Implementation of e-learning technology based learning at

the university
Introduction
Progress of science and technology, especially information technology many positive
impacts for the advancement of education today. from all segments of education can enjoy
information technology from simple to sophisticated. information technology ranging from
software and hardware provide many offers and options for education to support the learning
process of the students(Haag and Keen, 1996).
Advantages offered not only lies in the factor of speed to get information, but also
multimedia facilities which can make learning more interesting through interactive audiovisual.
and many more benefits on offer from these technological advances. Cyber or electronic learning
is learning through the use of computer technology or the Internet (Darin E.Hartley, 2001).
learning technologies as it is also commonly called learning or web-based learning (web based
instruction). current e-learning concept has been accepted by many people of the world, the
evidence is to the number of e-learning implementation in educational institutions. some colleges
conducting electronic learning as a supplement to the learning material presented in the
classroom on a regular basis. however, several other colleges organized elearning as an
alternative for students who are unable to attend classroom(Brown,2000).
In the 21st century education should be able to direct the student to live in a new situation
in this era. and can solve global problems with the latest innovation of education they can. this
capability can be achieved with the four pillars of education proposed by UNESCO and is
described as the basis of education. The pillars is, learning to know, learning to do, learning to
be, and learning to live. expected to run him to develop competencies that are useful to the lives
of young people in the future let alone supported by increasingly advanced technology.
Education Formats are possible available in the 21st century, namely Cyber (eLearning) is
learning through the use of technology computer and or internet, open / distance learning ie
distance learning models, where teachers / trainers and learners are not in the same place and
time, as well as not physically face to face directly(Bloomsburg, 2006).

Knowing the e-learning history


Along with the development of Information Technology (IT) is rapidly increasing, the need for a
concept and mechanism of learning (education) based IT becomes inevitable. The concept that

was then known as the e-Learning bring the influence of conventional education transformation
process into digital form, both contents (contents) and the system. Currently the concept of eLearning has been widely accepted by the world community, as evidenced by the widespread
implementation of e-Learning in educational institutions (schools, training and universities) and
industry (Cisco Systems, IBM, HP, Oracle, etc.). John Chambers who is the CEO of the company
Cisco Systems said that for the next era, applications in education will be the "killer application"
very influential. Department of Trade and US education department even jointly launched the
Vision 2020 related to the concept of information technology-based education (e-Learning)
(Vision, 2002). This paper will focus the discussion on eLearning applications and development.
How should the application of e-learning developed with the balance between user needs and
desires of the developer. Explanation will start from understanding eLearning, why do we need
an e-Learning, e-Learning history, some failure analysis of e-Learning and e-Learning
development strategy.

Definition of E-learning
The term e-Learning implies a very broad, so many experts that elaborates on the definition of eLearning from various viewpoints. One definition is quite acceptable many example of Darin E.
Hartley (Hartley, 2001) which states: e-Learning is a type of learning process that allows
conveyed teaching materials to students using the medium of the Internet, Intranet or other
computer network media . LearnFrame.Com in e-Learning Glossary of Terms (Glossary, 2001)
suggest a broader definition that: e-Learning is an education system that uses an electronic
applications to support teaching and learning with media, internet, computer network, or
standalone computer.

Advantages of Using E-Learning


The advantages of using e-Learning are as follows:
Saves time learning process
Reduce travel costs
Reduce the cost of education as a whole (infrastructure, equipment, books)
Reaching a wider geographical area
Train more independent learners in getting knowledge

E-learning Development
A brief description of the development of e-Learning from time to time is as below (Cross,
2002):
1. 1990: CBT (Computer Based Training)
Era which began popping up e-Learning applications that run in a standalone PC or CDROM form of packaging. Fill in the form of material in the form of written or multimedia
(video and audio) format MOV, MPEG-1 or AVI. The company issued a software
development tool called Macromedia Authorware, while Asymetrix (now named
Click2learn) also develops software pe-rangkat named Toolbook.
2. 1994: Package-Package CBT
Along with the start of receipt of CBT by the community, since 1994 appear in the form
of CBT packages more attractive and mass produced..
3. 1997: LMS (Learning Management System)
Along with the development of Internet technology in the world, people of the world are
being connected to the Internet. The need for quick information obtained becomes
absolute, and distance as well as the location is not a barrier anymore. Here comes the
term Learning Management System or commonly abbreviated with the LMS. The
development of increasingly rapid LMS create new ideas to address the problem of
interoperability between existing LMS with a standard. Standard which appear for
example is a standard issued by AICC (Airline Industry CBT Committee), IMS, IEEE
LOM, ARIADNE, etc.
4. 1999: IT Based e-Learning Applications Web
LMS development leading to the application of e-Learning Web Berba-sis in total, both
for the learners (learner) and the administration of teaching and learning. LMS started
coupled with the portal sites at the moment virtually become a barometer of information
sites, magazines, and newspapers of the world .The contents are also increasingly rich
with a mix of multimedia, video streaming, and interactive performances ina wide
selection of more standard data format, small and stable.

