the following conditions are met...
Subject:
GSM 1900 layer utilization for dual band sites only.
Executive Summary:
1900 traffic layer on GSM dual band sectors must be provisioned and optimized to carry all qualified traffic until one of
the following conditions are met:

1.

1900 sector has reached spectral efficiency target (per spectral efficiency table below).

2.

Sum of TRX on all sectors of 1900 site have reached 100% HFL (hardware fractional loading).
AMR packing and unpacking parameters must be enabled per the field guide for the 1900 layer of a dual band site
to help ensure good voice quality. In order to maintain balance between voice quality and radio efficiency, all markets
should be targeting a maximum 60% half rate utilization on the 1900 layer of a dual band site as an initial benchmark.

1. Background:
A key component of any mature network is the efficient use of the available spectrum. Most markets currently have
spectrum available in both 850 and 1900MHz bands with dual-band coverage in majority of geographical areas. Some
of the key initiatives sponsored by executive management would require these spectral efficiency targets in order to meet
and exceed business goals for improved network performance and better cost efficiencies.
These initiatives include:

Improved voice quality

AT&T currently owns exorbitant amounts of excess 1900 GSM radios. Poor spectral efficiency and higher half rate utilization on 1900 layer will yield potential for enormous financial write off and sub standard network performance for voice and
data.

2. Objectives
Increase usage on 1900 layer by migrating traffic from 850 to 1900 layer. This in conjunction with limiting half rate usage
to 60% will allow better utilization of excess 1900 radios and will provide relief to 850 layer for better Edge performance.

3. Actions Required
1.

Design to meet minimum spectral efficiency targets per following table. These targets are based on DVCF EFL
assumptions based on 1:1 hopping. Higher spectral efficiency targets can be achieved by switching to Adhoc
frequency plan

Good signal erlangs (>=-85dBm on 850 layer) must be carried on 1900 layer till spectral efficiency limits or 100%
HFL limits are reached

For Nokia and Siemens markets only: AMR HR -> AMR FR unpacking must be enabled to allow for better voice
quality by switching to full rate codec in poor C/I conditions

4. Recommendations

1.

All dual band sites are expected to follow OCLM (optimum capacity layer management) recommendations for
managing traffic between 850 and 1900 layers. Further details on layer management strategies and parameter

Adhoc frequency plan to meet or exceed spectral efficiency targets while maintaining performance KPIs

1900 TRXs must be considered to support natural growth on a dual band site till spectral and/or hardware limits are
reached. This may required BTS and/or ABIS reconfiguration to create room for additional 1900 radios

4.

Set packing and unpacking parameters to limit maximum half rate usage to 60%

5.

Coverage limited sites should be evaluated to maximize 1900 coverage foot print

5. Exemptions
Sectors may be exempted if good signal erlangs (>= -85) are not enough to meet spectral efficiency targets on 1900 layer.
Markets will have to provide following data to justify exemption:

1.

Erlang vs signal strength distribution for 850 layer on dual band sites

2.

1900 vs 850 usage on dual band sites

Nortel markets are exempted from these requirements till loading parameters for packing and unpacking and OCLM
techniques are tested with V16 software load rollout.
Ericsson markets are exempted from operating at 60% HR requirement till AMR patch is tested and rolled out as 06B
software load market adaptation.

6. Measures
1900 usage must meet spectral efficiency targets set forth in this policy letter and will be tracked through radio efficiency
score card (radio tracking report)
