Wison awarded second FLNG unit


Wison announced the award of a contract for the delivery of a barge-based floating
LNG regasification unit from a 50/50 joint venture between EXMAR and Pacific
Midstream Holding Corp.
The regasification unit will be built at Wison Offshore & Marines fabrication facility
in Nantong, China, where they are also fabricating the Caribbean FLNG project,
which is on budget and on schedule for delivery. Under the agreement for the
regasification unit, Wison Offshore & Marine affiliates will be responsible for the
turnkey engineering, procurement, construction, installation and commissioning
(EPCIC) of the project with delivery scheduled for Q4 2015.
The agreement is Wisons 2nd award
this year for a barge-based floating
LNG regasification facility. In January,
they agreed with VGS on a LNG import
project located offshore Andhra
Pradesh, India.

FLNG to draw USD 64.4bn in investments


by 2020 DW market report
The FLNG market will see increased investment and activity over the course of
the decade, drawing total expenditure of USD 64.4bn until 2020, a new market
report from energy research analysis firm Douglas Westwood suggests.
Report author, Amanda Tay, commented: FLNG Capex is expected to increase
significantly over the next seven years. Year-on-year growth over this period is
forecast to average 64% per annum and DW expect the increase to be more
pronounced after the successful start-up and operation of the pioneer FLNG
vessels, such as Shells Prelude FLNG and Petronas PFLNG 1.
Liquefaction infrastructure will account for two-thirds of the projected expenditure,
DWs report claims, with the remainder from import and regasification facilities.
Additional floating regasification units will be approved, particularly in Asia and
Latin America.

FLNG projects do not fit easily into traditional


moulds of legal, contracting and compliance
regulation frameworks. This new field of
offshore gas extraction raises many fresh
questions to oil and gas legal experts: How
can existing contracting and legal frameworks
be applied to FLNGs? Is an FLNG a ship or an
offshore platform? How do legal frameworks
take into account the huge geopolitical
complexities of FLNG projects? What are the
methods available to determine pricing for long
term gas transactions?

FLNG facilities pose fresh safety challenges. The


complex liquefaction processes on a motion
vessel, combustive fluids, risk of cryogenic
leakage, unproven technologies, combined in a
harsh offshore environment means that safety
precautions have to be taken seriously.

Insurance is another potential hurdle for FLNG


projects as no such vessel has ever been
insured. With this sector emerging strongly,
the insurance market is slowly changing its
attitude towards FLNG projects. However, the
key insurance issue remain. The single-vessel
nature of an FLNG facility means that since all
production, storage, liquefaction and offloading
facilities are concentrated on one hull, losing the
hull means losing the entire project. Exacerbating
the risk, FLNG technologies remain unproven.

IQPC CANCELLATION, POSTPONEMENT AND SUBSTITUTION POLICY


You may substitute delegates at any time by providing reasonable advance notice to IQPC.
For any cancellations received in writing not less than eight (8) days prior to the
conference, you will receive a 90% credit to be used at another IQPC conference which
must occur within one year from the date of issuance of such credit. An administration
fee of 10% of the contract fee will be retained by IQPC for all permitted cancellations.
No credit will be issued for any cancellations occurring within seven (7) days (inclusive)
of the conference. In the event that IQPC postpones an event for any reason and the
delegate is unable or unwilling to attend in on the rescheduled date, you will receive a credit
for 100% of the contract fee paid. You may use this credit for another IQPC event to be
mutually agreed with IQPC, which must occur within one year from the date of postponement.
Except as specified above, no credits will be issued for cancellations. There are no refunds
given under any circumstances. IQPC is not responsible for any loss or damage as a result
of a substitution, alteration or cancellation/postponement of an event. IQPC shall assume
no liability whatsoever in the event this conference is cancelled, rescheduled or postponed
due to a fortuitous event, Act of God, unforeseen occurrence or any other event that renders
performance of this conference impracticable, illegal or impossible. For purposes of this clause,
a fortuitous event shall include, but not be limited to: war, fire, labor strike, extreme weather or
