Editorial

In the last quarter, TEACHER could


identifycertainunexploredareasforitselfandalso
theareaswhichneedtobestrengthened.Thanksto
ourResearch,AnalysisandTraining(RAT)wingin
this regard, for giving its recommendations in this
direction.

These unexplored areas include


interactions with parents, governmental and
privateagenciesrelatedtochildwelfare,governing
bodies that frame, regulate and implement the
statutes pertaining to children. RAT unit further
hintedtheimmediateneedforconductingnational
level programs, seminars on the issues related to
reforms in child education, health aspects and
rehabilitationprogramsfortheneedychildren.

However, as the term of the present


executiveiscomingtoanendbythisyearend,the
newteamhastobeformedbyNovember14th2010,
and get prepared to take over from January 2011,
keeping these challenges in view. This should not
meanthatourjobhasendedhere.Prof.Sarma,the
founderPresidenthasrightlycautionedusthatour
jobinTEACHERneverends.Itisonlytheshifting
of responsibilities and taking up new
responsibilitieshappilyandvoluntarily.

Every one of us must feel that this


journey is never ending and at the same time is
alwaysenjoyable.Weareallluckytohavegotthis
opportunityofworkingforchildren.

I convey my heartiest greetings to one


and all, on the occasion of TEACHER completing
four years by this November 14th 2010. Let us all
pledge to rededicate ourselves for the cause of
children.

BACKHOME

There have been plenty of rains this season,


thanks to the heavy and wide spread down pour that
prevailed throughout the season, almost in the entire
country. Majority of the Indian farmers and the common
peoplearehappythatadequatewaterisavailablenowfor
agriculture and drinking purposes. However, the fact that
many areas were inundated during floods and caused lot
of inconvenience to the people in those areas, reveals our
inabilitytomanagethesituationsproperly.
While the transportation of the common public
inthosefloodaffectedareasalmostcametoastandstill,not
to think of the school going children anymore. All such
critical situations like floods, typhoons, earthquakes etc,
apart, even during the normal situations; many school
childrendonothavepropertransportationfacilities.Ifthis
is the condition in towns, cities and well developed
villages,imaginewhatwouldbethesituationintheremote
ruralareas.
Stillthecountrywitnessesmanyschoolchildren
attending their schools several miles away from their
villages, every day by walk. In many agency areas in the
southern India and many hilly regions of Northern India,
these scenes are very common. Sporadic events of school
children getting drowned in the open drains during rainy
season, meeting with accidents on busy roads and in
crowded auto rickshaws are reported every year in urban
areas. The problems of rural school children are different.
Theyareneitherreportednoraddressedproperly.
Rural kids have to walk through the forests,
climbthehills,crosstheriversalongwiththeirbackpacks.
Thosechildren,whocanafford,gobybicyclesattimesand
thosewhocannotaffordarepulledfromschool.
In many urban schools, particularly in the
private sector, school buses do exist. But they meet the
requirement of only 20 30% of the children. For the
remainingitisoftenunaffordable.Eventhoseschoolbuses
need utmost care in their maintenance and selection of
drivers. Crowded school buses running into accidents are
alsonotuncommoninIndianscenario.
Road safety of children in India is under gross
negligence and a lot can be learnt from western countries
in this regard, where childrens safety is given utmost
priorityandalltheroadusersarewellawareofthesame.
It is time for all of us to rethink and rebuild the safety
barricades for our children that enable them enjoy their
waytoschoolandagainbackhome.

Abstract

Qualityofeducationhas,oflate,deterioratedverymuchand
it is causing concern in the minds of everyone concerned in our
country.Stepsshouldbetakentoimprovethesituationbeforeitistoo
late. Primary and Secondary education from the backbone of higher
education and as such, the quality of education at these lower levels
should be improved. The students studying in the primary and
secondary classes form the building blocks for higher education.
Unless the bricks are baked properly in the kilns, the quality of
highereducationdoesnotimprove.Theaimofthepresentwriteupis
to highlight the importance of tutorials in the improvement in the
qualityofeducationatthelowerlevelsandconsequently,atthehigher
levels of education.
INTRODUCTION
In the present setup, a student has to study six subjects
during his or her education at lower level. Each subject is having six
periods. Thus, there are, 36 contact hours for each subject in every
week. While one appreciates the idea of covering the portion
prescribedforasubjectduringayear,oneshouldponderoverthefact
whether a student has understood the basic concepts/principles
underlyingthesubject.Thereisnowaytomeasurethisimportantfact
unlessoneconductsatesttotesttheunderstandingofthesubjectbya
student. Too many tests hinder the progress. The tutorial system
providesananswertotheproblemfaced.Thetutorialsystemsuggests
splittingofthesixperiodsallottedforasubjectintofivelectureperiods
andoneperiodforthetutorialsinaweek.Nodoubtoneperiodislost
intheprocessofintroducingthetutorialsystem.Butthebenefitsarea
lotmany.Duringthetutorialperiod,thetutorialteachertriestoremove
thedoubtsexistinginthemindsofthestudentswho,otherwise,would
be deprived of a proper explanation for the doubts worrying their
minds. If these doubts accumulate over a period of time, the student
wouldnotbeabletohaveaholdonthesubjecttaughtbytheteacher.
The procedure one adopts in the tutorial system is analogous to the
methodadoptedbyafarmerwhoremovesweedsfromthecropbefore
they damage the entire crop in the field. A little effort would result in
biggains.Duringthetutorialhour,ateacherremovesthedoubtsinthe
subjectbutalsohelpsthestudentssolveproblemsquiteindependently.
Inaway,ithelpsindevelopingindependentthinking.
A class of, say, 60 students, can be divided into two batches
for the tutorials. 30 is not a big number to deal with by a teacher.
Students in a batch can raise their doubts quite easily. They would be
able to understand the basic principles involved in the subject taught
and can apply their kinds to solve problems without the help of the
tutorial teacher. Problem sheets should be prepared in advance and
supplied to the students during the tutorial hours. The sheets should
contain such questions that would test the analytical capability of the
students.Inordertoimprovetheperformanceofstudentsinasubject,
one can implement the continuous evaluation system by having
quizzes,tests.Atotalof100marksforasubjectshouldbesplitinto60
plus40marks.

