EWB-DK has two roles in this project, one is to act as a link towards the Danish civil society donor
and the second is to support the Karwan Development Foundation (KDF) in its continuous admirable
effort to implement Community Based Disaster Risk Reduction activities in the Mian Essa community
EWB-DK has had the pleasure of working with KDF executive board and project staff for
approximately 21 months, which has been a learning experience for EWB-DK. We have during this
period of time developed our working relationship, through focus on communication, understanding of
different perspectives on project activities and finally through a shared value to make the project
activities matter for the people of Mian Essa. Because of our experiencing in working together, we have
now reached a level of partnership that is unique in terms of openness between our two organizations
and in terms of transparency in decision-making. In the future we will work to further develop our
partnership through even more focus on communication and through definition of clear roles and
responsibilities between our organizations
The activities carried out during phase 1, have varied from structural mitigation, training sessions,
mobilization of Mian Essa community volunteers and advocacy. It has not been our intention to meet all
the needs of the community we simply do not have the funding and we believe that the best way to
help, is to support the community to develop its own capacity to provide for itself. At EWB-DK we
understand that this approach can be frustrating at times for the community, because needs are not
met instantly. However, by being engaged in the community over a long period of time, we hope that
long term capacity building will prove to bring sustainable development to Mian Essa, in a way that
enables the community to meet their own needs
At EWB-DK we are grateful that we have been given the chance to continue with the implementation
of Community Based Disaster Risk Reduction activities in the Mian Essa community. We in EWB-DK are
looking forward to continue this work and contribute to an even more disaster resilient Mian Essa
community

Danish Muslim Aid feels very privileged to be part of this great project. Preparedness against disaster is one of the key elements in being able to handle disasters, if
and when they strike, and if any community has had any training in this respect,
they are so much better equipped to handle the situation, in case it will become
necessary
Recognizing the fact that we are working in an area, which has very strong local
traditions, we do not expect or even intend to make a total change of behavior in
the community, but simply to lend a hand to the local community in respectful
recognition of the local traditions and culture, hoping that this will be beneficial.

Pakistan is ranked among top ten countries worst hit by the natural disasters in the
shape of earth qua, rains and floods. There is an increased frequency of floods for the
last four years in the country due to changing and unpredictable weather patterns. In a
recent policy note by World bank. The incumbent Government had been advised to
improve the disaster management structure at federal, provincial and district to
downward levels to ensure timely response in case of any natural disaster. This is not
the government alone in a position to mitigate these challenges with out the active
involvement of civil society. At KDF; we are trying to strengthen the individual and
institutional capacity from the grass root civil society to make them more resilient in
dealing with any disastrous challenges.
We are playing our role to enable the locals of Mian Essa (A village of Union Council
Mughal Kai, Nowshera, KP, Pakistan) through known practices in terms of disaster
management.

ORIENTATION &
CAPACITY BUILDING
Training of KDFs Project Staff
Six days Workshop for KDF Project Team on
Capacity Building was conducted; This workshop
was related project cycle managing and financial
management mainly, also to take all staff members
on the same frequency to have a same direction
while implementing phase 1. Project Manager Mr.
Muhammad Nawaz Raja, Deputy Project Manager
Mr. Jamshed Tariq, Admin Officer Mr. Usman Sarwar
and Account Officer Mr. Shuja Rehman participated
and learned about the projects and better ways of
implementation.

BASELINE SURVEY VILLAGE


MIAN ESSA
Conducted by an independent professional
organization i.e. NHSD
General objective of baseline survey was to have a
comprehensive picture of the targeted area by
looking at their institutions and communities with
regards to DRR knowledge, Behaviors and practices.

14 Mohallas of Village Mian Essa were visited


during survey.

1231 households and 1948 families were


contacted. In this survey community was
evaluated in following key areas:

Evaluate level of understanding and practice of


DRR in the community;

Evaluate level of understanding and adjustment


to climate change, its impacts at community
level;

Evaluate perception of vulnerability (children,


women, elderly and people with disability)
before during and after disasters.

FORMATION OF COMMITTEES
At Mohalla and Village Level
(Male & Female)
Formation of MCs in Village Mia Essa:
KDF arranged more than 30 BBCM, to create
awareness & sensitize the community towards the
importance of MCs in CBDRR project. This was to
gain their confidence and support for the project.
Besides that, KDF successfully identified 25
volunteers representing all 14 MCs. These volunteers
have shown their consent to attend the upcoming
trainings and ensure their involvement in all project
activities.
The commitment to integrating gender perspectives
need to be reflected in work plans and budgeting.
KDF ensures that it adheres to the gender agenda
where ever possible and practicable. So in this
connection we formed 10 female MCs as well in
village Mia Essa. Which is a success keeping in view
the local culture.

