General

1.1

Introduction

A. This part specifies the general requirements for the General Lighting. It
shall be read in conjunction with other parts of the Contract
Documentation.
B. The work shall include the interim, detailed and final design, manufacture,
supply, installation, supervision of own work and test & commissioning of
the General Lighting including all necessary accessories and coordination
work as shown on the drawings and specified in relevant specifications and
as herein specified, and to the satisfaction of the Engineer.
C. The General Lighting consists of the following, but is not limited to:

Switchboards for emergency lighting.
Central battery system - mains power supply.
Self contained emergency battery packs.

D. The Contractor shall coordinate with all relevant specialist sub-contractors


to ensure that the location of Luminaires shall not interfere with the
operation and functionality of any other equipment such as, but not
restricted to, Moving/Intelligent displays and/or illuminated signage of any
type with particular reference to Reflection and Glare.
E. The Contractor shall ensure that the general distribution of light shall be
uniform avoiding "Hot-Spots" creating a general relaxed atmosphere.
F.

The design shall incorporate necessary allowances for the effect of


condensation and any subsequential damage to equipment, finishes and
structure. Claims arising from the effects of either humidity and/or
condensation will not be entertained.

C. Submit Detailed and Final Design in accordance with the Employer's
Requirements divided into a Detailed and Final Design stages including,
but not limited to:

Design, Construction, Installation, shop and fabrication drawings


including, but not limited to:

Detailed drawings including coordination drawings, floor plans


and sections drawn to accurate 1:50 scale. Show all luminaries
locations including emergency lighting and relationships between
luminaries, switchboards, censors and switches

between the normal lighting and the emergency lighting

Strategy for switching on/off emergency lighting in various zones

Detailed drawings for each switchboard for the emergency

1.4.2 Product data


A. Submit the following according to the Employer's Requirements, but not
limited to:
1.

Complete and detailed information of all materials and equipment to


be incorporated in the work.

2.

Detailed description and specifications, catalogues cuts, installation


data, diagrams, dimensions, controls and any other data required to
demonstrate compliance with the Employer's Requirements. Each item
submitted shall be referenced to the applicable paragraph in the
Specification.

3.

A point by point statement of compliance. The statement of


compliance shall consist of a list of numbered paragraphs. Each
specification paragraph shall be cross referenced to the page/drawing
in the submittal on which the compliance is confirmed; the confirming
data on the page/drawing shall be highlighted for ready identification.
Where the proposed system complies fully, indicate by placing the
word "comply" opposite the paragraph number. Where the proposed
system does not comply, or accomplishes the stated function in a
manner different from that described, provide a full description of the
deviation. Where the full description of a deviation is not provided, it
shall be assumed that the proposed system does not comply with the
paragraph in question. Any submission that does not include a point
by point statement of compliance as specified shall be disqualified.

4.

Copy of relevant test certificates from the manufacturer ensuring that


the lighting system complies with the Specifications.

1.4.3 Samples
A. Submit products samples to establish the suitability of the product and
utilised for future product reference. Samples shall not be returned to the
Contractor.
B. Submit the following according to the Employer's Requirements:

1.4.5 As-built drawings

the installations as installed on site.

A. Provide spare parts for 2 years for operation of the plant, but as a minimum

1.4.7 Warranties and Guarantees


A. The Contractor shall provide all Warranty and Guarantee Certificates in
accordance with the Employer's Requirements.
B. Defects Liability Period:
1.

The Contractor shall include for all maintenance procedures in


accordance with the manufacturers requirements during the defects
liability period and shall prepare a comprehensive schedule of
maintenance procedures that shall be carried out.

2.

The Contractor shall provide an exhaustive quantified schedule of


maintenance spares for this period, and these spares shall be in

addition to any spares stated elsewhere within this specification, or


stated within the Employer's Requirements.
3.

The Contractor shall submit a detailed and thorough programme


confirming when these maintenance procedures are due to be carried
out and the frequency of these maintenance intervals.

