Infrastructure Safety

Infrastructure safety refers to a site activity relating to the construction and maintenance of infrastructure
assets (roads, bridges, rails, ports, airports, and utilities), sewers, electrical grids, telecommunications, bulk
earthworks, quarrying, asphalt production, including demolition. Typically, safety considerations should
be on top priority in order to reduce risks to workers and the general public.

Hazards & Risks of infrastructure projects:


Highway, road, street, bridge, tunnel, utility, and
other workers for infrastructure are exposed to
hazards from inside and outside the work zone.

Excavation
Falls
Slips & trips
Lifting operation
Electrical
struck-by moving objects
caught-in between
soil collapse
Traffic jam

Risks

Life threatening
Properties and utilities damages
Cave-in
Motorists inconvenience
Road Incidents
Air pollution (due to extra generation of Co2
and other hazardous gases emissions)

Roles & Responsibilities


Contractor & subcontractors shall obtain all the
required work permits from concerned authorities.
Contractor to carry out works safely and comply
with all legal requirements in order to protect
workers and the general public.
Contractor shall receive the workplace officially
from client in presence of the project supervising
consultant.
Consultant shall ensure compliance with submitted
method statement and specification for the work.
Consultant shall share contractor responsibility to
avoid any incident and property damages.

Control Measures

Full compliance with EHS regulations, legislation


and code of practices.

Health and Safety Plan is prepared which covers


the specific requirements of the project.

Plan shall be submitted prior to approval of


construction along with the Method Statement,
and approved by the relevant Consultant.

Conduct visual inspection for the machine to be


used and ensure maintenance records are
maintained and available.

Competent personnel should operate a trenching


machine.

For weak soils contractor shall take all


controls and fixing measures prior to
commencing their task.
Proper shoring systems to be established or
other measure relevant to the nature of
the soil should be taken to ensure proper
supporting as per the design.
Do not place excavated material closer
than 2 ft. from the edge of an excavation
When resuming excavation after heavy
rains or freezing weather, inspect all banks
for cracks
Dewatering method statement and risk
assessment to be prepared, reviewed and
approved by direct supervisor and
submitted to EHS Division for approval to
proceed the work.
Full PPE shall be provided to all employees
working in excavations or on top of it
especially full body harness connected
with firm lifeline.

Contractor shall commence the works in the


presence of representatives from all parties
especially the utilities agencies.

Contractor shall obliged by the coordinates of the


entry & exit pits determined in the submitted
drawing and if any displacement is required the
concerned utility agency shall be informed and
obtain the official approval from urban planning.

Ensure locations of other utility installations before


starting work to avoid striking underground utilities
or other sub-structures,

Employees engaged shall be familiarized with safe


method statement and risk assessment by the
concerned engineer.

Site Emergency Plan to show evacuation


procedures in emergency situation including the
specific communication procedure.

Contractor shall ensure safe lifting


operation and provide safe lifting
equipment & gears.
A safe secured pedestrian access shall be
provided.

Contractor shall oblige to perform all relevant soil


investigations.
Signs & barricades to alert motorists and
pedestrians of the area.
Permanent Supervision shall be maintained.
In some cases especially for NDRC excavation
following is required;
Avoid excessive surface movement, which
may be related to:

Diameter and depth of drive.


Boring method and practice.
Stiffness of pipe and joint system and
structural integrity.
Joint alignment.
Maximum jacking/pulling forces.
Lubrication and flush details.
Pipe/soil interaction.
Over break and its management.
Face support details.
Groundwater control details.