CAPACITY BUILDING OF
COMMUNITY
Training of Volunteers from Village Mian Essa

Now it was the time to build capacity of selected


volunteers and representatives of Mohalla
Committees of the target area to be the functional
part of the project.
This was actually to make them understand what we
are going to do and what we expect from them in
terms of their participation.
KDF arranged a training which was to give them an
idea about personal development and development
of the areas. It was most important activity of the
project to have the community representative on
the same thoughts and idea. We successfully
achieved this objective which actually benefits the
project in coming activities.

HAZARD VULNERABILITY
CAPACITY ASSESSMENT (HVCA)
A Participatory Action, Study of vulnerabilities
& capacities of Village Mian Essa
HVCA was conducted in village Mia Essa
and community was engaged in the activity.
We used different tools of
PRA for this assessment i.e. Seasonal Calendar,
Mapping, transact walk, hazards ranking, group
discussions, Risk assessment and hazards appraisal
etc.
Through transect walk we identified the
hazardous area, elements at risk and safe areas, the
vulnerability of the community as well as capacity
against this vulnerability. The results of the study
showed that River Flood, Moon soon Rains, Drought
and Epidemics, were perceived to be the most
significant disasters may effect the people of
Mian Essa.

EMERGENCY
REVOLVING FUND:

The 2010 flood demonstrated the need for preparing


citizens to take care of themselves and their loved
ones after a disaster.
A Community Emergency Response Team was
formed. They start contributing every month and
collect some money for emergency revolving fund.
In this way they can use their own resources for
themselves in case of any disaster or any other issue
related to community.
It is a great success in terms of enabling the local
community which has been achieved and this fund
raising activity is still in process and till now they
have collected Rs. 17,000/-

PLANTATION AN EFFECTIVE
MITIGATIONAL ACTIVITY
Celebration of International DRR Day
KDF commemorate the International day for
Disaster Reduction (mitigational part of the project)
by kicking off tree plantation campaign at Mia Essa,
Nowshera. KDF took the initiative to mobilize the
Volunteers, Kids of school and colleges, members of
civil society to participate in this campaign. With the
help of these stakeholders and Govt departments
(Ministry of Education and Forest) successfully
planted 3000 saplings in village Mia Essa near the
bank of Kabul river in the month of January.
A walk around the village was also arranged for the
awareness in the locality about the importance of
plantation in terms of mitigating flood risk.

CBDRR CONFERENCE:
July 18, 2012
CBBDRR project addresses disaster risk reduction
issues faced by the most vulnerable parts of the
community. KDF arranged an event i.e. CBDRR
conference to discuss and share the thoughts of
locals and professionals on the subject. Community
volunteers, social society activist, Govt officials and
DRR experts were there to share their thoughts. We
have got following outputs:

CONFERENCE & AWARD


CEREMONY AT SZABIST
Helping in Rehabilitation of Flood Affectees,
Emerging issues & challenges.
The Disaster Management Exhibition, Conference and
Award Ceremony 2012 was held in Szabist university on
11th to 12th October 2012 to celebrate the excellent work
done for reconstruction and rehabilitation post
earthquake, to appreciate the work done for flood
affectees and also to assess what steps can be taken to
help the flood affectees to rebuild and restore their
houses and livelihoods and will also display products
made in the disaster effected areas in order to help
generate income.
KDF participated along with forty national and
international development organizations in the event.
Displayed HVCA maps, H&H kits, First Aid kits and
emergency tool kits.
KDF invited the volunteers of Mian Essa in the event so
that they may be aware of the work other people are
doing. Their participation helped them in getting others
point of view, techniques and practices about disaster
management.

ELECTIONS
As a process of formation of local CBO, executive
body was elected through a transparent process by
the volunteers and community members
Community based organizations are an important
part of the society. Often they fill the gap between
the needs of the people and the services that
government is unable to provide. One of the major
components of CBDRR project was the formation of
CBO. After the formation of 14 MCs. KDF started
work
on their capacity building and for this purpose KDF
arranged a series of trainings. Onward that KDF
finally arranged an event for election of Executive
Board Members of CBO on 24th September, 2012. It
was a milestone in terms of organizing the
community.
CBOs formed actually on the concept of by the
people and for the people.

CMST & LMST


Community Management Skills Training
Leadership and Management Skills Training
After the formation of community based
Organizations (CBO). KDF planned to undertake a
capacity building process for CBO members. KDF
select volunteers in selected thematic areas. Trained
them to enhance their capacity in current and
coming roles in the project.
KDF arranged trainings on CMST and LMST It was
related to record keeping, methods of
communications, negotiation skills, PRA Participatory
Rural Appraisal) Tools, Structure of CBO, Roles and
responsibilities of Executive Body Members of CBO
etc.