Outofthis,40marksshouldbeforquizzesandtests.Ifthere
aretwoquizzesandtwotestsinasubject,eachquizwouldcarry,say5,
marks and each test carries 15 marks. Quizzes should be of shorter
durationwithinthetutorialhourandtestscouldbeheldduringtutorial
session. Tutorial could be for the entire tutorial period. Quizzes and
tests are meant to keep the students in touch with the subjects taught
andavoidslastminutepreparationfortheexamination.Theywillgoa
longwayinimprovingtheanalyticalcapabilityinastudent.Questions
should be of such nature as to make the student think independently.
No doubt the questions should be framed within the syllabus
prescribedforthesubject.
Thesuggestionsmade,nodoubt,callformoreteachingstaff
and more work. But one should not mind spending on education. It
should be treated as long term investment. It will be in the larger
interest of our country if enough money is devoted for imparting
quality education. In order to impart quality education, shortterm
courses (STC) should be conducted in each subject every year for
teachers from primary and secondary schools. Experts in the field of
educationshouldbeinvitedtodeliveronvariousaspectsofeducation.
Teachersshouldbepaidtoandfrofareaswellasboardingandlodging
expenses.Theyshouldbeprovidedwithtextbookswrittenbyexperts
on the subject of the shortterm course. Every teacher should undergo
trainingwithoutexception.Promotionstohighercadreshouldbebased
upon the participation in such short term courses. A test should be
conducted by the organizers at the end to evaluate the participants
understanding of the topics included in the shortterm course.
Certificates could be issued only when a participant attends and
passesinthescheme.

suggestions offered in this writeup and ensure improvement in the

It will be highly detrimental to the progress of our country if there is
delay.

ordinary person usually walks about 1.5 meters a second. So, if we
reduce the athletes rate to a common denominator, we see that he
coverssevenmeterseverysecond.Thatsveryfastisntit?
Of course these speeds are not absolutely comparable.
Because,youcankeepwalkingforhoursattherateof5kmph,whereas,
therunnerwillkeepuphisspeedforonlyashortwhile.Ifweconsider
quick walk, infantry move at a speed of one third of the athletes,
covering 2 m/sec, or 7kmph. But they can cover a much greater
distance.
It will be very interesting to compare your normal walking
pace with the speed of the proverbially slow snail or tortoise. The
snail can cover 1.5 mm/sec, or 0.0054kmph which is exactly one
thousand times less than your rate. The other classically slow animal,
thetortoise,isnotverymuchfaster,doingusually0.07kmph.
Nimble compared to the snail and the tortoise, you would
findyourselfgreatlyoutracedwhencomparingyourownmotionwith
other motions even not very fast onesthat we see all around us.
True,youwilleasilyoutpacethecurrentofmostriversintheplainsand
beaprettygoodsecondtoamoderatewind.Butyouwillsuccessfully
viewithafly,whichcancover5m/sec,onlyifyoudonskis.Youwont
overtakeahareorahuntingdogevenwhenridingafasthorseandyou

none for speed. Some time ago a passenger hydrofoil ship, capable of

than on water by riding trains or motor cars which can cover up to

It was not so long ago that aircraft designers sought to overcome the
sound barrier, to attain speeds faster than that of sound, which is
330m/sec, or 1200kmpb. Today we have some small but very fast
supersonicjetaircraftthatcancoverasmuchas2000kmph.

The initial launching speed of the first Soviet sputnik was


about 8 km/sec. Later Soviet space rockets exceeded the velocity to
cover11.2km/secatgroundlevel.

KnownpopularlyasMadibainSouth
Africa,servedasthefirstSouthAfricanpresidenttobe
electedinafullyrepresentativedemocraticelection.
He was an antiapartheid activist and the leader of armed wing of
AfricanNationalCongress(ANC).Hewasarrestedandimprisoned
for 27 years and spent mostly in Robben Island during this period.
Following his release from prison on 11th February 1990, he led his
partytovictoryandservedaspresidentofSouthAfricafrom1994to
1999. He received more than 250 awards over four decades,
includingthe1993NobelPeaceprize.

