1. GENERAL
1.1.

Subject and Scope


This specification covers the design, manufacturing and test conditions of externally operated
compact type (not walk-in type) MV/LV Distribution Transformer Substations with a highest
system voltage up to 36 kV (36 kV included) where the following equipment are utilised;
Air insulated metal enclosed modular cubicles (MMMH-air), as MV Switchgear and
Controlgear,
Distribution Transformers up to 1000 kVA rated power (1000 kVA included), as MV/LV
Distribution Transformers.
The prefabricated/factory-built substations within the scope of this specification shall have a
factory-built metal or concrete enclosure and shall be supplied completely with all the equipment
(MV/LV Distribution Transformer, MV Cubicles, LV Panel, Fault Detection Equipment and other
auxiliary accessories) as assembled and tested in the factory.
Compact Type MV/LV Distribution Transformer Substations with Air Insulated Metal Enclosed
Modular Cubicles in the scope of this technical specification shall hereinafter be referred as
Compact Substation.

1.2.

Standards
All materials and equipment that shall be used for Compact Substation shall be manufactured
and tested according to the current revision of Turkish Standards (TS), International
Electrotechnical Commission (IEC) Standards and other standards.

with the bid an English or Turkish copy of the applicable standard.

1.3.

Regulations

The compact substations shall be manufactured and tested in compliance with the following
regulations:

1.4.

Service Conditions

Unless otherwise specified in the Bill of Materials, the factory-built substations to be purchased shall
be outdoor type, suitable for use under the following conditions:

2. DESIGN AND STRUCTURAL CHARACTERISTICS


2.1.

Type

i) According to its operation, it is an externally-operated type,


ii) According to enclosure, it shall be in

2.2.

Arrangement and Dimensions


i)

Types, compartments and dimensions belonging to the Compact Substations are shown in
principal drawings given in ANNEX 1.

ii)

All the equipment that shall be used in Externally Operated systems shall be placed in
three independent compartments arranged as follows. From these compartments;
MV Compartment shall include the MV Metal Enclosed Switchgear and Controlgear.
Transformer Compartment shall include the MV/LV Distribution Transformer.
LV Distribution Compartment shall include the LV Distribution Panel.
Compartments shall be separated from each other by partitions defined in the principal
drawings.

iii) Shape, dimensions and colors of Compact Substations shall be harmonious to the
environment and to the industrial esthetic scales.
iv) In the Compact Substations, incoming and outgoing of MV and LV cables coming from
under the ground at a depth of 800 mm to the tank/base section from the sides, and
connections to the MV and LV equipment by achieving the minimum bending radii
requirement of single core MV and LV cables up to 1x240 mm2 cross section (240 mm2
cross section is included) shall be possible.
The necessary watertightness shall be achieved after the entrance of cables to the
Tank/Base section. Necessary materials to achieve this requirement shall be provided by
the Manufacturer with the Compact Substation.
v) Concrete Enclosed Compact Substation shall be over the ground level in a mono-block
structure, and its enclosure (Enclosure shall include the sidewalls, doors and ventilation
panels) shall be buried in the earth, and yet it shall be composed of Tank/Base Section
having foundation function.
NOTE: In case that the dimensions of Tank/Base Section contained in the Mono-block
Structure do not comply with the requirements given above (Article 2.2.v), this requirement
may be achieved by another tank/base section manufactured in the factory. The assembly
of the section under consideration to the mono-block main unit in the field shall be done
under the observation and responsibility of the Manufacturer.
Watertightness shall be achieved against leakages to the enclosure from the joints between
the main unit and the tank/base section. The Purchaser shall not make an additional
payment for the operations defined in this section (NOTE Section).
vii) Metal Enclosed Compact Substation shall be composed of an enclosure made of metal. The
enclosure shall include sidewalls, doors and ventilation panels. Tank/Base section shall be
provided by the SUPPLIER that meets the requirements of the structure defined in Article
2.2.v. This section can be made of concrete by formwork method in the factory, as well as in
the field. The quality of concrete used in the manufacturing shall be at least BS 35,
according to TS 500.
The assembly of Tank/base section to the main unit in the field shall be under the
observation and responsibility of the Manufacturing. Water tightness shall be achieved on
the joint between the main unit (metal enclosure) and the tank/base section against water
leakages to the protection. For these operations, no additional payment shall be made by
the Purchaser.
viii) The floor covers of the MV compartment and LV Distribution Compartment shall be
dismountable for cable connections to the MV cubicles and LV Panel, yet it shall be fixed
firmly not to injure the operating personnel due to the discharge of pressure that may occur

