The control & relay panelshave beenclassifiedinto three categoriesfor the purpose

specification,viz.

2.1.1 Power is receivedfrom the grid network of the supply authoritiesat 220 kVll32 kVlll}
kY166kV, at traction substations(TSS).25kV power supply for traction is drawn througha singlephasestepdown traction transformer.The primary winding of this transformeris connectedto any
two phasesof the incomingthreephaselines and on the secondaryside,eitherof the two terminals
of the 25 kV winding is connectedto the traction overheadequipment(OHE), while the other is
solidly earthedand connectedto the runningtractionrails.
2.1.2 Eachtransformerhas its associated
circuit breakerson the primary and secondarysides,with
a separateset of 25 kV circuit breakerscalled "FeederCircuit Breakers" for feeding the traction
OHE lines.
2.1.3 AdjacentTSS are fed from differentphasesof the three-phasesystemin rotation.Neutral
sectionsin front of sectioningand parallelingpost (SP) are provided in the 25 kV OHE for
segregating
the differentphases.In betweenthe TSS and SP, sub-sectioningand parallelingposts
(SSP)are providedfor parallelingthe UP and DN line OHE and also for sectionalizingand fault
localization.The attacheddrawingNo. ETIIPSUT02-1at Annexure-Eshowsthe generalschemefor
tractionpowersupplysystem.
2.1.4 The supply to the OHE can be switchedON/OFF through interrupterswhich do not open
automaticallyon fault, but can be closed on to a fault. The fault is clearedby the feedercircuit
breakerprovidedat the traction substation.
2.1.5 Normally power supplyfrom a TSS extendsupto the SP on eitherside of the substation,
but
in caseof an emergencynecessitatingtotal shutdown of the substation,power supply from adjacent
TSS on eithersideof the failed substationcanbe extendedupto the failed substationby closingthe
bridginginterruptersat the two SPs.Also undercertainemergencyconditionsthe power supplycan
be extendedbeyondthe failed TSS up to the next SPthroughfeederCB's of adjoiningTSS.
2.1.6 If any other different traction supply affangementis adopteddue to specialrequirements
(e.g.morethantwo transformerbays,paralleloperationof transformersat TSS etc.)then sameshall
be advisedby the purchaser.
2.2
2.2.1 The tractionload is a frequentlyand rapidly varying one betweenno load and overload.The
TSS equipmentare subjectto number of earth faults/shortcircuits. The magnitudeof fault current
may generallyvary between40% and 100%of the deadshort-circuit value.
However
at
timesthe fault currentmay be much lesse.g. in caseof bird faults,arcingfaults orbond openearth
faults etc. which shall fall under the categoryof high impedanceearth faults. The details of the
protectionrelays& schemearegiven in Para7.1 to 7.4.
2.2.2 The AC electricrolling stock is fitted, for conversionof ac to dc, with single-phase
bridgeconnectedsilicon rectifiers with smoothingreactorfor feedingthe dc traction motors.The rectifiers
introduceharmoniccurrentsin the 25 kV Power supply.On few locomotives'thereare controlled
asymmetricalthyristor bridge and GTO Pulse width modulation devices, in place of silicon
rectifiers.Typical percentages

5.1.10 The sheetsteelas well as other steelworks shall be properlytreatedand then an undercoat
suitableto serveas baseand binder for the finishing coat ittutt be applied. The exterior and base
frame of the panel shall be coated with industrially acceptedSiemens gray shade and interior
surfacesof the panelsshall be epoxy powder coatedof white color followed Uy u 200 degreebake
ovening. The finish shall be virtually scratchproofwith all metal surfacescoated to a uniform

5.2.2.5PROTECTION RBLAYS OPERATION
The operationof distanceprotectionrelays,instantaneous
over currentrelays,wrong phasecoupling
relays,PT fuse failure relays,Delta-I relays,Pantoflash over, mastertrip, inter trip relay etc. for 25
kV individualfeedersand relay healthy,autoreclose,lockoutarealsorequiredto be telesignalled
to
RCC.
In additionto abovethe numericalprotectionrelaysprovided in the panel shall have numberof
other telesignalsavailable (details of which shall be available in the relay catalogues/design
particulars).The successfultenderershall wire all such contactsof each numerical relav and
tenminate
on separate
terminalblocks,for inter-connection
with RTU for futureuse.
Funherthereshallbe provisionof 3 nos.spareauxiliaryrelaysindividuallyhaving2 NO + 2 NC

6 TELESIGNALLING OF CIRCUIT BREAKER TRIP CIRCUIT FAILURE

Note; The current coils of current and power factor transducersare to be connectedin serieswith
the coils of ICT provided for metering in panel. The successfultenderershall provide suitable
terminal blocks inside the control and relay panel such that it is possibleto connectthe transducer
coils in serieswith the coils of ICT used for meteringby suitablerearrangement
of links on the
terminalblock.
5.3
MIMIC DIAGRAM
INDICATING INSTRUMENTS
5.4.1 Scaiable4 % digitsbright red LED display digital Ammeters,Voltmetersand power factor
metersshall be provided as indicatedin Annexure-D. The instrumentsshall be of the switchboard
type,backconnected,suitablefor semi-flushor flushpanelmounting,providedwith dusttight cases
of IP 54 class.