TRAINING OF TRAINER
ON FIRST AID:
The goal of the first aid training was to equip the
local community on the First Aid concept and to
develop skills to support the disaster victims until
professional medical assistance reached. In this
connection we trained 15 male TOTs out of 14
Mohallas and 15 female TOTs out of 10 female
Mohallas committees. After getting training in
basic first aid; those TOT arranged two day course in
their respective Mohallas for the general
community. The purpose of this training was:

To change some myths and misconceptions


about health incidents towards appropriate
treatment ;

To change the participants attitudes to prevent


further injury and to minimize infection.

To enhanced the knowledge on First Aid to


handle the disaster victims immediately after
happening any emergency.

STRUCTURAL MITIGATION

As an outcome of hazard vulnerability and capacity


assessment(HVCA) of village Mian Essa, Many
hazardous areas were identified during walk and
focus group interviews. After HVCA It was very
obvious that there is a severe need of structural
mitigation because hazards and potential risks are
prevailing in the area. One of the mitigation activities
of the CBDRR project was to reconstruct the
damaged fences of Nallai bridge which is
approximately 20 feet long and 4 feet in height, KDF
reconstructed that bridge with the help of local
community and by doing this loss of accidents really
minimized.

COMMUNITY TRAINING ON
HEALTH & HYGIENE
Training of Male and female mohalla Committees,
including 6 schools of the community

The objective of H&H and first aid training was to


aware and equip the local community on the
importance of H&H & the FA in their daily life. The
training of trainers is the basic tool to get quick and
spreader community awareness and skills towards
better resilience i.e. to make trainees enable as
trainers for the step down training in community in
reference to health and hygiene and First Aid In this
connection KDF first trained 15 female TOT and 15
male TOTs from the local communities. After that
those TOTs arranged two day workshop in 10 female
Mohallahs and one girls' school and four boys
schools in Mia Essa. KDF also distributed FA, H&H
and emergency tool kits in 05 schools of Mia Essa

STRENGTHENING
WITH TOOLS
Distribution of Emergency Tool kits, First Aid Kits,
Health and Hygiene kits to Mohallah Committees
and Schools

Under the project of community based disaster


risk reduction KDF established 14 DRR centers i.e.
one in each Mohalla of village Mia Essa. For this
purpose KDF provides Emergency tool Kits, Health
& Hygiene kits and FA kits. KDF also handover
these kits to govt. schools of village Mia Essa.

EWB REVIEW
EWB team visited Pakistan to analyze
project activities and impact
Karwan Development Foundation (KDF) in
collaboration with Engineers Without Borders
(EWB) organized a workshop entitled Impacts and
Effects of CBDRR with an aim to assess the
progress in the Community Based Disaster Risk
Reduction (CBDRR) in Mian Essa and to identify the
impact of the first phase of the project on lives of
the community. In this workshop, some 14
representatives form 14 Mohallah Committees of
local community participated . Chief Coordinate
EWB Peder Elissen and Field Officer Imran Hussain
were the facilitators and they were supported by
Project Manager KDF Jamshed Tariq and Project
Officer Suleman Khan.

ADVOCACY & NETWORKING


This was to make local CBO connected with
rest of the organizations and district authority to
work effectively.
At local level; networking has its importance
which can play a key role in CBDRR. Aim of this
workshop was to Support and strengthen local
CBOs , taking initiatives to develop their
respective areas through capacity Building,
Advocacy, Networking, & information sharing.

DISASTER RESPONSE &


CONTINGENCY PLANNING

For this purpose KDF arranged a training session in


April 2013 on contingency planning; aims to
prepare the representatives of the community to
respond well to an emergency and its possible
damages. Developing a contingency plan involves
making decisions in advance about the
management of human and valuable resources,
coordination and communications procedures.
Also being aware of range of technical and
logistical responses. Under the project of CBDRR we
successfully made contingency plan for Mian Essa
which was revised (updated) two times in the
project duration.

SCHOOL CHILDREN,
DRR CONCEPT & CONTINGENCY
KDF arranged training for school children in
five boys and one girls school, for the awareness of
students and teachers.
The objective of this training was to assist schools
to develop/update/revise their specific
Institutions emergency disaster contingency
plans with the assistance of the school
administrators. Exercising and implementing
Model Disaster Contingency Planning Template
for schools successfully completed the activity.
KDF management personal visited the schools
during trainings to see the effectiveness of these
sessions.

