Thank you for your service to the people of the Commonwealth, and the Nation.
I am Douglas W. Domenech. I served as Secretary of Natural Resources for the Commonwealth
of Virginia in the Administration of Governor Robert F. McDonnell from 2010 to 2014. Since I
was one of the few members of the Cabinet who did not testify before your Court during the
McDonnell trial, I thought I would write to offer my view of this man.
As the Commonwealths principal environmental and natural resources official, I had the honor
of overseeing Virginias vast and abundant natural resources. While there were many
challenges, as the unofficial Secretary of Fun, I had the opportunity to manage Virginias
network of State Parks, historic Civil War Battlefields, wildlife management areas, and
restoration of the Chesapeake Bay.
Bob McDonnell took a keen interest in all of these activities. In spite of the enormous demands
on his schedule, the Governor took time to hike and plant trees with school children, announce
the protection of important battlefields and Virginia Indian sites, develop and proclaim important
pollution reduction actions, and fund and inspect oyster restoration efforts in the Bay.
He reminded people at many of these events that it is our charge to leave the campground a
little better than we found it. And he kept this commitment leaving behind measurably
improved air and water quality, more abundant land and aquatic wildlife, and over 220,000
additional acres of conserved lands. He did many other things related to these efforts but I want
to relay to you a story about this man during one particular trip that reflects on his character.
In August of 2013, Bob McDonnell along with a group of local and state officials, leaders from
the oyster industry, and staff from the Marine Resources Commission traveled to Kellum
Seafood oyster-shucking and packing house in Weems, VA. After the plant tour, we were going
to head out by boat to inspect oyster growing grounds in the Rappahannock River.
As usual, a group of reporters was covering the event including Rex Springston, environmental
reporter for the Richmond Times Dispatch. Rex stumbled while getting into the boat and, while
the Governor reached out to catch him, Rex explained in a later article that he stiff armed a part

of the boat, discovering later that he broke his arm. As Rex tells it, I set about to interview
McDonnell. The talk didnt last long, and I stepped back to check my notes. The next thing I
knew, I was sitting on the deck of the boat with people, including the governor, hovering about
asking how I was doing. I had passed out from the pain, I learned later and fallen. My first
words, Im told, were gems of wit under fire: Did something happen?
Something did happen. I was standing next to Rex when he literally hit the deck. And he hit
hard. Not knowing how injured he might be, I propped him up with my legs. To my surprise, it
was not the trained marine law enforcement agents or the boat captain or the Governors
protective agents who jumped to administer aid. It was Bob McDonnell. The Governor of the
Commonwealth of Virginia, the former Boy Scout, the former Army Officer was immediately
there offering first aid. With Rex leaning on my legs I had a front row seat to the compassionate
Bob McDonnell, checking his vital signs, unbuttoning Rexs shirt, asking him questions about
his pain and medical history. Wow.
Here we were there with 20 or so people gathered for a boat trip but everything was on hold. We
had a second boat and the Governor could have easily turned the scene over to his staff and the
officers present. But he stayed there until Rex was lifted into a chair and was stable. Later, Rex
would say in an article, I wonder if Obamacare will work as well as McDonnellcare.That
evening, McDonnell called me at home. It turns out that politicians can be caring people. Who
knew?

I know you have many things to consider in sentencing Bob McDonnell. I hope this story gives
you a glimpse into the true character of this compassionate man.

Dear Judge Spencer,
I am writing to you on behalf of former Governor, Robert F. McDonnell, to make
request for a lenient sentence, because of the long history of good he has done for
our great Commonwealth, and because he became over the last four years, a
personal friend.
My family has been in Virginia since colonial times, and I have a great love for
our Commonwealth and the people who live here. I was the first person in my
family to graduate from College, Im a proud graduate of Virginia Tech and
manage my own small business. But I am also the wife of a former member of
Governor McDonnells Cabinet, Secretary of Natural Resources, Doug
Domenech, and in that capacity, I was privileged to get to know the Governor
personally during my husbands term, 2010-2014.
One of the things I respected and appreciated was the Governors first hand
knowledge of military service. There were many occasions when he honored and
supported military families. I felt this personally. My son is an active duty Army
Officer, and during 2012 he was serving with the 82nd Airborne unit in
Afghanistan. As you can imagine, with a son downrange, we were anxious for
news of his welfare, and said many prayers on his behalf.
Once the Governor knew that our son was in the Army, he ALWAYS asked
about how he was, and how I was doing, as he understood first hand how hard it
is to have your child serving in harms way. As a man of faith, the Governor

encouraged us that he was praying for our son. We were grateful for the
understanding and concern he showed. We are grateful to God that our son
returned safely, along with all of his platoon.
I was also very impressed by the Governors initiative to find homes for the
children remaining in Virginias foster/adoption system, and my husband and I
both supported that effort, since we adopted our youngest child through a
Virginia Agency. The Governors Initiative was very successful, placing over
1,000 children in loving homes. The desire of the Governor to meet the needs of
some of the least powerful and disposessed people in our Commonwealth shows
the true heart of this man you will have to sentence.
In light of his compassionate and long service to our Commonwealth, I implore
you to make his sentence lenient.