during an internal arc. Floor cover shall be placed at least 10 cm above the ground level.
There shall be no Floor Cover in the Transformer Compartment.
ix) Design of the compact substation shall ensure easy and safe fulfillment of regular service,
inspection, test and maintenance operations. According to this;
Normal operation works such as control of switching devices in the MV cubicles and LV
panels, measurements on the MV-LV input and output circuits shall be easily carried out.
All control and protection units shall be easily accessible.
Measurements and tests on MV and LV cables such as location of fault, checking of
phase sequence, dielectric tests shall be performed easily and safely.
x) Compact Substation, with all its equipment mounted, shall be suitable for land transport and
shall have 4 lifting lugs or hooks at the bottom or at the top that allow easy lifting.
xiii) Transformer Compartment of the Compact Substation,
Shall be suitable to accommodate a 3 phase, having expansion tank, hermetic or dry type
Distribution Transformer up to 1000 kVA rated power (1000 kVA included) with a highest
system voltage of 36 kV.
Shall have oil sump or reservoir for possible oil leakages and flows from the oil type
transformers. Necessary precautions shall be taken to prevent leakage of oil from the
enclosure to the soil.
Aperture in the rail axis of the transformer shall be adjustable for transformers having
different rail apertures. (Rail apertures are 670 mm for transformers up to 630 kVA, and
820 mm for 1000 kVA transformers (1000 kVA is included)).
2.3.

Constructional Characteristics
2.3.1.

General
Of the Compact Substation;
Its roof shall withstand minimum 250 daN/m load.
Including the covers providing the access to the tank section, the cover shall
withstand 500 daN/m load.
All the structure shall withstand to 300 daN/m internal and external pressure.

2.3.2.

Constructional Characteristics of Metal Enclosed Substations:


i)

The doors and the ventilation panels shall be made of hot dip galvanized steel
sheets and having thickness at least 2 mm.
Zinc coating mass (the total amount of zinc on both surfaces of sheet of one square
meter) of hot dip galvanized steel sheet shall be;
 According to TS 822, nominal value 381 g/m2 max. (the average of the triple
spot test shall be 275 g/m2), or
According of ISO 4998, coating designation shall be Z275 (the average of the
triple spot test 275 g/m2).
Steel sheets shall not be joined by electrical arc or oxygen welding; the methods
which shall not cause damage to the galvanizing shall be preferred.

ii)

The enclosure shall be coated to 10 cm height from the ground level, with double
component polyurethane acrylic based paint.

iii) The roof of the enclosure shall be thermally insulated.


iv) Unless otherwise stated in the Bill of materials, inner and outer surfaces of the metal
enclosure shall be painted with resin bonded powder coat of RAL 7032 color. The
thickness of the coating shall be 65 15 . The parts of the tank in contact
with the ground shall be coated with bitumen-latex emulsion.
2.3.3.

Constructional Characteristics of Concrete Enclosed Substations


i)

Design calculations and fabrication of concrete enclosures shall fulfill the


requirements of TS 500. Concrete quality shall be at least BS 35 according to TS
500.

ii)

Pressure withstand test of concrete shall be carried out according to TS 3114 and
the results shall be evaluated according to TS 500.

iii) Connection of the Compact Substation between the roof and the enclosure shall be
dismountable type. At the roof, there shall be eyebolts with screw or a similar
system convenient for lifting the roof with a crane.
2.4.

Degrees of Protection
For accessing and contacting the live parts, as a measure against touching the moving parts,
against dust and water, according to the IEC 60529;
Protection and ventilation panels shall provide a degree of protection IP23,
Wire fence that shall be located in (in case of its usage) shall provide a degree of protection
IP2X.

2.5.

Water Tightness
The roof of the enclosure shall ensure a perfect water tightness and shall have adequate slope
to ensure self-draining. The measures shall be taken to prevent accumulation of water on the
floor and ingress of water through vertical surfaces.

2.6.

Class of Enclosure
Enclosure Class of the Compact Substation that shall be purchased in the scope of this
specification shall be 10.

2.7.

Ventilation
Cooling of the Compact Substation shall be carried out by natural ventilation. Ventilation panels
shall be manufactured from sheet steel having at least 2 mm thickness and shall be hot dip
galvanized. Pre-prepared galvanized sheet steel may also be used, provided that the galvanize
coating should not be damaged during the manufacturing.

2.8.