4.

The Schedule of Maintenance procedures, Maintenance Spares


together with the Maintenance Programme shall be submitted to the
Engineer for approval in accordance with the Employer's
Requirements.

Description

General

A. The detailed lighting design shall be based on the following luminaire and
lamp maintenance properties and illumination requirements:

The Contractor shall utilise an Industry Standard Windows Based


Electrical Calculations software for calculating the Lighting and
Emergency Lighting Levels according to the relevant standards detailed
within this Specification. The Contractor shall determine the reflectance
values, based on the finishes schedule detailed within the Employer's
Requirements.

Based on the initial results issued by the Contractor to the Engineer,


additional information may be required; the software used shall be
fully customisable to provide all technical calculation results to verify
the Contractor's proposals can be accurately verified.

3.

Lighting calculations shall be carried out utilising proprietary lighting


design software.

4.

The Contractor shall submit the proposed Lighting calculations


software for approval by the Engineer prior to lighting design being
performed.

2.3

Emergency Lighting

2.3.1 General
A. Emergency lighting shall fulfil the following functions:

Illumination of the escape routes and immediate external areas at


discharge points shall be as according to the Fire Safety Strategy
Report and shown on applicable drawings.

2.

Indicate the escape route direction clearly as required.

3.

Provide the exit signs on all the exits.

4.

Ensure fire alarm call points, fire fighting equipment and other life
saving equipments on the premises are illuminated as required.

Interface and intercommunication with SCADA/BMS system.

B. The system shall have the approval of the Local Civil Defence Authority.
C. Equipment shall be certified EMC compliant.
D. Emergency lighting installation shall be complete with emergency
batteries, chargers, Luminaires and wiring, all as described in
Specification.
E. Non-maintained Luminaires as indicated on the relevant drawings shall be
supplied directly from the battery system. Maintained exit Luminaires shall
be supplied from a separate supply via an independent transformer and
shall only operate from batteries during periods of electrical mains failure.
F.

The operation of the emergency lighting system shall be such that on the
loss of any individual feeder the system shall switch to either a central
battery supply system or individual battery packs, which shall provide
power for 3 hours to illuminate emergency Luminaires throughout the
building. On restoration of the mains supply the batteries shall be charged
by an integral charger such that the system supplies not less than 85 % of
its rated voltage after a period of 12 hours.

G. Suitable Luminaires selected from the general lighting scheme shall be


powered from the inverters and wired independently of other systems,
using fire-resistant cabling.
H. Central controlled system with central battery system shall be used except
where specified elsewhere. The centralized system shall fulfil the
requirements in accordance with BS EN 50171 and shall as a minimum
perform to the following requirements:

10. The design shall allow 20 % spare capacity for future expansion. In
addition, a derating factor of 0.8 shall be applied to negate the effect
of battery ageing so that batteries will supply the load for the full
discharge duration throughout their useful life.
11. Batteries to be sized with a minimum of 20 % spare battery capacity.
12. AC/AC static inverters, which convert DC power from a built-in
standby battery to 240V AC 50Hz single-phase power shall be
provided.
13. Luminaires designated for emergency operation, shall operate to the
principles shown on drawings.
14. The proposed emergency lighting levels shall be in accordance with
BS EN 1838, local Regulations, NFPA 101 and the Fire Safety
Strategy Report. The lighting level shall be archived at any time
during the system life including de-rating due to dirt, components
ageing and the reduction in battery voltage as the battery discharges,
however the below table shall be followed as a minimum:

Comment

2.3.2 Switchboards for emergency lighting


A. The design, material, construction and performance of switchboards for
emergency lighting shall comply with the latest international standards.
B. Switchboards shall be shipped to and stored securely taking into account
conditions found at site. When the switchboard final location is ready to
receive the said switchboard, they shall be installed into position. Once in
position the switchboards shall be finally assembled, including all
components and connections being torque tested in accordance with the
manufacturer's recommendations to ensure there are no loose connections.
C. All indoor switchboards shall be IP 43 ingress protection according to BS
EN 60529.
D. Switchboards shall be designed for the following ambient conditions:
1.

