner of the structure near City Hall.
Site 2 - Option 2
Option 2 is also a single threaded helix
configuration but with three parking bays running
in the east-west direction. All of the parking bays
are sloped. A short jump ramp in the western
turning bay allows the floor of the first supported
level along nine Mile road to be about 14 feet
above grade, accommodating ground level retail
space within the footprint of the structure. The
9,937 S.F. grade level retail space fronting Nine
Mile Road would have approximately 11 foot
ceilings.
With four total levels, three supported, the structure
contains about 383 spaces, for a net gain of about 267 parking spaces.

Site 2 Option 3
Option 3 is a below grade solution. The
conceptual plans show parking at the surface
level. However, the concept can be easily
adapted to have a building above the
underground parking area. A civic plaza could
also be constructed on the surface level.

The overall configuration consists of three bays.


Because the length of the site is limited, the
middle bay is a series of stacked speed ramps
providing vertical vehicular circulation. The
speed ramps are too steep for parking spaces.
The speed ramps are shown approximately 26
feet wide accommodating two-way traffic.
Light wells are included along both sides of the
speed ramp, bringing natural light down into the parking areas. The primary stair
and elevator tower is located near the midpoint of the structure, equidistant
between the Library and City Hall. Enclosing the stair and elevator tower in glass
could make a significant architectural statement, enhance security, and aid the
effort to bring natural light down into the parking areas.
The surface level uses a two-way traffic circulation pattern with 9-0 wide
parking spaces set at 90 to the drive aisles. To help prevent crossing traffic and
to reduce construction costs, the below grade parking bays are 57 feet wide
and use one-way traffic flow. The parking spaces are set at a 75 angle.
The structure, including the surface level contains about 347 parking spaces. The
existing surface lot contains 108 spaces, for a net gain of approximately 239
parking spaces. If all of the surface area is used for another purpose, there
would be about 263 spaces in the structure. The net gain in spaces would drop
to about 155 spaces, falling short of the target number of spaces. However,
another level could be added to below grade levels.

COMPARISON OF OPTIONS

Table 1 summarizes the seven options. Capacities range from 337 spaces to 413
spaces. Option 1 for Site 1A has the smallest capacity; Option 3 for Site 1B, which
spans across Troy Street, has the largest capacity. The net gain in spaces ranges
from 233 spaces to about 281 spaces.
Because the size of the site limits the structure footprint, two of the options are
relatively tall. The relative elevation of the uppermost floor on Site 1A Option 1
is about 57 feet above existing grade. Parapet walls and enclosures for stair /
elevator towers would be higher. Site 2 Option 2 also has a small footprint
resulting in a similar relative height of about 55 feet.
Two of the options include ground level retail space, both fronting Nine Mile
Road. In addition, Option 1 - Site 2 includes a footprint of about 10,000 that
could be used for a free-standing building or a public plaza or park. A building
could also be constructed over Option 3 for Site 2, which is the underground
option.
The efficiency of the options, expressed in square feet per parking space, range
from 321 to 387 per space. Efficiency is an important factor in parking structure
design. As the efficiency increases the construction cost per space decreases.

POTENTIAL CONSTRUCTION COSTS

Table 2 presents conceptual construction cost estimates for the three options.
Before premiums, we recommend using a base construction cost for an above
grade parking structure in the Detroit area of approximately $50 per square foot.
Furthermore, we recommend using a construction cost of $120 per square foot
for the underground option. The costs to enclose and shell out the retail space
are estimated at $60 per square foot.
The estimated costs are for budgeting purposes; the actual cost will vary
depending on the level of architectural detail and other features chosen.
Excluded from the construction cost estimate are soft costs beyond design fees
and testing, unforeseen below grade conditions such as environmental
remediation or unstable soils, significant rock removal and significant utility
relocation.

OPERATING AND MAINTENANCE COSTS

Table 3 presents typical annual Operating & Maintenance (O&M) costs for an
un-cashiered parking structure. The additional labor costs associated with for an
operating scenario using cashiers can be extensive.
The base annual O&M costs total $242 per space. Utility costs for a below grade
structure are higher to operate ventilation fans and for longer operating hours for
lights. The O&M costs also include a recommended $50 per space annual
contribution to a reserve fund for long term structural maintenance.
The annual O&M costs range from about $82,000 for the smallest structure to
almost $100,000 for the largest.

