TURNOVER
GUIDE

HELPDESK
Most of us are new to ClearVision, if you have questions, do not hesitate to call your field coordinator or
turnover coordinator for assistance. If they do not satisfactorily answer your question contact the
ClearVision Helpdesk at clearvisionsupport@clearwire.com NOTE: Patience must be taken when using
ClearVision. Wait for every Loading screen to clear before clicking anything on the screen.

INTRODUCTION
This document is intended to outline the process of turning over all documentation necessary for a general
contractor to claim a Construction Complete and receive a Site Acceptance from Clearwire. This
document is meant as a guide and not a contract document.
NAMING CONVENTIONS USED IN THIS GUIDE

The sector the antenna is on 90, 120, 210

The color code for that line R=Red (alpha), B-Blue (beta), Y=Yellow (gamma)
(i.e. R1 refers to the first line in Alpha)
Either TX or RX dependant on the band being swept
Picture number- in many cases you will have more than one image per image type
so you should use the same naming convention for the picture type but change the
picture number.

MPLS Complete
For a general contractor to claim MPLS Complete the following will be required:
Civil Complete
AC meter hot
T1 delivered
POTS line delivered
All MSP Deliverables must be uploaded within 24 hours after Civil completed and AC meter set.
MPLS cannot be claimed until the following have been uploaded into CV:
MPLS Checklist uploaded
MPLS Zip File uploaded into CV

Construction Complete MS130


For a general contractor to claim Construction Complete the following will be required:
MPLS delivered & LA completed
All M7 Deliverables must be uploaded within 24 hours after LA completed for MS130.
Construction Complete cannot be claimed until the following have been uploaded into CV:
Sweeps (raw dat(s) Zipped, PDFed
Sweep Submission Form
Fiber Test Form
As-Builts
Ground Test
Site Information Form

Upon review and approval by Clearwire

Site Acceptance - MS160


For a general contractor to receive a Site Acceptance from Clearwire the following will be required:
All other required documents, not mentioned under MS130, are required to be uploaded within 15
days of claiming Construction Complete
Final Closeout Form uploaded into CV by GC
Clearwire to review and approve Final Closeout Form
Clearwire AP notified all documents approved and uploaded into CV
If rejected, Clearwire AP notifies local team. GC responsible to address prior to final payment

Upon approval, 30% payment issued

Turnover Expectations

It is REQUIRED that a Turnover Coordinator be appointed by all GCs to coordinate all turnover
functions
If delays occur to meet the turnover deadlines, this will lead to payment delays and
potentially work removed from scope
Payments WILL be delayed for the following:
Missing forms or incorrect or missing photos
Incorrect naming convention
Missed deadlines

the As-Built Drawing in this field. Include a scanned copy of the
SDR that the site was built to and reference it for tilts and
azimuths. Required for all sites.

Post the signed copy of the inspection card in this field. If not
card is available at the time of construction complete, take a
picture of the temporary sticker. If sticker is not available take a

Uploading M7 Documents in ClearVision

After logging into ClearVision, position pointer on the Information dropdown, click RDE
Forms-Sites

Locate View Option box


with dropdown (located below the ClearVision logo), click
dropdown carrot and select G: 04_SA Milestone Input.
Select or search your site
Click Fields tab (left side middle of screen, typically the default)
Scroll down to bottom of window and identify document / test to be uploaded.

Click the
box opposite the document / test you want to upload.
The File Select dialog box will open, select file and click Open .
File will appear in selected field window
Click Apply (bottom right hand corner, just below Fields window).
Upload complete

NOTE: There is a dash - between <SiteID> and the name of the form for all of the
files listed below.
Unless otherwise stated, responsibility for posting the following documents lies with the
Contractor performing the work.

Uploading to Electronic Files in ClearVision


Preparing Digital Photographs for Upload:

Rename images to correspond to the Naming Convention column in the table below.
If applicable, resize images to 1024x768 (no smaller pictures will be accepted (i.e. most
camera phone pics are too small)). Please see the Resizing Digital Images for an
explanation of how to easily resize digital images.
Zip file all photos into photo logs as show below:

Punch Items that are corrected shall also be documented through images. Zip file all

Always remember, when in doubt take a picture. If there is pre-existing damage on site.
Notify your field coordinator and take pictures of the affected area.

System Sweep Submission Form

The System Sweep Submission form v1.0 will display the result of a system sweep based on the
markers entered and give you a pass or fail based on the results. If you should have a line that is
failing you are call your field coordinator (FC) and begin to troubleshoot the issue with the FCs
guidance. Criteria for pass/fails are as follows:

Please note: This document is meant to summarize the Auction 86 Sweep Requirements V1.0.
Any deviation from this specification is in error. ALWAYS refer to the Auction 86 Sweep
Requirements V1.0 when a discrepancy is discovered.
NEVER TURN IN A FAILING SWEEP. IF YOU CANNOT TROUBLESHOOT THE ISSUE YOUR
SELF CONTACT YOUR FIELD COORDINATOR FOR ASSISTANCE/REPLACEMENT OF
DEFECTIVE MATERIALS.

Uploading Files into Electronic Files

After logging into Clearvision, position pointer on Information, left click RDE FormsSites

Locate View Option box

Click the EF: Electronic Files tab (left side middle of screen)

Click the Bulk File Uploading icon

Click Select Files icon