We are Paul and Gail Duberstein. We are former neighbors of Bob McDonnell when he resided in
Virginia Beach. I have been a Regional Director of Operations with Jackson Hewitt Tax service for the
past 16 years, retiring this past April. Gail, after serving 30 years as a Virginia Beach Educator specializing
in reading and writing, is also retired. We have known Bob and his family for 20 plus years.
During that time we have witnessed Bob tirelessly giving of himself whenever asked. I recall one
incident when our neighborhood association needed some assistance with a proposal to the Virginia
Beach City Council regarding an adjacent neighborhood that was going to be built. Bob offered his
services and spent many hours with the neighborhood council formulating a proposal. He then went
above and beyond by actually delivering the proposal to the Virginia Beach City Council. In addition, his
time spent on this project was pro bono.
This is only one example of the many times that Bob was there for someone when needed. Over the
years Bob has earned our respect and admiration for his service and actions in which he has been
involved.
We would like to thank you for your service during the course of the recent trial for Bob. We would also
ask that you consider leniency when handing out the sentencing for him. We ask this because we know
Bob as a person, neighbor, and good friend.

Dear Judge Spencer,
I am writing on behalf of Governor Robert F. McDonnell in regards to his
pending sentencing. My name is Jasen Eige, I served as Counsel and Senior Policy
Advisor to Governor McDonnell. Prior to that I was counsel to his transition office
and his gubernatorial campaign. Before working on Governor McDonnell's
campaign, I served in several roles in the Office of the Attorney General of Virginia
from 2003-2009, including as Chief of Staff and Counsel to then -Attorney General
McDonnell.
I first met Governor McDonnell in 1999 while attending law school and
interning in his legislative office. After the internship, I kept in contact with him,
and when he was elected attorney general in 2005, I stayed at the Office of the
Attorney General and worked in his administration.
Based on this long history with Governor McDonnell, I write this letter to
share some of my experiences with him, particularly those that highlight his
integrity, commitment to serving others, and principled approach to governing.
When Governor McDonnell was attorney general, he decided to take h is twin
sons to New Orleans on spring break to help with relief efforts after Hurricane
Katrina devastated that region. He not only wanted to spend time with his children,
but also wanted to instill in them a sense of public service and giving. The most
compelling aspect of this selfless endeavor was that h e did not want th is trip to be
public. He wanted this to be a time of service to those in need and a lesson for his
sons. I believe it was only after he returned home with his broken jaw wired shut
from an accident in New Orleans that the media learned of this trip.
As attorney general, Governor McDonnell also promoted giving back to the
community and those in need. For example, he began the annual Legal Food Frenzy
as a Food Bank drive for lawyers and law firms, raising tons of food each year for
those in need across the Commonwealth.

Then-Attorney General McDonnell managed the Office of the Attorney


General with care and concern for the well-being and morale of the staff, who were
primarily career state employees, and for ensuring the ethical operation of the
office. He frequently asked what more could be done for the staff, and how he could
help them develop professionally and personally. He also insisted that we run a
well -managed and ethical agency, particularly in terms of our office finances, and
that we were fully compliant with all applicable laws and regulations for a state
agency, including our annual audit. To that end, we were able to reach zero audit
points during his administration.
Governor McDonnell is also a man of faith. He readily demonstrated the
importance of faith among staff and others. He routinely opened cabinet meetings
in prayer seeking wisdom and strength while serving the Commonwealth. He also
regularly prayed over meals, whether at a formal dinner in the Mansion or when
having lunch meetings with staff. This was not a public display intended for show,
but a glimpse into the heart of a true servant leader.
Governor McDonnell not only shared the joys of his staff and members of the
community, but more importantly, he also comforted and cried with those going
through painful experiences. I specifically recall him calling me late at night while
my wife and I were at the airport, when he learned that a dear friend of ours had
tragically passed away and we were leaving for the funeral. I also recall him
meeting privately with a victim's family, who suffered unimaginable terror and pain,
and listening to their story and crying with them over the loss of their child. This
was not a public meeting and display for the media, but a genuine desire to
understand and help heal this family's pain, showing genuine empathy behind
closed doors.
His heartfelt concern and support during these losses is well acknowledged
among countless friends, staff and citizens. This was not something he had to do,
this was not something that would make headlines, but it is a window into the true
nature of this man. He genuinely cares about the life of the people he knows and
even those he has never met.
As the governor's counsel and senior policy advisor, I also saw first hand his
principled approach to governing. Sometimes this meant Governor McDonnell did
not foJlow his party's lead, or did things that did not have a high probability for
success. Nevertheless, he proceeded based on what he truly believed was in the
best interests of the Commonwealth. One example of his principled approach to
governing was the historic transportation funding legislation that he initiated in
2013. Many told him that the political risks were too high and that the legislation
would never pass. Regardless of the very real risks to his political career and the
likelihood of a spectacular legislative failure, he strongly believed this legislation
was needed to serve the best interests of the Commonwealth and its citizens.
Despite these significant challenges and personal risk, Governor McDonnell pursued
this legislation successfully.