MAINTENANCE REQUIREMENTS

Typically, a parking structure is designed with a service life of 50 to 60


years. During this service life major structural repairs should not be
required (i.e. significant concrete corrosion deterioration repair,
concrete topping replacement, concrete overlays, etc.). To achieve
this service life, the following minimum housekeeping and maintenance
would be necessary.
1.

Housekeeping is defined as work conducted by in-house staff


consisting of basic cleaning, sweeping, slab wash downs, etc.
Housekeeping includes items such as:

Sweeping of the stairs, elevator lobbies and floor slabs on a


regular basis.

Trash collection on a periodic basis.

Slab wash downs and floor drain cleanout on a semi-annual


basis.

Cleaning of stair enclosures, doors, door frames and glass on


a periodic basis.

Cleaning of signage, elevator floors, doors, walls, parking


equipment, etc. on a periodic basis.

General Maintenance General maintenance would usually be


performed by in-house staff; however, outside contractors may be
required in some cases. General systems and components
maintenance typically include items such as:

Doors and Hardware Periodic lubrication.

Elevator Regular maintenance as suggested by


manufacturer.

Lighting It is anticipated that the lamps should be replaced


every 2 to 3 years, and light fixtures will likely require
replacement every 20 years.

Sealants/Expansion Joint Repair/replacement of isolated


sealant or expansion joint failure. Leaking at slab cracks may
also require sealant installation.

Painting Touchup painting should generally be performed


as damage is observed. It is anticipated that repainting of
exposed steel would be performed every 10 years, and
parking stripes reapplied every 5 years.

Structural Maintenance Structural maintenance is generally


performed by outside contractors and consists of repairing
damage to waterproofing or structural elements. Structural
maintenance would include items such as:

Crack and Joint Sealants It is anticipated that sealants will


be replaced every 10 years.

Expansion Joints Expansion joints require replacement


every 10 years.
Stair/Elevator Tower Roofing Systems These waterproofing
systems will likely require replacement every 20 years.
Slab Penetrating Sealer It is anticipated that a penetrating
sealer would require reapplication every 5 to 10 years,
depending on the type of material used.
Concrete Repairs It is anticipated that, even with state-ofthe-art durability features, isolated concrete repairs will be
required, generally due to corrosion deterioration.

Sites 1A, 1B, and 1C individually have site dimensions that are not conducive
to the development of a parking structure. A parking structure developed on
Site 1A would need to be relatively tall, in relation to the surrounding
buildings, to reach the target goal of 200 to 250 additional parking spaces.

A more feasible parking structure can be developed on a combination of


Sites 1A and 1B. However, a structure on these two sites requires the closing,
or spanning, of Troy Street. Closing a street in a commercial area should
always be carefully considered. The closing of Troy Street would affect
emergency access, and both vehicular and pedestrian access to and from
Woodward Avenue.

Spanning Troy Street with a parking structure requires that Site 1C be


included. In addition, an additional residential property would be required.
A structure spanning Troy Street would be relatively expensive and raise
urban design concerns.

Site 2 has larger dimensions than the other individual sites. The two-bay
design, Option 1, leaves a space approximately 60 feet deep fronting Nine
Mile Road that could be used as a freestanding development site or as a
civic plaza / park. The three-bay design, Option 2, provides more parking
spaces in a structure with one less level. This option also includes
approximately 9,900 square feet of ground level retail space facing Nine Mile
Road.

The below grade solution (Option 3) is the most expensive of all the options.
However, placing the parking area below grade frees the surface area for
development of building and / or a civic plaza.

RECOMMENDED OPTION
The City of Ferndale formed a committee to participate in this design feasibility
study. Following the development of the Options, a draft version of this report
was distributed to the committee for advance review. A meeting was then held
to present and discuss the Options. The committee discussed the Options and
summary points presented above. The committee reached a consensus that Site
2 Option 2 is the best choice for a parking structure. The selected Option
provides parking serving both the City and the Library. The site is close enough
to benefit the businesses along Woodward Avenue. In addition, it is anticipated
that the presence of the parking structure can stimulate additional commercial
development along Nine Mile Road.
