Construction Stage
Traffic hazard during the construction stage is another issue to be addressed as they will be heavy
movement of lorries and transport vehicles moving to and out of the site. The primary access road
to the site is Jalan Kelibang whereby traffic is heavy during the morning and evening office
hours. A number of commercial areas and other establishments are already operational nearby.
Thus, as the construction industry will temporary occupy the Proposed Project site traffic will be
much heavier with the construction industry in place.
To addressed the issue, scheduling the transport of construction material during off peak periods
e.g. from 9.00 am 12.00 pm and from 2.00 pm 4.00 pm can reduce issues relating to traffic
hazards in the area. Especially as the primary feeder road is heavily laden with traffic especially
during office hours.

Construction plant and machinery such as backhoes, compactors, lorries and others will be
mobilized to the Proposed Project site. Such mobilization to site of plant and equipment would
extend into future building contracts in which instances; vehicles would comprise lorries,
concrete mixers and cranes conveying building materials and fittings.
The existing main access road to the Proposed Project site is by way of Jalan Kelibang which is
the primary feeder road in the area that links Padang Masirat to Kuah, and Lorong Tiram 5 which
links the site to Jalan Kelibang.
Movement of heavy vehicles along the road will have the potential to impede normal traffic flow.
However as there are limited development in the area and is within medium density development,
disturbance to normal traffic flow is anticipated to be minimal.
However, movement of heavy vehicles and machinery may pose a hazard as these vehicles are
large and may disturb the vision of smaller vehicles on the road.
Generally, mobilization of earth moving plant and equipment is over a short duration, timediscrete in form, as all plants would be stationed on-site until completion or the earthworks tender
package. Similarly, demobilization would also be along a similar notion although sometimes over
a slightly longer period, as works would generally become less intense as the Proposed Project
progresses over time.
Delivery of building materials however will be over a longer duration commensurate with the
inherently longer period required for building construction, generally over two to three years
upon possession of building sites from earthworks contractor.
In ant event, some form of traffic management will be necessary such as limiting the movement
of construction related vehicles during peak traffic periods, i.e. from 7.00 am to 9.00 am, 12.00
noon to 2.99 pm and from 5.00 pm to 7.00 pm and stationing workers at the entrance / exit to the
project site where movement of public vehicles are evident.