Doors and Locking Systems


i)

The compartments shall have large enough doors (appropriate for entering and exiting of
the device having the largest dimensions) with hinges that can be opened outwards and can
be locked. The doors shall be manufactured from galvanized sheets having at least 2 mm
thickness.

ii)

The doors shall prevent entering in the closed position and shall not be able to be
dismounted when they are closed. Door wings shall be strengthened by reinforcements from
the inner side for the required strength.

iii) The doors shall be opened in a way not to hinder the operation and shall be equipped by a
stopping arrangement strong enough for the wind pressure, and maintaining the open
position at least 120.
iv) The lower edge of the doors shall rest at least 10 cm above the ground level when the
substation is mounted.
v) All locks of the doors shall be unremovable from the outside and shall be locked by a single
key. In the locks, bearing systems shall be used and they shall be locked at three different
points.
vi) Even if the doors are locked from outside, they shall be opened from inside easily by a latch
or a similar arrangement, without using a key.
vii) Door arms and locking system shall be manufactured such that rain or snow water cannot
reach to the lock. Besides, there shall be an arrangement to mount a padlock when
necessary.
viii) Doors in the closed position and ventilation panels shall withstand a 20 Joule mechanical
shock (IK 10) from inside and outside.
2.9.

Installation of Equipment
i)

No equipment in the Substation shall be installed below the ground level.

ii)

Items of hardware used in the fixing of equipment shall be produced from rigid and corrosion
resistant materials or from materials protected against corrosion and all the equipment
should be able to be fixed with the same type of material. replacement of these materials in
the field should not necessitate a special device.

iv) Method of fixing of equipment shall ensure them to remain in place without any damage
against mechanical shocks and vibrations coming from the outside where the substation is
placed and against forces emerging during the operation or transportation.
v) In the placement of transformer, load distribution shall be taken into consideration and
necessary measures shall be taken to prevent slipping.
vi) When the doors of the related compartment of Compact Substation are open, covers of LV
compartment of MV Cubicles shall be opened completely.
2.10. Internal Arc Withstand
The whole structure of the Compact Substation (enclosure, doors, ventilation shutters, etc.) shall
withstand the internal arcs that may result from the internal faults that may occur in the MV or LV
Equipment.

3. ELECTRICAL EQUIPMENT
3.1.

Distribution Transformer
Technical characteristics of the transformer that will be used in the Compact Substations shall
comply with the Purchasers relevant technical specifications.

Nameplates having technical characteristics of the distribution transformer and terminal box
shall be on the transformer such that, it can easily be seen and accessible when the door of the
compartment is opened.
The maximum dimensions of the distribution transformer that will be used in the Compact
Substations are explained in the principal drawings.
NOTE: Unless otherwise stated in the Bill of Materials, HV bushings complying with EN 50181
standard shall be used in oil type distribution transformers (with expansion tank and hermetic
type transformers) and the connection shall be made by screened type separable connectors.
3.2.

MV Metal Enclosed Switching and Control System (MV Cubicles)


Complying with the Purchasers relevant technical specification, Air Insulated Metal Enclosed
Modular Cubicles (MEMC-air) shall be used as MV Metal Enclosed Switchgear and
Controlgear in the Compact Substation.
NOTE: MV Fuse that shall be used on the Switch Fuse Combination allocated as a transformer
feeder shall be selected by the Bidder/Manufacturer, considering the matters in IEC 62271-103.

3.3.

LV Distribution Panel
Unless otherwise stated in the Bill of Materials, LV Panels complying with the Purchasers
relevant technical specification shall be used in the Compact Substation.

3.4.

Internal Cable Connections


i)

Unless otherwise stated in the Bill of Materials,


Transformer Protection Cubicle composed of Switch-Fuse Combination shall be used at
the primary side of the MV/LV Distribution Transformer (at the high voltage side).
Connection between the Transformer Protection Unit and Distribution Transformer shall
be made by 50 mm cross section, single core XLPE insulated cables with copper
conductor.
Indoor type terminations/sealing ends shall be used at the incoming/Outgoing connections
of the cubicles. The terminations to be used shall comply with the Purchasers relevant
technical specification.
The connection between MV/LV Distribution Transformer and LV Panel shall be made
by single core, PVC or XLPE insulated cables with appropriate length having 240 mm2
copper conductor cross section. The number of cables per phase shall be determined by
the Bidder. Neutral line conductor cross section shall be the same as the phase line
conductor cross section.

ii)

The cables shall be fixed with necessary fixing arrangement, after the LV and MV
connections are made. Materials that shall be used in the fixing arrangement shall have
antimagnetic property.

iii) Precautions shall be taken against accidental touching to the live parts at both
Distribution Transformer and LV Panel terminals.
NOTE: Busbar connection may also be used between the Transformer and LV Panel if
it is stated in the Bill of Materials.
3.5.

Earthing System:
i)

Earthing system shall be installed complying with the related standards and regulations.

ii)

Metal enclosures and their intermediate partitions, steel frame of the Compact Substation
with concrete enclosure, covers and doors, chassis of the equipment belonging to the main
circuit, transformer tank, LV panels frame and enclosure, metal shields of the cables and all
metal parts intended to be earthed shall be connected to a Equipotential Bonding Busbare through a protective conductor, that shall be established in the enclosure at a place
that can easily be seen and accessible.
Protective conductor shall be copper and the cross section of the conductor shall be
calculated as to carry 160 A/mm value of current density, provided that it shall be at least
35 mm.
Outer earthing connection of the protection circuit shall be made by the Purchaser in the
field over the Equipotential Bonding Bus-bare

iii) Continuity of the earthing system shall be achieved taking into account the thermal and
mechanical stresses due to the current that should be carried in general.
3.6.

