ORDER
On October 28, 2014, defendant in the above-captioned case filed a motion to stay
proceedings, and plaintiffs filed a response on November 17, 2014. Now, plaintiffs in a related
case, Rafter v. United States, 14-740C, have filed a motion for leave to file in this case an amicus
brief opposing defendants motion to stay. For the reasons outlined in that submission, the
motion to file an amicus brief is GRANTED. The amicus brief attached to the motion is
sufficiently filed, and need not be refiled.