Outdoor maximum ambient temperature 50 C.

2.

Indoor maximum ambient temperature 41 C.

E. Access to the switchboard interior and the protective devices shall be by


means of a hinged door fixed shut by means of a moulded lever type latch
which shall be able to be locked with the means of a proprietary locking
system.
F.

With the door in the open position, it shall not be possible to touch or gain
access to live parts without the use of a tool. The hinged door shall be
easily removable when in the open position to aid installation and
maintenance.

G. All fixing accessories shall have anti-corrosion finish. All ferrous materials
shall either be corrosion inhibited and painted or hot-dip galvanised to BS
EN ISO 1461. Non-ferrous metallic components shall be electroplated to
protect against corrosion.
H. All low voltage exposed terminals of switchboards that may be exposed to
touch (with a door open or cover removed) shall be shrouded to IP 20 to
BS EN 60529. Note this requirement does not include terminals within
separate enclosure outgoing cable boxes. These shrouds shall be fitted with
warning labels. Information labels shall also be fixed adjacent to the

shrouds (on a fixed part of the cubicle) to show where the terminations
connect to e.g. bus bars, cables, etc.
I.

The earth bar shall be sized in accordance with BS EN 60439-1 Annex B.

J.

Minimum of 20 % spare outgoing space shall be installed in switchboards


for emergency lighting.

K. The Contractor shall submit to the Engineer for approval, features,


characteristics, and ratings of circuit breakers and each switchboard
component specified.
L. The Contractor shall submit to the Engineer for approval, time current
characteristic curves for overcurrent protective devices, including circuit
breaker trip devices and fusible devices.
M. The Contractor shall submit to the Engineer for approval, operating and
maintenance data for components.
N. Calibration certificates shall be submitted for all instruments.
O. Operation and maintenance manual shall be submitted as per BS EN
60439-1:1999 clause 5.3 and as per Employer's Requirements.

2.3.3 Central battery system - mains power supply


A. Central battery stations shall have dual power supplies, each power source
shall be from a different transformer substation, via an automatic transfer
switch (ATS). The ATS shall be monitored to provide secondary mains
supply to the central battery station charger unit, should the primary supply
perform below permitted requirements or fail.
B. Each "Change-over' module (ATS) shall have its own short-circuit
protection.
C. All outgoing distribution cables from the central battery unit shall be of a
fire resistant type.
D. The above mentioned requirement is for central battery systems supplying
public areas.
E. The control module shall be composed of a microprocessor control module
with plain text 4- line LCD displays with a minimum of 20 characters per
line, to provide operative status and luminaire failures.

2.3.4 Central battery units


A. Battery chargers:
1.

Battery chargers shall be installed in purpose-made metallic


enclosures with an index of protection IP 31 in accordance with BS
EN 60529 suitable for wall or floor mounting, depending on
dimensions.

2.

Battery charger enclosures may house the system batteries providing


the design of the enclosure ensures safe operation with the batteries
specified. This arrangement should normally be restricted to smaller
systems e.g. for circuit breaker tripping supplies for power supply to
emergency lighting system, central battery units shall be wall or floor
mounted as required, conforming to BS 4533 Section 102.22, and be
of robust, high quality construction. Enclosures shall be metal, with
hinged lockable doors and with suitable ventilation provided.

3.

Battery charger shall operate from a 240 V, 50 Hz single phase or, 415
V, three phase supply unless otherwise specified.

4.

Battery charger shall be rated to supply trickle charge and any


standing loading plus any additional recharging load that may be
imposed.

5.

Battery charger shall use an uncontrolled bridge as the input stage to


minimise harmonic generation on the supply system. The
characteristics of each charger shall match the requirements of the
specific batteries selected and the duty cycle.

