MUNICIPAL RESOLUTION NO. 068-2014

EXPRESSING STRONG OPPOSITION AGAINST THE INTENDED QUARRYING AND
BLASTING IN THE MUNICIPALITY OF GUINOBATAN ESPECIALLY IN MT. QUIBORGO, BY
THE GOODFOUND CEMENT CORPORATION AND THE IBALONG RESOURCES AND
DEVELOPMENT CORPORATION, AS PERMITTED BY THE MINES AND GEOSCIENCES
BUREAU.

WHEREAS, an Information and Education campaign was conducted by the Goodfound

Cement Corporation regarding the intended quarrying and blasting at Mt. Quiborgo located at
Barangay Mauraro, Guinobtan, Albay pursuant to an allege Order issued by the Mines and
Geosciences Bureau, DENR Regional Office No. V;
WHEREAS, the detrimental effects of quarrying and blasting cannot be overstated.
Generally, the probable impact of the intended blasting and quarrying includes the degradation of
the ecosystem caused primarily by water quality deterioration and landform destructions.
Particularly, and taking into consideration the location of Mt. Quiborgo which is within Barangay
Mauraro, one of the densely-populated barangays in the municipality and occupied largely by
residential houses, the use of blasting as method could cause on-site effects such as noise
pollution, discharge of contaminants into air, water and land, disturbance of riverbeds, loss of
wildlife habitat, loss of windbreaker during storms and the direct exposure of the barangay to the
cement factory once the same is removed;
WHEREAS, under the Local Government Code of 1991, this august body is empowered to
approve resolutions to protect the environment and even impose penalties for acts which endanger
the environment or result to ecological balance;

WHEREAS, considering that the intended quarrying and blasting is to be conducted within
the territorial jurisdiction of this municipality, thus, the party affected, due courtesy requires that at
the very least discussion and coordination with the municipal government should have been
conducted at the outset regarding the extent, necessity and manner of the entry and occupation;
WHEREAS, although it could be argued that these effects/impacts are rather mere
possibilities and may be even minimized, the fact still remains that these effects/impacts can never
be avoided once quarrying and blasting have been conducted. It is therefore important to note that
preventive measures are more reliable than remedial ones;
WHEREAS, this august body believes that the Mines and Geosciences Bureau, in the
performance of its duties and functions as steward of the countrys mineral resources, should do so
in consideration of the various environmental and detrimental, on-site and even off-site effects;
WHEREAS, it is worthy to mention that the Provincial Government of Albay has been aptly
promoting its mission to provide good environment for its constituents, among others; and to
become a model for green development. It is thus timely for this mission to be seen implemented
and enforced in this particular instance;
WHEREFORE, in view of the foregoing premises, be it now:
RESOLVED, as it is hereby resolved by the Sangguniang Bayan of Guinobatan, Albay in
session assembled, to express as it hereby expresses strong opposition against the intended
quarrying and blasting in the Municipality of Guinobatan especially in Mt. Quiborgo , by the
Goodfound Cement Corporation and the Ibalong Resources and Development Corporation, as
permitted by the Mines and Geosciences Bureau.
RESOLVED FURTHER, that a copy of this resolution be furnished such concerned
offices/agencies, for their information and appropriate action.
APPROVED UNANIMOUSLY, on motion of the Sponsoring Committee Chairman,
Honorable Councilor Juris L. Villareal and duly seconded by the members present this 26 th day of
May, 2014 during their 18th Regular Session.
