Background
The Integrated Biological and Behavior Surveillance (IBBS) 2011
for high risk group showed a 27% HIV prevalence among street
female sex in worker in Jayawijaya district. While the IBBS 2006
showed that HIV prevalence for the general population in Papua is
2,4% which qualifies Papua as a generalized HIV epidemic
population. These data encourages government to be more active
in the search for HIV cases / intervention of HIV.
Oksibil Hospital in Papua implemented PITC since of 2012 to
improve service after they conducted rapid assessment via data
collected and recorded in Oksibil Hospital. Baseline data showed
that in the period of 2009 December 2011, via VCT, Oksibil
managed only 37 HIV cases cumulatively, 36 among them never
treated and only 1 were still on treatment.
Objectives
The general objective of this research is to assess whether PITC
can improve earlier diagnosis and initiation of treatment in Oksibil
Hospital. The specific objective of this research is to compare the
number of cases, stadiums, and number of patients receiving ARV
between the VCT era and the PITC era.
Method

The method used is survey method with a descriptive approach.


Research sample used is the number of cumulative HIV/AIDS
cases found during the period 2009 December 2011 and number
of new HIV cases during the period January 2012 February 2014.
Result
PITC implementation was commenced with the introduction about
PITC to the health care workers via in house training which
included ARV and IO management. PITC was commenced in
obstetric and internal medicine department both in outpatient clinic
and hospitalized patient.
Data showed that from January 2012 until February 2014 there was
increase in the number of new HIV cases from 37 cases to 289
cases cumulatively. where 66 among them are receiving ARV from
totally 129 cases its must receiving ARV and 19 cases to category
Loss follow up. 160 cases are not receiving ARV.
Obstetric department reported that until of 2012, they found 8,13%
pregnant women are HIV positive. This data supports IBBS 2006
that categorized Papua as a generalized HIV epidemic population.
Conclusion
From the program standpoint PITC has shown to be better than
VCT. HIV is growing fast in Indonesia, and therefore a more
innovative and aggressive approach is needed, particularly in
generalized HIV epidemic area. PITC was shown to reduce burden
of counselor, increase testing and increase access to treatment.
However, all these result need to be supported by both the hospital
and program management.
