MUNICIPAL RESOLUTION NO. 019-2014

APPROVING THE REQUEST FOR THE OPENING OF NEW ACCOUNT UNDER LOCAL
DISASTER RISK REDUCTION MANAGEMENT FUND (LDRRMF) (SPECIAL TRUST FUND)
PURSUANT TO DILG-ALBAY ADVISORY, DATED FEBRUARY 5, 2013 AND COA MEMO
CIRCULAR NO. 2012-002, DATED SEPTEMBER 12, 2012.

WHEREAS,
pertinent provisions of an advisory issued by the Department of the
Interior and Local Government (DILG) dated February 5, 2013 and Commission on Audit (COA)
Memorandum Circular dated September 12, 2012, require the transfer of unexpended balances of
the Local Disaster Risk Reduction Management Fund (LDRRMF) to a Special Trust Fund of the
Municipal Disaster Risk Reduction and Management Fund (MDRRMF);
WHEREAS,
maintenance of the required Special Trust Fund would avoid exposure of
such funds to possible use for other activities that are not incorporated in the Local Disaster Risk
Reduction and Management Fund Investment Plan (LDRRMFIP);
WHEREAS,
in compliance of the previously mentioned advisory and COA
Memorandum Circular in upholding the COAs mandate of preventing and disallowing irregular,
unnecessary, excessive, extravagant, or unconscionable expenditures, or uses of government
funds, and to strengthen and institutionalize further disaster risk reduction and management in this
local government, the request of the Municipal Treasurer as above-stated is hereby found to be
beneficial and necessary;
WHEREFORE, in view of the foregoing premises, be it now:

RESOLVED, as it is hereby resolved by the Sangguniang Bayan of Guinobatan, Albay in

session assembled, to approve as it hereby approves the request for the opening of new account
under Local Disaster Risk Reduction Management Fund (LDRRMF) (Special Trust Fund) pursuant
to DILG-Albay Advisory, dated February 5, 2013 and COA Memo Circular No. 2012-002, dated
September 12, 2012.
RESOLVED FURTHER, that a copy of this resolution be furnished the Offices of the
Municipal Disaster Risk Reduction and Management Council (MDRRMC), Municipal Treasurer, and
such other concerned offices/agencies, for their information and appropriate action.
APPROVED UNANIMOUSLY on motion of Honorable Councilor Ricky S. Matza and duly
seconded by the members present this 17 th day of February, 2014 during their 7 th Regular
Session.
