The Ship Energy Efficiency


Management Plan (SEEMP)

Introduction
The Ship Energy Efficiency Management Plan
(SEEMP) is an operational measure that
establishes a mechanism to improve the
energy efficiency of a ship in a cost-effective
manner.
As per the IMO regulation, a SEEMP must be
prepared for each ship.
The SEEMP is not just another paper on
board but a tool, for ship energy
optimisation, and therefore becomes an ideal
opportunity for the operator to cut fuel costs
by increasing the energy efficiency of the
ship.

Introduction
The SEEMP urges the shipowner and
operator at each stage of the plan to
consider new technologies and practices
when seeking to optimize the performance of
a ship.
Done properly it should significantly reduce
fuel consumption.
The SEEMP also provides an approach for
shipping companies to manage ship and fleet
efficiency performance over time using, for
example, the Energy Efficiency Operational
Indicator (EEOI) as a monitoring tool.

Application
The SEEMP was made mandatory by the
International Maritime Organization (IMO)
for all ships over 400GT on international
voyages from 1 January 2013 at the first
renewal or intermediate survey after this
date.
SEEMP will not be subject to approval by
Flag States or Recognized Organizations, but
will be part of chapter 4 of MARPOL Annex VI
regulations and be required under the
International Energy Efficiency Certificate
(IEEC).

Application
The SEEMP is a soft regulation and there is
no mechanism to force or even incentivise
ship operators to implement the measures
listed in their SEEMPs.
Monitoring and enforcement is limited to
simply verifying that the SEEMP exists on
board, as a part of the official ships
document.
Thus the SEEMP may be required to be
presented to Port State Control.

A plan is essential
The way in which an SEEMP is implemented
determines whether it is successful or not.
Planning is identified by the IMO Guidelines
as the most crucial stage of the SEEMP
process.
Each
ship
specific
plan
should
be
monitored, updated and improved upon
frequently throughout the life of the vessel.

Energy Efficiency Operational


Indicator (EEOI)
The EEOI enables operators to measure the
fuel efficiency of a ship in operation and to
gauge the effect of any changes in operation
Like improved voyage planning or more
frequent propeller cleaning, or introduction
of technical measures such as waste heat
recovery systems or a new propeller.

SEEMP in conjunction with


ISO standards
The mandatory SEEMP must be prepared
and tailored for each ship.
Many Classification Societies offer such
services as turn-key solution, often
developed
in
conjunction
with
implementation of ISO 14001 or ISO
50001.

The Step-by-Step SEEMP


Manual
BIMCO in association with Fathom has issued
the Step-by-Step SEEMP Manual.
The regulation is so open-ended, and the
spectrum of potential measures to improve
energy efficiency is so broad that it can be
difficult to know where to begin.
Provides the ship-owners and operators a
one-stop solution that allows them to easily
create ship specific plans in-house at low
cost.