Internal Lighting
Compartments of the Compact Substation shall be internally and individually illuminated and at
least 250 lux of illumination level shall be ensured. (For emergency internal illumination, it shall
not be necessary to provide 250 lux of illumination level). For illumination, at least 1.5 mm2 cross
section, multi-wire, 750 V class thermoplastic insulated, having thermal and flame endurance
copper conductor wires shall be used.

3.7.

Battery Rectifier Group (If required in the Bill of Materials)


In the Compact Substation, there shall be a constant voltage, automatically regulated current
limiter type semiconductor rectifier which shall always be connected to the Direct Current
(DC) load, and dry type Batteries which do not require maintenance and shall be charged with
and always connected to this rectifier. Hereinafter, this group is called as Battery-Rectifier
Group.
When the AC power is interrupted, Internal Emergency Illumination Lamps, Failure Display
Lamps, Spring Protection Motors in the MV Cubicles, Relays and Signal Lamp Box shall be fed
from this Accumulator/Accumulators group.
When Internal Emergency Illumination Lamps and Failure Display Lamps operate, these
accumulators shall be capable of feeding for at least 4 hours.
The nominal output voltage of the Battery-Inverter Group shall be indicated by the Purchaser in
the Bill of Materials.

3.8.

Protection Control and Signalization System


Protection Control and Signalization System of the Compact Substations shall be performed by
the Manufacturer. The relevant electrical schemes shall be given with the Bid.
3.8.1.

Protections belonging to MV/LV Distribution Transformer


The necessary control and alarm system shall be installed for alarm and trip signals
to be taken from either self protection of MV/LV Distribution Transformer (Buchholz
Relay, Hermetic Protection relay, Thermometer with Double Contactor, Oil Level
Indicator, etc.) or thermal relay, etc. protection and control devices.

3.8.2.

Fault Detection Equipment (FDE)


Fault Detection Equipment shall comply with the Purchasers relevant technical
specification.

Fault Detection Lamp as a part of the FDE, shall be placed at a visible place and
outside of the Compact Substation.
A catalog related to the Fault Detection Equipment which is intended to be installed in
the transformer substation shall be given with the Bid.
NOTE: In case of more than 1 (one) FDE are required, this case shall be indicated in
the Bill of Materials.
4. NAMEPLATES AND DANGER NOTIFICATIONS
Compact Substation shall be equipped with nameplates, danger notifications, wiring diagrams,
operating instructions and emblem defined below. Plates, signs and writings shall be located at easily
readable and seen places.
Nameplates shall be manufactured from corrosion resistant materials and shall be attached with
stainless screws or pins. Writings shall be legible, and shall not be erased or discolored by outside
effects.
i)

On the doors of the enclosure, there shall be


Danger of life sign,
A warning writing indicating that approaching is dangerous and forbidden.

ii)

At the nameplate that shall be placed on one of the outer surfaces of the enclosure, there shall be

Manufacturers name,
Year of manufacture,
Type, rated voltage and serial number,
The Purchasers Order Number and the Material Code number.

iii) In the Compact Substation,

Nameplate including information indicated in item (ii) above and rated values,
Electrical scheme related with protection control and signalization system (x),
MV and LV Single Line and Connection diagram (x),
Operating instructions (x),
LOAD FACTOR CURVE for Protection Class: 10 for Oil and Dry Type Distribution
Transformers (xx).
: Shall be put as covered with nylon in the pocket to be made on the inner side of the cover.
: Load Factor Curve shall be drawn on an aluminium plate, and the plate shall be attached by
pin or other similar manner on the wall or at the inner side of the compartment door which can
be seen easily.

5. ANTICORROSION PRECAUTIONS
5.1.

General
Following precautions shall be taken against corrosion:
 All surfaces shall be self-draining wherever practicable.
 Metallic parts shall be manufactured from corrosion resistant materials and their surfaces shall
be finished in such a way that corrosion is minimized.
 Materials and combinations of materials used in the construction of the equipment shall be
selected and arranged to prevent galvanic corrosion.

 Surfaces to be protected from the corrosion shall be smooth, not damaged, clean, and clear
from foreign material effecting the lifetime of the coating.
5.2.