Governor McDonnell also showed his compassion and principled approach to


those who went through the criminal justice system, including his desire to reduce
recidivism in the Commonwealth. He strongly believes the Commonwealth should
restore those who paid their debt to society and want to become productive citizens.
To that end, he took the unprecedented approach to restore the rights of non-violent
felons at a level greater than any other governor, making it "automatic" during his
administration. He also implemented significant prisoner reentry programs and
reforms. There are arguably many reasons not to pursue these policies, but
Governor McDonnell believed these actions were the right thing to do for the
Commonwealth and its citizens.
Governor McDonnell has a long record of principled public service. He has
demonstrated countless times his desire to do the right thing and to devote his
professional career and his personal time to serving the public, and doing what is
right regardless of the potential risks to his political career or the likelihood of
success. Based on my long-standing experience with Governor McDonnell, I believe
I have a unique opportunity to know his heart and who he is at the core. Due to this
experience and knowledge of his character, as I testified at the trial, I would work
for him again. I have no doubt that he will continue selflessly serving others.
In summary, I respectfully request that you -consider these factors when
determining Governor McDonnell's sentence. Based on the totality of
circumstances, the ends of justice can be served with a more lenient sentence for
Governor McDonnell. Thank you for your time and consideration of this matter.

RE: Governor Robert F. McDonnell Sentencing
Dear Judge Spencer~ My name is Polly Franks and I am an advocate for victims of violent
crime, particularly childhood sexual abuse. I have known Robert McDonnell since 2006, shortly
after he became Attorney General. Although I am a Democrat, I came to profoundly appreciate
Bob McDonnell's work on behalf of crime victims. His "Safe Kids Initiative" which was signed
into law in 2006 demonstrated his commitment to protecting Virginia's children from sexual
predators.
Years earlier, in 1995, Bob McDonnell sponsored a bill which would have a direct impact on my
family. That same year, my 8 and 9 year-old daughters became the victims of a former neighbor
and friend who - to our horror - turned out to be a convicted serial rapist from Texas. We knew
him as Joe Smith. History will remember him as Richmond's notorious "Bandanna Bandit."
Smith would ultimately be linked to at least 286 victims in two states - Virginia and Texas.
When this monster was tried in Chesterfield County in 1998 for the sexual assault of yet another
child, Smith was sentenced to life without parole. Because of Bob McDonnell's efforts in 1995,
this incredibly dangerous man will never be eligible for parole. My children will never be
subjected to the very real horror of a parole hearing and Smith will have no further opportunities
to sexually assault another innocent child.
Judge Spencer, I am asking you to please consider the tremendous good that Bob McDonnell has
done in his life. He is not a danger to society. With his age, education and life experience, there
is still a tremendous amount of good that he can do - not only with his own life but on behalf of
other people as well. Please do not send him to prison. For the sake of his family, please give
serious consideration to other means o~shment

