NOTE TO THE SPECIFIER: The following specification is intended to be used as a
complement to an existing section (either the device section or as a subset of an
equipment section). Insert the following into Part 2 of the base specification.

2.1

PRODUCTS
FEEDER PROTECTION RELAYS
A.

Feeder protection, control, monitoring and metering shall be provided in one


integrated digital package for application on feeders of any voltage level and
suitable for incorporation in an integrated substation control system. Supply
General Electric Type MIF II or approved equal as indicated in drawings.

Protection and control functions shall include:

1.

Time overcurrent elements: one for phase, one for ground.

2.

Time overcurrent curve characteristics: 4 pre-configured [ANSI] [IEC]


curves: normal, inverse, extremely inverse, definite time; and one user
configurable.

3.

Instantaneous overcurrent elements: two for phase, two for ground, each
of which are independently enabled. It shall be possible to block the
instantaneous trips using the relay I/O inputs.

A thermal image element for protecting equipment against overheating


due to excessive load. Relay shall have capability for several operating
curves that can be set as a function of heating time constant. Cool
downtime constant shall be adjustable from one to six times the heating
time constant.

5.

Two inputs shall be provided for instantaneous trip blocking purposes.


The twp inputs shall allow for independent blocking of the phase
instantaneous and ground instantaneous trips.

6.

Provide 6 outputs, four of which are configurable. The configurable


outputs shall be assigned either to a set of preconfigured values, or an
OR/NOT combination of the same values. Each configurable output
shall be independently latched, and individually selected as NO or NC.
The outputs shall be capable of providing a means to remotely operate
the circuit breaker via a network.

7.

Provide six LED indicators, four of which shall be programmable by the


user. The programmable LEDs shall be configurable to a function,
latched/unlatched type, and color(red or green). When configured as
latching type, an LED shall remain lit until a reset is performed.

Monitoring Features:
1.

The relay shall store up to 32 events time tagged to the nearest


millisecond, including pickups, trips, contact operations, alarms and self
test status. Each event shall be individually maskable in order to avoid
the generation of undesired events. The values of currents and status of
all the protection elements at the moment of the event shall be
recorded.

The relay shall be capable of capturing current waveforms and digital


channels. An oscillography record shall have a length of 24 cycles.
Oscillography shall be triggered either by internal signals or an external
contact.

Front panel user interface shall consist of a 5 button keypad combined with a
16x2 LCD display.

A front RS232 and a rear RS485 communication port shall be provided for
computer access using ModBus RTU protocol. The baud rate and relay
address for communication shall be capable of being configured from the front
keypad. [The relay shall communicate to the network using an Ethernet
communications module which communicates using a non-proprietary ModBus
TCP/IP protocol. The module shall support both 10BaseT and 10BaseF
connections. The module shall allow up to thirty additional RS-485/Modbus RTU
devices to connect to the Ethernet.]

Provide a Windows based software to allow setup and configuration of the


relays.
