MUNICIPAL RESOLUTION NO. 109-2014

RESPECTFULLY REQUESTING THE 3RD ENGINEERING DISTRICT OFFICE TO DECLARE
AND PUT-UP SIGNAGES BEARING THE TONNAGE CAPACITY OF ALL BRIDGES LOCATED
IN GUINOBATAN, ALBAY FOR THE PURPOSE OF RESTRICTING THE PASSAGE OF BUSES,
DUMP TRUCKS, TRAILERS AND OTHER HEAVY VEHICLES WITH GROSS OR NET WEIGHT
BEYOND THE CAPACITY OF SAID BRIDGES.

WHEREAS,
the reconstruction/replacement of the national bridge located at Barangay
Bascaran Camalig, Albay, caused the sudden rerouting of heavy vehicles such as buses, dump
trucks and trailers in the municipal roads passing through Barangays Maguiron, Quibongbongan
and Mauraro, all of the Municipality of Guinobatan, the latter resulted in the inevitable effect of
eroding and corroding the same, especially the bridges thereat;
WHEREAS,
now that the bridge in Barangay Bascaran is fully functional and passable,
and taking in mind the prompt and apparent damage in the barangay/municipal roads caused by
said rerouting, albeit just for a few weeks, this august body is fearful of the abrupt deterioration of
the roads, especially the bridges, and the recurrence of the same scenario (rerouting) in the near
future;
WHEREAS,
having that in mind, and taking into consideration that repair and
reconstruction or replacement of the same take-up so much time and cause great disadvantage to
the constituents, this august body wants to take proactive measures to prevent the passage of
heavy vehicles with gross or net weight beyond the capacity of the bridges located in the
municipality;
WHEREAS,
this august body deems that one of the measures to somehow prevent
their abrupt deterioration and to extend their life span is through the determination/declaration of
the tonnage capacity of each of the bridges found in the municipality by the proper authorities, i.e.
the 3rd Engineering District, and subsequently putting-up of signage bearing the same;

WHEREFORE, in view of the foregoing premises, be it now:

RESOLVED, as it is hereby resolved by the Sangguniang Bayan of Guinobatan, Albay in
session assembled, to request as it hereby requests the 3rd Engineering District Office to declare
and put-up signages bearing the tonnage capacity of all bridges located in Guinobatan, Albay for
the purpose of restricting the passage of buses, dump trucks, trailers and other heavy vehicles with
gross or net weight beyond the capacity of said bridges.
RESOLVED FURTHER, that a copy of this resolution be furnished the District Engineer,
Municipal Mayor, Provincial Governor, Sangguniang Panlalawigan, Municipal Engineer, and the
Department of Public Works and Highways, and such other concerned offices or agencies, for their
information and appropriate action.
APPROVED UNANIMOUSLY, on motion of Honorable Councilor Rolando P. Palabrica and
duly seconded by the members present this 27 th day of October, 2014 during their 39 th Regular
Session.