6.

Battery charger shall be suitable for fully automatic charging of the


appropriate battery and shall be provided with:

Employer's Requirements. The Contractor shall submit calculations to


justify the Ampere-Hour capacity of the batteries for approval to the
Engineer.
3.

Battery system shall be provided with a suitably rated switch


disconnector.

4.

Batteries shall be mounted on suitable tiered galvanized steel shelving


with moulded plastic trays to contain any leakage from the battery
cells, and to allow safe easy access for maintenance.

5.

Battery terminals shall be coated with the battery manufacturers


approved grease, and shrouded if not enclosed.

6.

Date of manufacture shall be stamped on each battery.

7.

Guaranteed life is not to be less than 10 years, with a capacity drop


down to not less than 80 percent under normal expected service.

2.3.5 Self contained emergency battery packs


A. Where a central emergency battery unit is not installed, individual
emergency luminaries shall consist of individual power packs installed
within or remote to the luminaries.
B. Battery pack units shall consist of converter/inverter devices, with nickelcadmium batteries to provide 3 hours operation under mains failure, unless
the main supply is restored prior to this.
C. Luminaries with self contained battery packs shall be connected to the live
side of the local lighting circuit and lamps shall operate automatically
under mains failure conditions.
D. Units shall have the capability of sustaining high temperature so that they
can be accommodated in fittings with high internal temperatures. However,
if the internal temperature of the fittings exceeds 50 C, the battery unit
shall be mounted remote to the luminaries. In the case of remote mounting,
a purpose made remote mounting box shall be provided.
E. Key operated switches shall be provided, at locations for all self contained
emergency pack unit luminaries, to control the operation of the luminaries
manually for testing purposes and to the satisfaction of the Engineer. Test
key switches shall be clearly labelled Emergency Lighting.

2.3.6 Central Battery System, automatic self testing


A. The Central Battery System shall be complete with automatic self testing,
which shall comprise the following tests as a minimum requirement:

B. The system shall be fully automated microprocessor based system


providing detailed testing of the emergency lighting installation from a
central position. Tests can be programmed at dates and times to suit the
user and application and require no human intervention.
C. The central battery system shall allow interrogation of the system as they
occur and for retrospective analysis of the tests and shall be interfaced with
Airport SCADA
D. Where luminaires are utilised for emergency lighting and supplied via the
central battery system the contractor shall install switching relays which
utilise accurate electronic timers, the relay's shall test the un-switched
supply to the appropriate emergency lighting circuits enabling them to be
interrupted for a selectable test duration. These shall be key switch
operated and shall be utilised in non public areas only.

2.3.7 Self Contained Emergency converted luminaires


A. Where luminaires are the self contained type the contractor shall allow for
self testing self contained emergency luminaires and these shall
automatically self test the emergency circuit and provide a fault indication
whenever a failure is identified, these tests shall be carried out on a
monthly and annual basis.
B. Functional tests of the self contained Emergency conversion pack shall not
take place unless the batteries have been fully charged for at least 24 hours
C. If the loss of supply is greater than 8 days, the self test module shall
automatically perform a commissioning test

Execution

3.1

General

A. The emergency lighting system shall operate to functional demands as


required by the Standards, Regulations and fire strategy.
B. Deliver storage and handling of Central battery unit equipment:

Deliver equipment fully enclosed only after manufacturer's specified


environmental conditions have been permanently established in spaces
where equipment shall to be placed.

2.

Store equipment in spaces with environments controlled within


manufacturers ambient temperature and humidity tolerances for nonoperating equipment.

3.

Ensure clearances around equipment in accordance to manufacturer's


written instructions, but not less than 900 mm in front of unit.

4.

Install system components on at least 100 mm high steel frame bases.


Install systems according to manufacturer's printed instructions, and
arrange for manufacturer/supplier to inspect and certify the
installation.