Painting
The Manufacturer shall give the details relevant to the applicable painting method, type of paint;
the color coating thickness and other characteristics of the paint in the Bid.
During the painting operation of the metal surfaces;
i)

They shall properly be cleaned out by methods such as sandblasting, chemical cleaning,
phosphating etc. as foreseen by the relevant standards.

ii)

Quality of painting shall be determined by checking the thickness and adhesion of the
coating. The tests prescribed in the standards shall also be performed.

iii) Thickness of the painting shall be measured by a paint inspection gauge at five points
chosen at random. The average thickness shall not be less than the value indicated by the
Manufacturer.
iv) Adhesion of the paint coat shall be checked at five points chosen at random by the adhesive
tape tests as per TS 4313/ASTM D 3359. The degree of adhesion shall not be worse than
Class-4 specified in these standards.
During the painting of concrete enclosure;
i)

Outer surfaces;
Shall first be coated with silicon based mastic for outer surfaces,
Then, shall be painted by priming paint,
To make deterrent addicting bill, advertisement, etc. to the priming enclosed surfaces, it
shall be painted with rough silicon based last coat outer front painting.

ii)

Surfaces of the tank section contacting to the earth shall be coated with bitumen-latex
solution.

The SUPPLIER shall warrant the paintings of metal surfaces and concrete enclosure for a
period 3 years.
5.3.

Galvanizing
Except pre-manufactured galvanized steel sheets used in the production of the doors and other
accessories etc. belonging to the Compact Substation, the other galvanizing operations and
tests on the galvanized surfaces shall be carried out according to ISO 1459, 1460, 1461 and TS
914 standards. Unless otherwise stated, thickness of galvanize coating shall be according to TS
914 Table-1.
Hot dip galvanizing of metal parts, including the threads of bolts and screwed rods shall be
carried out after all machining, bending, cutting, drilling, punching, marking and welding
operations have been carried out. Surfaces to be galvanized shall be cleaned out by sand
blasting, chemical cleaning or other methods.
Small parts that cannot be painted or hot dip galvanized shall be made of stainless steel at
outdoor parts, and electro-galvanized or made of stainless steel at internal parts. Electrogalvanize thickness shall not be less than 12 micron and after galvanization, passivation
process shall be done by using an appropriate method.

6. INSTALLATION IN THE FIELD

i)

Erection on site of the prefabricated substation shall require little work. The works to be carried out
by the Purchaser on site shall be restricted to:
Excavating and leveling
Preparation of earthing system
Covering of the bottom of the foundation pit with sand or concrete according to the
characteristics of the ground. (In case the foundation pit is poured concrete, sand shall
be spilled on the base concrete to prevent contact between concrete with concrete.)
Placement of the transformer into the substation and affecting the MV and LV
connections.
External electrical connections.
Construction of pavements around the enclosure (if required).

ii)

Compact Substation shall be commissioned on approval of the Manufacturer after his inspection
on site following the installation of the substation. For this, the Bidder / Manufacturer cannot claim
for any charge.

7. TESTS
7.1.

Type Tests
Type Tests to be carried out on the Compact Substations are as follows:
i)

Temperature Rise Test,


Temperature Rise Test shall be performed as indicated in TS 61330/ IEC 61330.

ii)

Mechanical Load Withstand Test,


- In order to verify the withstand of the enclosure; a mechanical load of 250 daN/m2 evenly
distributed throughout the whole area of the roof, shall be applied. Any irreversible
damage shall not be observed at any part of the enclosure and the doors and locks shall
function correctly during and after the test.
- To verify withstand, to an internal and external mechanical shock of 20 J, of the doors at
closed position and the ventilating panels; a hammer of 5 kg weight shall be dropped from
a height of 0.4 m. The test shall be applied to various points of the roof, to sidewalls, to
the doors at closed position and to ventilating panels. After the test, the degree of
protection of the substation and proper functioning of doors and locking systems shall not
be damaged.
At the end of test, the degree of protection of the enclosure and proper functioning of doors
and locking systems shall not be damaged.

iii) Verification of Degree of Protection,


The test shall be performed according to IEC 60529 and it shall be verified tat the enclosure
ensures the degrees of protection required in Sub-clause 2.6 of this specification.
iv) Internal Arc Test,
Internal Arc Test shall be carried out at 36 kV voltage level, according to TS EN 61330
considering accessibility types A and B, by making a 16 kA internal arc fault at the Cable
Connection Compartment with 1 second duration. Results of the test shall meet all the
criteria given in the relevant standard. Test results shall be valid for the other voltage and
MV cubicles arrangements having the same arc discharge.
v) Measurement of Thickness of Galvanize Coating,

Coating thickness of the pre-prepared galvanized steel sheets used in the manufacturing of
the enclosure shall be measured according to TS 822/ISO 4998, and coating thickness of
the other hot dip galvanized material shall be measured according to TS 914.
vi) Tests of Paint Coating on Metallic Surfaces
- Measurement of Thickness of Paint Coating
Thickness of the painting shall be measured according to the Sub-Clause 5.2 of this
Specification.
-

Adhesion Test
The test shall be carried out according to TS 4313/ASTM D 3359.