ACKNOWLEDGMENT OF
VOLUNTEERS
An event i.e. Greetings to Great Gems
was organized to acknowledge their contribution
Without faithful volunteers, most non-profit and charitable
organizations would not be able to provide the level of
service and /or reach the people who are in need. Thats
why a ceremony of this nature is being organized by KDF for
the acknowledgment of our devoted volunteers.
In recognition of their efforts and contribution for the uplift
endeavors taken up by the Karwan Development
Foundation. In this connection KDF invited volunteers of the
CBDRR project from village Mia Essa i.e. Mr. Abdul Mabood,
Mr. Naseebullah and Mr. Iqbal Uddin to reconise and share
their utmost voluntarily work. Mr. Abdul Mabood said that
we are feeling proud that we worked and working with KDF
as volunteers. At the time of disaster many organizations
came to us and helped us for the provision of relief goods.
But KDF is the only organization who not only provide relief
but at the same time build our capacity to be a disaster
resilient community. They teach us that how we can save
ourselves and minimize our losses.

With the help of Allah and KDF we have our own


community based organization and through this
organization; now we are in a position to deal with any
future disaster better than before.

CELEBRATION OF
DRR (DISASTER RISK
REDUCTION) DAY
It was an event to gather the community and discuss
about disaster; and ways towards reductions of its
risk. This was an important activity of CBDRR project.
Program was arranged in Village Mian Essa, District
Nowshera. Local Community attended the event in
full spirit; engagement level was very good.
Discussion and speaches about disaster and the
revision of learnings got through trainings were the
agenda of the day. Physical demonstrations were
there too. People also share the situation they have
faced. Karwan Development Foundation is trying to
make people self sustained and trained to face such
disasters. Event was attended by the volunteers of
KDF in Mian Essa, local community, teachers, govt
servants, religious people and media
representatives.

ACKNOWLEDGING FEMALE
ACTIVISTS
Females are the important part of any society, they were
also the part of the project activities and supported the
community through down the line trainings of First Aid,
Health and Hygiene and Basic DRR techniques.
Since we were closing phase one, KDF arranged
ceremony just to reward and recognize the contribution
of females towards the community development and
success of CBDRR project. This ceremony was arranged
on 23rd September, 2013 in Mian Essa. President,
secretary and all members of Mohalla Committees were
invited for an interactive session to discuss about CBDRR
projects implementation in two years. KDF appreciate
all the members of each Mohalla committee for
cooperation and positive response. Every Mohalla was
given a Shields, every female was given a Traditional
shawl (Chaddar) and a First-Aid kit was given to all 10
Mohallas.
Females response towards CBDRR project was quite
exciting, According to them, the CBDRR project helped
them in every bit of their lives. They were thankful for
being acknowledged.

BASIC SEARCH
AND RESCUE TRAINING
The objectives of this training were to prevent loss of
life and injury through search and rescue alerting,
responding and aiding activities using public and
private resources. Where possible and when directly
related thereto, reasonable efforts will be made to
minimize damage to or loss of property. Search and
rescue was a technical activity rendered by a group of
specially trained personnel, who rescue and attend to
the casualties under adverse conditions, where life is at
threat. This training was organized in close cooperation
with the community and in a team approach. The
training had served the purpose to enable the local
community to respond any disaster by taking initial
actions for helping themselves, others and professional
responders to save lives and mitigate the losses.
Via this training we trained 25 volunteers of the CBDRR
project on sophisticated search & Rescue; in
water/flood, fire prevention (theory and practical both)
emergencies, Securing Family and Preparing for
Response, Incident Command System and Triage
(theory), Incident Command System and Triage
(practical), Light Search And Rescue techniques (theory
& practical), Lifting and stabilizing the load (theory and
practical) etc.

CONFERENCE ON STRENGTHENING
LOCAL CAPACITY FOR DRR
Concluding Ceremony-Phase 1
Disaster Risk Reduction conference on Strengthening Local
Capacity was the Last Activity of phase 1. This conference
held on 30th September , 2013 at Taj Mahal hotel in
Nowshera, where all the members of each Mohalla with
President and Secretary were invited to Main objective of
this particular conference was to share Lesson learnt & to
hear from the Target Community and Stake Holders about
all the CBDRR project. Member of Provincial Assembly
Mr. Qurban was chief guest, Tehsil Muncipal Officer, Social
welfare Officer and Police department also attended the
event. Two independent DRR professionals, media
representatives and representatives from other local CBOs
were also there in the conference. Professionals, Chief
guest, KDF representatives and community members
shared their thoughts about the project and their thoughts
about days to come.
It was very successful in terms of engagement and
networking with local authorities. At the end of the session,
people who had contributed towards the success of the
project were given souvenir of the conference as a token
of thanks.
