RESOLUTION AUTHORIZING THE DEPARTMENT ON AGING TO


RETAIN REVENUE GENERATED FROM FACILITY RENTAL AND
RELATED FEES AT ITS SENIOR CENTERS, TO BUDGET $13,388
IN REVENUE AND APPROPRIATIONS FOR STAFF, OPERATIONS AND
MAINTENANCE COSTS NECESSARY FOR THE RENTAL OF THE
FACILITIES, AND TO AUTHORIZE THE CITY MANAGER TO
APPROPRIATE POST EXPENSE REVENUES FOR THE OPERATION OF
PROGRAMS AT THE SENIOR CENTERS

A resolution has been prepared which authorizes the Department on


Aging to retain rental revenues from mUltipurpose senior centers
for the purpose of funding needed senior programs and services, in
lieu of forwarding these resources to the General Fund.
On November 28, 1995 the Oakland City Council accepted a report
from the Finance and Legislation Committee granting approval to the
OepaTtment onAgngteretainrental revenues for this purpose .
This action was approved on the basis that annual operating budgets
for senior centers are "bare bones", and that there are minimal
funds for new programs.
The attached resolution projects very conservative estimates of
revenues and appropriations.
Annual rental revenues at senior
centers are small, and estimates are that they will range from
$15,000 to approximately $35,000. In order to fund all costs
associated with facility rentals,
staff
is
requesti.ng an
appropriation of $13,388 in revenue, which would fund .04 FTE
($6,910), and operations and maintenance costs ($6,478). All post
expense net revenues earned (conservatively projected to be
approximately $20,000) will be earmarked for programs identified by
the Senior Center Advisory Councils, with staff assistance.
Separate projects will be established in the City's Financial
Management System (FMS) to ensure that revenues earned at Centers
will be appropriated for programs and services at the respective
Centers.
The City Attorney has approved the proposed resolution as to form
and legality, and a copy is on file in the Office of the City
Clerk.

This proposal would allow the Office on Aging to appropriate $13,388 in additionall revenue
and expenses, with no net impact on the General Fund. Revenues would be from the rental of
rooms at the senior centers. Revenues would first be used to pay the costs associated with
security and maintenance associated with the facility rentals. If additional revenues above
costs are generated, the City Manager would be authorized to appropriate those funds for
activities and programs at the senior centers. There is no fiscal impact to the City of this
proposal.

WHERUS, the City has two MUltipurpose Senior Centers open and
operating, a third Center due to open in September, 1996 and is
planning for an additional two MUltipurpose Senior Centers; and
WHEREAS, the Senior Center members have worked and accuInulated
voluminous volunteer hours; and
WHEREAS, the City allows for the rental of the facili1:ies to
individuals and community groups; and
WHEREAS, historically, funds raised from rental events have
been deposited in the General Fund; and
WHEREAS, on November 28, 1995 the City Council accepted a
report"f'1:"Omthe -Legislation and Finance Committ~ recommendbl\{J that
the Department on Aging be allowed to retain funds generated from
rentals of the MUltipurpose Senior Centers for programs and
services at the Centers; and

FURTHER RESOLVED:
That the Department will pay for the
additional costs of facility rental through the use of revenue
generated; and, be it
FURTHER RESOLVED:
That, based on estimated revenues from
facility rentals, $13,388 is hereby appropriated in revenues for
staff and" other costs associated with an increased facility rental
program; and, be it
FURTHER RESOLVED: That the Department is authorized 1:0