5.-1.1 The instrumentsshall generally conform to IS 13875 part 1-3 and shall have typical
accuracvof 99.9%at full scaleand resolutionof lo/oto 100%of full scale.The tractionload current
and voltage waveformsare not true sinusoidalhencethe digital type meters should also have
capabilitl'to measurethe true RMS value of voltage and currentwaveforms(up to the crestfactor
of 3.0)distorteddueto presence
of harmonics.
5.-+.3 The digital metersshall be fully configurablefor use along with different type/classand
ratiosof CT/PT in useon variousTSS of IR. All the digital metersshall be suitablefor working on
I lO-volt dc or 180-240 volt single-phaseAC supply and under tropical condition of [igh
temperatures
up to 60 degreeCelsiusand relativehumidity of 9l%.Suitablevoltage and current
surgeprotectionshallbe in built for the digital metersprovidedon the panel.
5.1.4 Pou'erfactor meter shall have range of lagging 0.5 to leading 0.5 in suitablespan,with
accurac\-+l- l%. The power factor meter shouldbe capableof measurement
of power factor for
non-sinusoidal
waveformsgeneratedby traction loadsby using the suitabletechniquesto average
the instantaneous
powerthen divide it by multiplicationof true RMS voltageandcurrent.
5.4.5 All technicaldetailsof digital meterlike samplingfrequency,responsetime and bandwidth
etc.regardingcapabilityof the meterto measuretrue RMS valuesshallbe furnishedby the tenderer
along with the operating,safety,installationand commissioningand maintenanceinstructionsof
equipmentmanufacturer.
5-4.6 All circuits includingthe input modulesof instrumentsshall be capableof withstandingat
least 20% overloadfor 8 hours and 20 times for 3 second.The instrumentsshall be capableto
withstanda high voltagetestof 2,000Vrms to earthfor oneminute.
5.4.7 The ammeter& current circuit of power factor meter shall be connectedin seriesof CT
throughsuitableratingof inter posingtransformer(ICT).
5.5 ANNUNCIATION
5.5.1 Red LEDs and bell, both operatingon 110 V d.c. supply,shall be providedon the control
panelfor giving individualvisual and audiblealarmwheneverany of the protectiverelaysoperates.
The visual alarm shall be of flashertype, which shall continuouslyflicker till acknowledged,
after
uhich it shallonly glow. The annunciationLEDs shallbe providedon the controlpanelat ihe top in
suitablenumberof rows for concernedtransformer/circuit-breakerlPT
etc. The alarm accepting,

5.5.4 For annunciationof OHE supply fail or indicationPT (TYPE-I) fuse blown, suitablerelay
operatedthrougheachindicationPT shall be providedin the C&R panel.The burdenof the relay on
the PT shall not exceed2VA. The relay shall be of continuousduty tlpe and shouldnot get affected
on transientfluctuationsin voltage.
5.5.5 For annunciationof 240 V, single-phaseac auxiliary supply failure, tenderer.mayuse
suitablerelay operatedon the 240 V ac or use advancedtype annunciationwith built in featureto
monitorthe same.Tenderermay clearlyspecifythis in his offer.
5.6
Provisionshall be made for alarm and supervisionof 1l0 V dc supply to various control, alarm and
indicationcircuits. 110 V dc supply to control and relay panel is madeavailablefrom I lOV battery
charger/batteriesthrough distribution panel provided in the control room, to generally feed
following separatecircuits:
l) Control circuit for H.V breakerof tractiontransforrner
2) Control circuit for L.V. breakerof tractiontransforrner
3) Control circuit for 25 kV feederbreakers.
4) Control circuit for interruptors
5) A commoncircuit for alarm and indicationpurposes.
Necessaryprovision for supervisionof dc supply to each of the above circuits shall be made by
using supervisionrelays.Ol failure of dc supplyto any circuit, an LED (providedindividuallyfor
eachof the circuits) and alarm, both operatedon 240 V, single-phaseAC supply, shall come up. A
push button, in series with each supervision circuit, shall be provided by the side of the