Emergency Lighting

3.2.1 Wiring
A. Where the emergency lighting system installation is via a central battery
unit, the wiring to emergency luminaries shall be carried out in fire
resistant low smoke sheathed cables, unless specified otherwise.
B. Fire resistant cables for the emergency lighting system via the central
battery unit shall have White coloured sheath.
C. Where the emergency lighting scheme is self-contained emergency packs,
the wiring system shall be either as above, or in PVC insulated single core
wires in conduits.

D. Generally, cables shall be 2.5 mm2 cross-sectional area unless specified


otherwise.
E. The Contractor shall pay careful attention to cable routings so as to keep
cable runs to the shortest possible length and ensure the overall volt drop
on any circuit is within the tolerances of the luminaries connected and
within the limits specified in the MEDCO regulations.

3.2.2 Installations of batteries


A. The manufacturers recommendation/instructions shall always be followed.
B. Insulated tools shall be used.
C. Personnel erecting battery banks shall remove metallic objects form their
person i.e. watches, rings etc.
D. Eye and hand protection shall be provided.
E. Batteries shall not be left on site for prolonged periods without being
trickle charged to maintain their condition i.e. if delivery is some weeks
before commissioning of the charger.
F.

Due care shall be observed when handling acidic substances.

3.2.3 Installation of Light Fittings


A. Lighting fixtures shall be installed as indicated in the manufactures written
instructions.

3.2.4 Identification
A. Identify equipment and components according to Employer's
Requirements.
B. All emergency luminaries shall be labelled with 100 mm width yellow
colour labels containing black lettering clearly identifying the circuit
number and the Central battery unit.

3.2.5 Cleaning
A. On completion of installation, inspect unit components. Remove paint
splatters and other spots, dirt, and debris. Touch up scratches and abrasions
in finish to match original finish. Clean unit internally using methods and
materials recommended by manufacturer.

Testing and Commissioning

A. Perform all test and commissioning in accordance to the Employer's


Requirements, with special attention on, but not limited to:

Factory Acceptance Test

A. The Contractor shall inform the Engineer of routine factory acceptance


tests that shall be performed on any component of the General lighting
system prior to shipping from the manufactures factory.
B. The Contractor shall inform of any test date, time and location to the
Engineer at least 4 weeks in advance to witness the test. The cost for
travel, boarding, incidental expenses etc shall be included for the
Employer's and the Engineers representatives (2 each).
C. The Contractor shall submit to the Engineer, prior to shipping, copies of all
relevant certification or approvals for the General lighting system and their
components.
D. Inspection and testing shall be carried out in accordance with BS 7671, the
associated IEE Guidance Notes, OES4, CIBSE codes L and M and the
requirements of this specification.
E. The Contractor shall furnish the Engineer with co-ordinated drawings "For
Approval" highlighting predicted Lux levels for all areas. The minimum
acceptable Lux levels shall be in accordance with the Employer's
Requirements measured one hour after Sun-Set.
F.

Emergency lighting system: Emergency lighting systems shall be inspected


and tested in accordance with the inspection and test procedures detailed
within BS 5266.

Site and Systems Acceptance Test

A. The pre testing and Commissioning of all equipment shall be carried out
by the equipment Manufacturer and shall be witnessed by the Engineer,
prior to putting into service the equipment shall be demonstrated to the
Engineer and Employer's representative, carrying out all necessary
functional tests.
B. Testing methods: The Engineer shall be notified of the method to be used
for each type of test and notification shall be given in accordance with the
Employer's Requirements.
C. Inspection and testing shall be carried out in accordance with BS 7671, the
associated IEE Guidance Notes, OES4 and the requirements of this
specification, this include but not limited to:
1.

Testing Agency: Arrange and pay for the services of an electrical


testing agency to perform inspection and tests on switchboard,
components, and accessories.

2.