Re: I believe in miracles and I pray that you will allow Our Lord to steer your decision and be lenient to both Former
Governor Bob and Former First Lady Maureen McDonnell. In this journey of life, every human at some point in
their lifetime makes a bad decision or toI know I havewith that being said, everyday I repent and asked Our
Lord to forgive me for I lack wisdom, discernment, knowledge and understanding as my purpose is serving The
One and Only Almighty, Lord Jesus Christ and Our Holy Spirit.
Dear Judge Spencer,
I was one of the 10-executive women who were invited to dinner in Virginia Beach when Bob was campaigning in
2008. As a small business owner and honorably served in the USAF, I was the only executive with an Agenda:
1. Bringing Christian Principles and discipleship back into our country. When I was stationed in different countries,
as Americans we were taught to respect the countrys beliefs, culture, environment, rules and regulationsshould
be the same for Our Country.
2. Bringing Jobs back into our country and I oppose to Americans not having jobs available to them. Most
importantly, large companies headquartered in different states and doing business here in Virginia.
3. Assist our military transition back into civilian communities and start holding companies, organizations from
exploiting veterans and government dollars.
4. Assist entrepreneurs being successful with effective programs which one day, would grow up and become large
companies.
5. Provide a soft-landing for the homeless by giving them a second-chance with their professional lives.
At the end, Bob thanked me for being candid about my love for our Lord and my agenda items. I recalled calling
Bob during his campaign and giving him contacts to meet with business owners, organizations including minority
organizationshe humbly contacted each and met with them. Ive yet to meet someone who cares and so humble
even when he was in office. I ran into both Bob and Maureen a few times during his term as Governor at events,
both have always treated me as if I was just as important to them as their family member.
In closing, I can honestly say, Bob and Maureen are naive, because they were just as humble, loving, and caring to
everyone when I was around including yours trulya total stranger during her darkest hour before being a
Governor and after elected to become the Governor. On a side note, just as Bob and Maureen, I too have trusted
peoples words and values and paid a huge price as they are now. Nonetheless, my prayers is for them not
experience jail time. Furthermore, when I watched the trial, it brought tears to my eyes as they were not the same
people as they were being presented and portrayed to be? Moreover, I felt they experienced some form of betrayal
as I had experiencedpeople came in as wolves wearing sheep clothing.
Sir, thank you for receiving this email and consideration to be lenient towards both Bob and Maureen sentencing.

MynameisTomGardnerandIhaveknownBobMcDonnellforalmost40years.Heismarriedtomy
sisterMaureenandasmybrotherinlawhasbeenintegralpartofmyfamilyformanydecades.I
believethatIhavealwayshasacloserelationshipwithBobandhisfamily.AsmybrotherinlawIhave
alwaysknownBobtobeatruefamilymanandalwaystreatednotjusthisownfamilywiththeutmost
respect,butmineaswell.
SinceBobandIhaveknowneachotherforthebetterpartofourlives,IfeelthatIamagoodcandidate
tosharewhatkindofpersonheis.WhenIwasyounger,whenhefirststarteddatingmysister
Maureen,Ilookeduptohimasanolderbrother.BothheandIhavebeenpartofbigfamilieswith
parentswhoalwaysstayedtogether.Thatkindofenvironmentandbackgrounddirectlywasthebiggest
reasonhehasalwayshadastrongfoundationthatbuilthissolidcharacter.LikeBob,Ialsoama
veteran,spendingsixyearsintheUnitedStatesMarineCorps.Bobalwayshasbeentherelikeanolder
brotherandfriendasIwentthroughthetoughesttimesinmylifeandIhavetriedtobethereforhimas
well.WhichiswhyInowwritethisletter.Yourhonor,recentlybothBobsfamilyandmyfamilyhave
lostparents.Ithasbeenaroughfewyears,butBobremainedsteadfastonbeingthepillarthatthe
familyneededandalsotheCommonwealthofVirginianeededasourleaderandGovernor.
Bobhasalwaysbeenanamazingfather,directlyinvolvedineveryaspectofthelivesofallfiveofhis
children.Mostparentswouldbeenviousofthebondthathehaswithallthreeofhisdaughtersand
bothofhissons.Speakingformyself,Iappreciatedwhatkindofafatherhehasbeen,thateightyears
agoIaskedBobtobemyonlysonsGodfatherandofcourseheaccepted.Hehasbeenaverycaring
uncleforbothmysonanddaughter.
Irespectandcompletelyunderstandthatyouhaveaverydifficultjobtodo,butIknowBobsoIaskthat
considerthefactthatthismanhasdonequiteabitforhisfamily,thestateofVirginiaandfortheUnited
StatesofAmerica,andbecauseofwhathehasaccomplishedandhowhewasraised,heisamanof
integrityandhonor.Furthermore,hesahusbandandfather.Hisimmediatefamilyneedshimto
continuebeingtheirpillar.SoIaskthatthatyouconsiderallofthispriortosentencingthisman.Hehas
beenafaithfulservanttohisfamily,communityandcountry,andlikeascoutandveteran,helefthis
postinbettershapethanhowhefoundit.IbelievethattobeafactasdomanyotherVirginiansand
Americans.