In the science of software engineering (software engineering), there are several steps we need to
take the time to develop a software (Figure 1).

Problem analysis in this paper highlighted the need for this important thing that is often
overlooked by application developers of e-Learning. Obsessed developers to create the most
complete e-Learning applications and the best, but it does not necessarily correspond to the
actual needs of the user. Currently actual e-Learning industry is experiencing a crisis, which
resulted in the failure to e-Learning. From a 2000 study conducted by Forrester Group to 40 large
companies showed that the majority of workers (over 68%) refused to participate in training /
courses that use the concept of e-Learning. When e-Learning was obliged to them 30% refused
to participate (Dublin, 2003). While other studies indicate that of those who enroll in e-Learning,
50-80% never finish it until the end (Delio, 2000). From a variety of existing literature, failure of
e-Learning is mainly caused by failures in the needs analysis implies that the developers did not
manage to capture what the actual needs of the user (user needs). The results of the analysis of
needs (requirements analysis) User translated as features that should be included in the eLearning system that we have developed. As a guideline features that are normally provided in
the e-learning system is as below. The examples below do not necessarily cover all the needs of
the user. Likewise, not necessarily an e-Learning system must incorporate all the features below.

On-Line Learning Model


There are two models of the development of online learning materials. In the first model, faculty
building material with his own computer with parts of the material intact. Each piece can be read
and studied off-line by downloading from the Internet or from a shared CD recording.
In the second model, the faculty building with facilities development of learning materials online material. Lecture material is inserted into the system piece by piece is strung as a whole in
the system. Students can only take the classes as a whole through the same system on-line. With
this model, the distribution of the off-line can only be done after the development of course
materials is completed entirely or chapter by chapter.
On-line learning system is the most complicated organization of the exam. Generally, the test is
still to be done traditionally, have not found an effective way of implementation of the test
(Prastowo, 2004). The nature of the test is to test students individually so that the use of the
Internet network will provide convenience for students to communicate with each other so that
the evaluation results can be easy. However, on-line test can be used if the form of the test is the
preparation of a paper with a theme set lecturer. It would be interesting if the theme can vary for
each student or different in each group. This form of the exam as take-home exam and certainly
not a test in class.
In connection with on-line learning (e-learning), a lot of information that can be extracted from
the internet.

Pendaftaran
Sebelum memberikan kursus, para pengajar harus terlebih dahulu mendaftar. Ini dapat dilakukan
dengan cara bertahap yaitu :
1. Mengklik login yang terdapat pada sudut kanan atas (dapat dilihat pada gambar 2)

2. Klik Anggota baru, isilah form yang sudah disediakan. Jika telah selesai, klik Buat
keanggotaan baru.

Memberikan Bahan Kursus.


Setelah Admin mendaftarkan Mata Kuliah dan menetapkan pengajarnya. Maka pengajar bertugas
memberikan bahan pelajaran pada siswa/tamu. Dalam memasukkan bahan pelajaran terdapat
beberapa tahap, yaitu :
1. Masuk kedalam kursus yang telah terdaftar
2. Mengupload file/data melalui icon File guna diletakkan ke website.

untuk didownload bagi siswa

Seperti halnya pengajar harus mendaftar terlebih dahulu sebagai pengguna, maka siswa pun harus
mendaftar terlebih dahulu sebagai pengguna. Tahap tahap pendaftaran bagi siswa, sama dengan
tahap-tahap pendaftaran bagi pengajar.

Conclusion
E-Learning system is absolutely necessary to anticipate the development of time with the support
of Information Technology where all heading into the digital age, both the mechanism and
content. Development of e-Learning systems must be preceded by an analysis of the needs of the
user (user needs). In accordance with the paradigm of systems and software engineering, the
needs of these users have a top notch, and is the basis for the creation and development work.
This is all to prevent the failure of the implementation of e-learning system that is largely due to
that the developed system is not in accordance with what is actually needed by the user.
Implementation of E-learning must be tailored to the needs of the user, the available budget and
resources are chosen so that the implementation of e-learning is not just a dream, hope and
desire, but also to be a reality and the fact that e-learning can be one of the programs to create
progress for universities in Indonesia