MandelawasborninMvezo,asmallvillagelocatedinthe
districtofUmtata,theTranskeicapital.Hebelongstoacadetbranch
oftheThembuDynasty,whichreignsintheTranskeianterritoriesof
South Africas Cape Province. Mandelas father, Gadla Henry
MphakanyiswaservedasChiefofthetownofMvezo.Hehadfour
wives and Mandela was born to his third wife, Nosekein Fanny.
Mandela spent much of his childhood in her homestead. His given
name Rolihlahla means to pull a branch of a tree or more
colloquially trouble maker. He became the first member of his
family to attend a school, where his teacher Miss. Mdingane gave
himtheEnglishnameNelson.Attheageofnine,helosthisfather.

Mandela completed his Junior certificate in two years,


instead of the usual three. At nineteen, he took interest in boxing
and running at the school. While in prison, he studied for a
Bachelor of Law from the University of London External
Programme. He completed his B.A. degree at the University of
SouthAfrica,viacorrespondence.

Mandela has married three times, fathered six children,


has twenty grand children and a growing number of great grand
children.TheNelsonMandelaInvitationalCharitygolftournament,
hosted by Gary Player, is South Africas most successful charitable
sportsgatheringandbenefitsvariouschildrensscausesaroundthe
world.

Although she enjoyed teaching at the school, she was

theBengalfamineof1943,whichbroughtmiseryanddeathtothecity.
On 10th September, 1946, Teresa experienced what she
described as The Call within the Call, while traveling to the Loreto
ConventinDarjeelingfromCalcuttaforherannualretreat.Shebeganher
missionary work with the poor in 1948, replacing her traditional Loreto
habit with a simple white Cotton Sari decorated with a blue border,
adoptedIndianCitizenship,andventuredintotheslums.

Mageshkar took her first music lessons from her father at the

her father, helped her start her career as a singer and actress. After
Vinayaks death in 1948, she went on to sing under several music
directors. Since then she has recorded songs for over a Thousand
Bollywoodmovies,andhassungsongsinoverthirtysixregionalIndian
andforeignlanguages.Itisestimatedthatbetween1948and1987,shehas
sungover30,000songs.

Lata has won several awards and honors, including Padma


Bhushan (1969), Padma Vibhushan (1999), Dada Saheb Phalke Award
(1989)andtheprestigiousBharatRatnain2001.Shehascomposedmusic
forthefirst timein1955fora movieRamRam Pavhane,andlaterfor
four other movies in Marathi. She also produced one movie in Marathi
and four in Hindi. She sang most of her songs for renowned music

A magic square of order n is an arrangement of n^2


numbers, usually distinct integers, in a square, such that the n
numbersinallrows,allcolumns,andbothdiagonalssumtothesame
constant.A normalmagicsquarecontains theintegersfrom1to n^2.
Normalmagicsquaresexistforallordersn1exceptn=2,although
the case n = 1 is trivial, consisting of a single cell containing the
number1.Thesmallestnontrivialcaseisoforder3.
The constant sum in every row, column and diagonal is
called the magic constant or magic sum, M. The magic constant of a
normalmagicsquaredependsonlyonnandhasthevalue
[n*(n^2+1)/2]
For normal magic squares of order n = 3, 4, 5..., the magic constants
are:15,34,65,111,175,260...

Methodforconstructingamagicsquareofoddorder
Starting from the central column of the first row with the number 1,
thefundamentalmovement forfillingthe squaresisone step up and
then right, one step at a time. If a filled square is encountered, one
movesverticallydownonesquareinstead,thencontinuingasbefore.
Whenamovewouldleavethesquare,itiswrappedaroundtothelast
roworfirstcolumn,respectively.

Note that we have started from the central column of the


first row. Starting from other squares is also possible, but then only
therowandcolumnsumswillbeidenticalandresultinamagicsum,
whereas the diagonal sums will differ. The result will thus be a
semimagicsquareandnotatruemagicsquare.Movingindirections
otherthannortheastcanalsoresultinmagicsquares.

Similarly, we can use the same technique for higher order


squares as well i.e. 5x5, 7x7, 9x9 and so on. But this technique can be
usedonlyforOddOrdersquares.

The Last Number is always opposite the number 1 in an

The Conference intends to analyse the theoretical and practical
aspects of using Art in general and Contemporary Art in
particular, Illustration and Literature (as an accompaniment of

implications on the construction of the cultural identity of the
childrenofcontemporarysociety.

Approximately20percentofschoolagedchildrenarereferred
forpsychologicalorneuropsychologicalevaluations.Thevast
majorityofthesechildrenmeetcriteriaforlearningdisabilities
ordisruptivebehaviordisordersandmanyofthesechildren
will meet criteria for more than one disorder at any given
time. This program is designed to give child and adolescent
clinicians a better knowledge base with which to address
theseissues.