Salt mist test


The test shall be carried out according to IEC 68-2-11. Test duration is 720 hours (30
days). The degree of rust formation observed after the completion of test period shall not
exceed Ri1 as designated by ISO 4628/3.

Abrasion Test
The test shall be carried out according to ASTM D 968. The quantity of sand, necessary
for abrasion of coating, shall be at least 75 liters.

vii) Earthquake Withstand Test against (It shall be carried out only for compact substations with
concrete enclosures. Methods based on calculations shall also be accepted.)
7.2.

Routine Tests
i)
ii)

Voltage Tests on Auxiliary Circuits,


Functional Tests, (It will be proved by these tests that all necessary activities related to duty,
operation and maintenance of the substation are possible).
Operation of the switchgear and controlgear (MV cubicles),
Operation of the doors and locking systems of the compact substation,
Checking of insulating barriers and measures taken against accidental touching in LV
compartment,
Checking of temperature and oil level of the transformer,
Checking of appropriateness of the earthing arrangements,

iii) Checking the correcness of conductor connections and protection-control system,


7.3.

Acceptance Tests and Provisions


7.3.1.

Sampling and Acceptance Tests


7.3.1.1. Sampling:
Acceptance tests shall be carried out on all compact substations in the scope of
delivery presented to acceptance.
7.3.1.2. Acceptance Tests:
Type Tests described in Sub-Clause 7.1 (according to Sub-Clause 7.3.3.i)
Routine Tests described in Sub-Clause 7.2,
Visual and manual inspections, checking of dimension.
Acceptance tests for the materials to be used in the Compact Substation shall
be carried out according to the rules indicated in the relevant Technical
Specifications. Before the acceptance tests of the materials under

consideration, information shall be given to the Purchaser, and if the Purchaser


requires, he will ensure the participation of representatives in the tests.
7.3.2.

7.3.3.
i)

Acceptance Criteria
i)

Positive result shall be taken from all type tests. In case of negative results of type
tests, if the Purchaser concludes that the Compact Substations operating safety
shall be lost, he may reject all the units of the same type and having the same
property. The Purchaser, at its unobjectionable judgement, may accept the
repetition of the tests, if the Supplier proposes to modify, within a reasonable period
of time, the design of the compact substations and to repeat, at its own expense, all
type tests required by the specification.

ii)

Positive results shall be taken from all routine tests and visual and manual
inspections.

Provisions For Acceptance Tests

In case that the type test reports are not submitted or the submitted reports are considered
to be inadequate, all or some of the type tests described in Sub-Clause 7.1. as indicated in
the Bid shall be carried out at the manufacturers premises or in an independent laboratory
in Turkey or abroad at the suppliers expense.
If it is stated in the Contract that some of the type tests shall be conducted abroad, other
acceptance tests will be not started unless positive reports of the tests performed abroad
are submitted to the Purchaser.
The Supplier will not claim for time extension due to delays in delivery caused by
performance of the type tests.
No payment shall be made to the Supplier prior to obtaining the results of the acceptance
tests.

ii)

Even if the type test reports submitted with the bid are found satisfactory or positive results
are obtained from the type tests performed during acceptance tests of the first party
delivery, the Purchaser, may, at its own discretion, request the repetition of all or some of
type tests at the first lot delivery or subsequent deliveries at the Manufacturers facilities or in
an independent laboratory in Turkey or abroad.
For the type tests to be carried out in Turkey or abroad, the required number of samples by
tests/standards shall be selected by the Purchasers representatives. For the type tests to
be carried out at abroad, the sample(s) shall be sealed, and shall be sent by the
Manufacturer to the laboratory in which the test shall be carried out.
In case positive results are obtained from these tests, all the costs will be paid by the
Purchaser as TL considering the type test prices given in the Contract. If the test prices are
quoted in foreign currency, they will be converted to TL considering the foreign currency
selling rate of the Central Bank of the Republic of Turkey, valid on the test date.
In case negative results are obtained from the tests, all the costs of tests shall be paid by
the Supplier and remaining part of the order shall be cancelled.

7.3.4.

