REG SUBMISSION OF PROPOSAL FOR CREATION OF TWO


POSTS OF CONSTABLE (MALI).
Kindly refer to your office signal No. O.IV.12/11-Trg-3 dated

18/05/11.

C.I.A.T. School, CRPF Silchar was raised on 23 rd Feb, 2005 to impart
training on counter insurgency, counter naxalism and Anti terrorism to CRPF personnel
to fulfil the role assigned by MHA (Govt. of India) to CRPF. CIAT School was sanctioned
by MHA (Govt. of India) to run only pre-induction training of coys or units as clarified
by MHA letter No.MHA UO No. II-27012/18/2006-PF.III dated 2/2/07 and conveyed
by Training Directorate CRPF vide letter No. O.IV-5/06-TRG dated 26 Feb 07, which
was revised vide Annexure V to MHA letter No. 27012/36/2007-PF.-III dated
01.09.2009. The staff was also sanctioned to CIAT School for conducting pre
Induction training to Coys accordingly.

The role has now been expanded and entrusted with to conduct
various courses such as GOs, SOs, Ors CIAT Course, and four compact Coys Trg and P.I.
training of newly raised Cobra units. Keeping in view the responsibility of conducting
courses and tasks assigned by Trg. Dte., CRPF, this Institution is facing difficulties in
keeping the premises and the surrounding of campus neat and tidy. In order to
facilitate the maintenance and upkeep of the premises of this Institute two posts of
Constable (Mali) may be authorised. In this connection a self contained proposal
regarding creation two posts of Ct (Mali) for this institution is submitted along with the
required information and check list as per Appendix-A to GOI , Department of
Expenditure , Ministry of finance OM No. F.7 (1)/E. Coord.I/2006 dated 24/02/2006
for the favour of kind perusal and further needful action please.

5. FUNCTIONAL JUSTIFICATION (FOR EACH OF THE CATEGORY SEPARATELY ):This Institution is presently functioning in the campus of GC, CRPF Silchar

with

limited staff, where no Constable Mali has been authorised to provide beautification to
the camp area by planting the sapling of trees, flowers, raising hedges, maintaining the
grass for the lawns in and around the office and other regimental complex, training and
living areas.
6. HOW WERE THE FUNCTIONS 0F THE POST BEING MANAGED IN THE
ABSENCE OF ITS CREATION :The functions of the post being managed by deputing Ct/GD who cannot
undertake the job properly and the work of their trade is suffering. In the absence of
the post of Ct/Mali, the authorized and available General duty staffs are being utilized
beyond their duty for extra hours by deferring their leave, personal comforts etc for
the beautification of the CIAT School, Campus Silchar (Assam) to meet the requirement
of this institution.
7. DUTIES AND RESPONSIBILITIES OF THE POST (JOB DESCRIPTION FOR EACH
PERSON):For proper up keep, care and maintenance of various kinds of trees, plants, hedges
and the lawns in the campus .Planting of various flora and fauna as per the local terrain
and climate so as to make the campus beautiful, neat and clean thereby providing the
best atmosphere to the staff posted in this School and the trainees. New land of
CIAT School is spread over a vast area of around 200 acres, where at least two Malis
will be required to maintain the vast and sprawling campus of CIAT School coming up
very soon adjacent to the existing Group Centre, campus at Silchar .