Test Procedure: Conform to the following:


a)

Manufacturer's required field service tests: Supervision of unit


installation, connections, and adjustments by a factory-authorised
service representative. All report results shall be issued in writing

b)

Perform tests on completion of unit installation and after building


circuits have been energized. Provide instruments to permit
accurate observation of tests

c)

Test unit functions, operations, and protective features. Adjust to


ensure operation complies with Specifications. Include the
following tests:
i

Simulate Malfunctions: Verify protective device operation

ii

Demonstrate low battery voltage shutdowns, and transfers of


supply due to normal source failure and restoration

iii Verify emergency supply duration


iv

Operate each type of load served by the unit without


symptoms of abnormal supply such as noise, vibration, or
pulsation of the load or its output. All light fixtures, ceiling
roses, modules, wires, etc shall be identified

Manually equalise charging of battery cells according to


manufacturer's written instructions. Record individual cell
voltages.

Ensure that required lux levels for all rooms and locations have been
achieved at completion of all finishes, record tests and submit to the
Engineer for verification.

D. Ensure sufficient task lighting is available during all stages of site testing.
E. Visual and Mechanical Inspections. Perform as a minimum the following:

Compare nameplates of equipment and detailed components with


single line diagram and specified requirements, and report
discrepancies.

2.

Check for proper anchorage, required clearances, physical damage,


and proper alignment of switchboards and components.

3.

Inspect all doors, panels, and sections for paint, dents, scratches, fit
and missing hardware.

4.

Verify that fuse and circuit breaker sizes, types, and ratings conform
to requirements. Include control power and potential, control power
transformer fuses, and fuses for fused circuit breakers.

5.

Inspect bus connections for high resistance. Use low resistance


ohmmeter or check tightness of bolted bus joints by using a calibrated
torque wrench. Refer to manufacturers instructions for proper torque
values.

6.

Test electrical and mechanical interlock systems for proper operation


and sequencing. Make closure attempts on locked open devices. Make
opening attempts on locked closed devices. Attempt key exchanges
with devices in exchange preventing positions.

7.

Clean Central battery unit's interior and exterior using manufacturers


approved methods and materials.

8.

Inspect mechanical indicating devices for proper operation.

Retest: Correct deficiencies identified by tests and observations and


completely retest switchgear. Verify by the system tests that the total
assembly meets specified requirements.

G. Upon completion of installation, inspect interior and exterior of


switchboards. Remove paint splatters and other spots, dirt, and debris.
Touch up surface scratches and marks to match original finish.

5.3

Site Integration Test

A. The Contractor shall undertake system-wide integrated testing in


accordance with the General Requirements.

Training of Staff

A. The Contractor shall implement a comprehensive system-wide training


programme for selected/appointed Employer's personnel for all aspects of
General Lighting Systems.
B. The Contractor shall provide for all aspects and requirements for training
sessions. A written outline and agenda of the training material and full
contents shall be submitted for Employer's approval.
C. The training shall include, but not limited to:
1.

Classroom based written and visual media instruction and site based
operation of the said plant.

2.

Cover all operating features of the plant and interconnected system.

D. Training shall be performed by experienced and competent training


personnel, familiar with the system and training techniques. The
Contractor shall submit for approval the CV/Resume of all training
personnel.
E. Training and all training materials shall be offered in bilingual languages;
Arabic and English.
F.

Training literature shall be presented in bound printed documents, all


graphs, pictures and diagrams shall be in colour. Each participant attending
training sessions shall have literature presented according to training
presentation (see item 5.4.K).

G. The number of training sessions and number of Employer's


attendees/participants shall be as indicated in the Electrical Particular
Specifications. Document No. SA-000-E-11600 Particular Electrical
Specification.
H. The Contractor shall provide a suitable classroom environment; based for a
class size of 20 people at any one training session.
I.

Plant and equipment utilised in the classroom environment shall be the


same; manufacture, model and type as installed at site.

J.

Training sessions shall be scheduled at the convenience of the Employer.

K. Training presentation sessions shall be scheduled for, but not limited to:
