8. ELECTRICITY
Concepts and Definitions
Small Hydro Power- In India, hydro power projects with a station capacity of up to 25
megawatt (MW) each fall under the category of small hydro power (SHP).
SHP projects are classified based on capacity as follows.
Micro hydro : up to 100 kW
Mini hydro : 1011000 kW (i.e. 1 MW)
Small hydro : above 1 MW up to 25 MW
Cogeneration(also combined heat and power, CHP) - is the use of a heat engine or a power
station to simultaneously generate both electricity and useful heat.
Bagasse - is the fibrous residue remaining after sugarcane or sorghum stalks are crushed to
extract their juice and is currently used as a renewable resource
Waste to Energy- The National Bio-energy Board (NBB), Ministry of New and Renewable
Energy, is developing a National Master Plan (NMP) for waste-to-energy as one of the
activities.
The primary objective of NMP is to provide additional power generation
capacity in a decentralized manner through projects for energy recovery from urban and
industrial wastes in a cost effective and proven manner.
Geothermal Energy- is the energy available as heat emitted from within the earths crust,
usually in the form of hot water or steam.
Tidal Energy/ Tidal power, is a form of hydropower that converts the energy of tides into
electricity or other useful forms of power.
Although not yet widely used, tidal power has potential for future electricity generation.
Tides are more predictable than wind energy and solar power. Historically, tide mills have
been used, both in Europe and on the Atlantic coast of North America. The earliest
occurrences date from the Middle Ages, or even from Roman times.
Plant Load Factor- is a measure of the output of a power plant compared to the maximum
output it could produce.
Utilities -A public utility (usually just utility) is an organization that maintains the
infrastructure for a public service (often also providing a service using that infrastructure).

Mega Unit (MU)- is one million units of electricity where one unit is equal to one Kilowatt
hour.
Giga- is equal to 109.

8.

ELECTRICITYE

8.1 Central Electricity Authority in the M/o Power, is the nodal ministry for data. Unless
otherwise stated highlights of the sector given below are mainly based on summary Table
No. 6.0 on Trends in Important Indicators of the Electricity Infrastructure.

Access/Capacity
8.2
The noticeable feature of
installed generating capacity is higher
growth rates shown by renewable
energy during 2003 to 2009 as
compared to fossil fuels.
The
installed generating capacity in
utilities increased from 1.1 lakh
megawatt to 1.5 lakh megawatt
showing a CAGR of 5.41%. During the
same period installed capacity in non
utilities has shown a higher CAGR of
6.62% with increasing share of gas
and wind energy based generation.
Access to power has increased in
terms of per capita electricity
consumption.

of
transmission
and
distribution
lines
increased from 6.6 million
ckt. km to 7.5 million ckt.
km. showing a CAGR of
2.27% during 2003 to
2009; while electricity
sales grew at 7.19%
during the same period,
indicating a deficit in
transmission capacity.

Quality
8.4
Percentage share of hydro and
renewable power has grown in total energy
production during 2003-2009 indicating
increasing share of non polluting energy
consumption. The combined share of
hydro and renewable energy sources
increased from 12.5% in 2003 to 19% in
2009.
8.5
Energy loss in transmission
is
showing a declining trend, it decreased
from 32% in 2003 to 27% in 2008
indicating quality improvement in transmission network. There is a sizeable gap between
peak power demand and peak supply, which
seems to be increasing over the years; calling
for
improving
energy
efficiency
in
consumption and improvement in size of the
distribution network. Insufficient distribution
capacity can lead to heavy load on lines at
peak hours resulting in tripping and disruption
of supply.

Fiscal Cost
8.6 Budgetary support to the sector has
grown at a CAGR of 16%, while budgetary
expenditure has grown at the rate of 17%
during 2003-2009.
Average cost of
electricity supply fluctuated between
335.49 paise per unit and 358.83 paise
per unit during the period.

Capacity Utillisation
8.7 Plant load factor of thermal
power plants has been gradually
increasing over the years for
central, state and private
sectors. But plant load factor of
nuclear power plants has gone
down from 79.3% in 2003 to
46.4% in 2008.

Affordability
8.8 Table 8E.1 of this publication gives state wise and sector wise average rates of electricity
as on 31.3.09. CEA is presently not compiling all India average electricity tariff, which has to
be a weighted average of individual rates.
However some idea of affordability of electricity at all India level can be obtained in terms
of average realization per unit of electricity sales and wholesale price index. Average
realization per unit of electricity sales increased from 255 paise in 2003 to 272 paise in 2006
and wholesale price index for electricity ( base 1993-94) increased from 238 during 200203 to 275.9 during 2008-09.