Acceptance Procedure

i)

The Purchaser shall have the right to inspect and/or to test the Goods at the premises of the
Supplier or its Subcontractor(s), at point of delivery and/or at the Goods final destination.
The Supplier shall furnish to the Purchasers representatives all facilities and assistance for
inspections and tests.

ii)

The Supplier shall submit to the Purchaser the test and inspection program after signing the

Contract. The Supplier shall notify the Purchaser at least 20 (twenty) days in advance of the
active date of the beginning of the tests to be performed abroad, and 7 (seven) days in
advance for the tests to be performed in Turkey.
iii) It is essential that all routine tests shall be performed at the Manufacturers premises. During
the acceptance tests, if the Manufacturer fails to perform any test that was stated in the
Contract to be conducted at the Manufacturers premises, he will make all provisions to
perform such tests within 15 (fifteen) days of the date of commencement of the acceptance
tests.
Otherwise it shall be concluded that the goods are not ready for acceptance. The date of the
delayed tests shall be accepted as the delivery date, provided that the test results are
submitted to the Purchaser within 7 (seven) days. However, the Purchaser reserves the
right to implement the relevant terms of the Contract, concerning the delay.
iv) The tests shall be carried out with the attendance of the Purchasers representatives. The
test reports shall include the serial number(s) of the sample(s) and the information
necessary for identification of all main parts of the samples. The test reports shall be so
arranged that the compliance of the goods to this specification and its attachments shall be
clearly stated, and then countersigned. In case of positive results of tests, a Release Note
for the shipment of relevant party of goods shall be given by the Purchasers
representatives.
If a clear decision concerning the test results cannot be reached by the Purchasers
representatives, they may leave the decision to the General Management.
The Purchaser may not wish to be represented at the tests by notifying the Supplier in due
time. In this case, the Supplier shall proceed with the tests and submit the test results to the
Purchaser. The test reports thus prepared and signed by the Supplier shall be sent to the
Purchaser in 8 copies for check and approval. If the test reports are approved, the
Purchaser shall issue a Release Note for shipment and return 2 approved copies of the Test
Report to the Supplier.
If the tests are not witnessed by the Purchasers representatives, the samples shall be
resealed by the laboratory after completion of the tests and then shipped back to the
Manufacturer. The samples shall be examined by the Purchasers representatives, at the
Manufacturers premises.
v)The Purchasers right to inspect, test, and where necessary, reject the Goods after the Goods
arrival in the final destination shall in no way be limited or waived by reason of the Goods
having previously been inspected, tested and passed by the Purchaser or its representative
prior to the Goods shipment.
vi) Nothing in this clause shall in any way release the Supplier from any warranty or other
obligations under this Contract.
8. MISCELLANEOUS CONDITIONS
8.1.

Transportation
i)

It is essential that the Compact Substations are transported in a mono-block structure with
all their equipment mounted. However, due to the reasons emanating from transportation
height and weight, it is allowed that the roof that is not part of the enclosure and the
tank/base section (in case it is manufactured separately), may be transported separately
from the enclosure. In this case;
- Necessary measures shall have been taken against damages during the transportation of
equipment mounted in the mono-block main unit.
- Roof and tank/base sections and mono-block enclosure (main unit) shall be assembled by
the Manufacturer in the erection place. For these operations, no additional payment will be
made by the Purchaser.

ii)

Necessary measures shall have been taken against effects on Compact Substation and
equipment contained, such as mechanical shocks and vibrations during all kinds of loading,
transportation, unloading and long-term storage.
Moving or removable parts shall be secured reliably during the shipment.

8.2.

Spare Parts
3 (three) MV fuses shall be given as spare together with each Compact Substation.
The spare parts indicated in the relevant Technical Specifications shall not be requested
separately.

8.3.

Special Tools and Test Devices


The Bidders shall submit the list of special tools and test devices required for erection,
maintenance and adjustment of the Compact Substation and the components therein with their
Bids and shall deliver such equipment with the Compact Substations.
In case it is demanded by the Purchaser at the desired time and place, arrangement (sling,
yoke, etc.) necessary for the loading and unloading of the Compact Substation shall be provided
by the Manufacturer and shall be sent to the Purchaser as a return (all the expenditures for
these shall be covered by the Manufacturer).

8.4.

Documents to be Submitted with the Bid


i)

Unless otherwise stated in the Contract Documents, The bidders shall submit with their bids
following documents for air insulated MV Metal Enclosed Modular Cubicles (MEMC-air),
MV/LV Distribution Transformer and LV Panel to be used in the Compact Substation.
ISO 9001 or ISO 9002 Quality System Certificate, ISO 14000 Environment Management
System Documents (in case it is required in the technical specification related to the
equipment) belonging to the Manufacturer,
Type test reports (Tests should have been carried out in an independent laboratory or
under the observation of TEDA/TSE personnel),
TS Certificate (For the equipment in the scope of mandotory standard),
Reference list,
Catalog,
Schedule of Guaranteed Characteristics (Shall be filled for each material separately).

ii)

Unless otherwise stated in the Contract Documents, The bidders shall submit with their bids
following documents, for each item (type) of Compact Substation offered.
ISO 9001 or ISO 9002 Quality System Certificate belonging to the Manufacturer,
Type test reports (Tests should have been carried out in an independent laboratory or
under the observation of TEDA/TSE personnel),
Certificate of Conformity to TS (For the equipment in the scope of compulsory standard),
Reference list,
Catalog,
In addition;
The complete diagram of installation showing the position each compartment,
Drawings of base/tank section of the Compact Substation showing that the Compact
Substation satisfies the minimum bending radius for MV cable of 1x240 mm2 cross
section,

Drawings including particulars such as dimensions of the Compact Substation and its
compartments, location of the equipment, position of the ventilation panels and their cross
sections, etc.
Detailed drawings related to locking systems of the doors,
Single line diagram (MV and LV separately)
Electrical schematics of protection, control and signalization system,
The largest dimensions and highest transportation weight of Compact Substations,
MV and LV connections, transformer connections,
Instructions for transportation, storage, mounting and taking into operation,
Measures to be taken against internal arc.
iii) Bidders are required to fill in and sign the attached Information Form and the Schedule of
Guaranteed Characteristics for each item they offer and enclose one copy of each with their
bids. Information given in these schedules shall be binding.
iv) The Bidders failure to submit any of the documents or drawings required herein or any
missing data may entitle the Purchaser to reject the bid.
8.5.

Documents to be submitted for Approval


After the signing of the Contract, the Supplier shall submit the following documents for approval
within the time limits specified in the Contract:
Single line diagram of Compact Substations,
Electrical schematics of protection, control and signalization systems,
Drawings, (dimensions of the Compact Substation and its compartments, location of the
equipment, position of the ventilation panels and their cross sections, etc.)
Drawings showing positions and cross sections of cable entrances,
The largest dimensions and highest transportation weight of Compact Substations,
Nameplates

8.6.

Prototype Manufacturing and its Approval


In case the Purchaser requests Prototype Manufacturing, before the commencement of the
serial manufacturing of concrete or metal enclosures, the Manufacturer shall submit to the
inspection and approval of the Purchasers representatives, a prototype of the substation to be
supplied complete with its equipment and materials as mounted. Manufacturing shall be started
after the approval. The Bidders shall take into account that delivery schedule included in the
bidding documents shall also cover the prototype approval period.
Delays in approval of the prototype caused by the fault of the Manufacturer shall not constitute a
basis of a demand of the Manufacturer for an extension of time for completion.

8.7.

Bid Prices
The bid prices shall be quoted according to the Bidding Specifications.
Bid unit prices shall include,
-

The complete Compact Substation with all its equipment included,


Acceptance tests,
Spare Parts (as indicated in Sub-Clause 8.2),
Special Tools and Test Devices, if any (as indicated in Sub-Clause 8.3)

The Bidders shall separately quote,


- Unit price of each of the type tests in the technical specification, (including all expenses such
as transportation, insurance, etc.)
- Unit prices of other spare parts that are required in the Bill of Materials.

8.8.

Warranty
i)

The supplier shall warrant that each compact substation and the equipment contained
therein of the supply shall have no defects arising from design, materials or workmanship,
for a period of 24 months after the date of delivery.
Should the Compact Substation and the equipment contained therein have defects or
become defective due to design, materials and workmanship within the warranty period, and
such defects may not be locally remedied, the Supplier shall act, at his own expense, for
dismantling, transportation to the Manufacturers premises, repair, transportation to the
destination to be indicated by the Purchaser after repair and mounting as necessary, of the
goods.
The Supplier shall deliver the defective goods to the Manufacturers premises within 15 days
of the date of the written notice, and shall deliver the repaired goods to the destination to be
indicated by the Purchaser within 15 days of the date of the completion of the tests.
If the Supplier fails to comply with such delivery terms, or, if the Supplier, having been
notified, fails to remedy the defects, the Purchaser shall proceed to take such remedial
action as may be necessary at the Suppliers expense. In this case the Purchaser shall
collect the costs and expenses from the earnings or performance security of the Supplier.
Material that is repaired or replaced in this manner shall also be covered by the same
warranty stipulations.

ii)

After the conclusion of the Warranty Period, the Supplier shall warrant to provide the spares
of the equipment used in the cubicles and furthermore to conduct, if required by the
Purchaser, maintenance and repair works of the substation and the equipment used therein,
at the Purchasers expense, during a period of 10 (ten) years starting from the date of
delivery.

iii) All surface coatings of the Compact Substation shall be warranted for normal conditions of
use (excluding the defects arising from accidental scratches, strikes, etc.) for a period of 3
(three) years starting from the date of delivery.
iv) At the end of the Warranty Period specified in paragraph i) above, before the performance
security is released, the Supplier shall submit to the Purchaser a written undertaking for his
obligations, stated in paragraph ii) and iii) above regarding the surface coatings, supply of
spare parts and conducting the maintenance and repair work.
