GBNERAL SCHBME OF TRACTION POWER SUPPLY SYSTEM

2.1.1 Power is receivedfrom the grid network of the supply authoritiesat 220 kVll32 kVlll}
kY166kV, at traction substations(TSS).25kV power supply for traction is drawn througha singlephasestepdown traction transformer.The primary winding of this transformeris connectedto any
two phasesof the incomingthreephaselines and on the secondaryside,eitherof the two terminals
of the 25 kV winding is connectedto the traction overheadequipment(OHE), while the other is
solidly earthedand connectedto the runningtractionrails.
2.1.2 Eachtransformerhas its associated
circuit breakerson the primary and secondarysides,with
a separateset of 25 kV circuit breakerscalled "FeederCircuit Breakers" for feeding the traction
OHE lines.
2.1.3 AdjacentTSS are fed from differentphasesof the three-phasesystemin rotation.Neutral
sectionsin front of sectioningand parallelingpost (SP) are provided in the 25 kV OHE for
segregating
the differentphases.In betweenthe TSS and SP, sub-sectioningand parallelingposts
(SSP)are providedfor parallelingthe UP and DN line OHE and also for sectionalizingand fault
localization.The attacheddrawingNo. ETIIPSUT02-1at Annexure-Eshowsthe generalschemefor
tractionpowersupplysystem.
2.1.4 The supply to the OHE can be switchedON/OFF through interrupterswhich do not open
automaticallyon fault, but can be closed on to a fault. The fault is clearedby the feedercircuit
breakerprovidedat the traction substation.
2.1.5 Normally power supplyfrom a TSS extendsupto the SP on eitherside of the substation,
but
in caseof an emergencynecessitatingtotal shutdown of the substation,power supply from adjacent
TSS on eithersideof the failed substationcanbe extendedupto the failed substationby closingthe
bridginginterruptersat the two SPs.Also undercertainemergencyconditionsthe power supplycan
be extendedbeyondthe failed TSS up to the next SPthroughfeederCB's of adjoiningTSS.
2.1.6 If any other different traction supply affangementis adopteddue to specialrequirements
(e.g.morethantwo transformerbays,paralleloperationof transformersat TSS etc.)then sameshall
be advisedby the purchaser.
2.2

NATURB OF TRACTION LOAD AND FAULTS ON THE OHE SYSTEM.

2.2.1 The tractionload is a frequentlyand rapidly varying one betweenno load and overload.The
TSS equipmentare subjectto number of earth faults/shortcircuits. The magnitudeof fault current
may generallyvary between40% and 100%of the deadshort-circuit value.
However
at
timesthe fault currentmay be much lesse.g. in caseof bird faults,arcingfaults orbond openearth
faults etc. which shall fall under the categoryof high impedanceearth faults. The details of the
protectionrelays& schemearegiven in Para7.1 to 7.4.
2.2.2 The AC electricrolling stock is fitted, for conversionof ac to dc, with single-phase
bridgeconnectedsilicon rectifiers with smoothingreactorfor feedingthe dc traction motors.The rectifiers
introduceharmoniccurrentsin the 25 kV Power supply.On few locomotives'thereare controlled
asymmetricalthyristor bridge and GTO Pulse width modulation devices, in place of silicon
rectifiers.Typical percentages

5-l-t The C&R panel shall conform to IP 52 classto avoid ingressof vermin, insects,rats and
dustand suitablefor use in tropical humid climate.
5-l -9 All control and supply cableswill be laid in a distribution trench running underthe control

5.1.10 The sheetsteelas well as other steelworks shall be properlytreatedand then an undercoat
suitableto serveas baseand binder for the finishing coat ittutt be applied. The exterior and base
frame of the panel shall be coated with industrially acceptedSiemens gray shade and interior
surfacesof the panelsshall be epoxy powder coatedof white color followed Uy u 200 degreebake
ovening. The finish shall be virtually scratchproofwith all metal surfacescoated to a uniform
dricknesson the powder coat line.

5.1-12 Thereshall be provision for power down mode for the systemwhen the substationis not
being manned. In this case all the protection elementsshall function as usual but the alarm,

5.1.13 All the protectionmodules,dc and ac supplies,equipmentin switch yardltraction
substation,annunciationwindows and other peripheralequipment,-measuring
instrumentsrequiredfor
the control panel shall be hard wired to form a control and relay pinel. For all the external
connections
thereshallbe terminalblocksfor terminatingthe connections.
5.1.14 A local/remotechange-overswitch shall be providedfor eachremotecontrolledapparatus
viz. circuit breaker/interrupterfor changingover the control from local to remote and vice
versa.
The tripping initiated by the protective relays shall however trip the circuit breakers
directly
irrespective
of the positionof the changeoverswitch.
5'1.15 EachCB/interruptershall be controlledby 3 position(trip- neutral-close)controlswitches
laving springreturn to neutral.featureand pistol grip handle uiong with 2 NO contactseachfor trip
& close commands.
5.1.16 An indicativelist of the equipmentto be providedon the control panelsis at Annexure-D.
Any additional equipment needed for satisfactorily working and adequateprotection
for TSS
equipmentwhich is not coveredin annexure-Dshallalsoto be provided.

5.2

TERMINATION FOR THE PURPOSE OF INTERFACING OF C& R PANEL WITH


SCADA
The successfultenderer shall provide necessarywiring and terminal blocks in control and relay
panelfor inter connectionwith the SCADA RTU as mentionedbelow.
5.2.1 TELECOMMANDS FROM RCC
The traction sub- stations shall be un-attendedtype and the control of all circuit breakers,

The power transformersshall be provided with single phase240 V , 50 Hz ac operatedblower fans
for forced cooling which start automatically,in the event of winding temperatureof transformer

7.I.4.2EARTH. LEAKAGE PROTECTION
Protectionagainst internal earth faults within the transformershall be provided by means
of a
sensitive,high speed,earth-leakageinstantaneousrelay of very low pick up current. Such relays
shall be providedseparatelyof both the prim ary and,secondaryriO.r of ttt. transformer.The
current
setting for this relay shall be adjustablebetween 5Yo and 40% of 5 Amps in step of l%.
The
operatingtime of the relay shallnot exceed1.5cycle for currentof 5 timestire relay setting.
7.I.4.3 OVER-CURRENT PROTECTION
Protectionagainstover current shall be provided by meansof single-pole,non-directional
overcurrent relay with inverse definite minimum time lag characteristiciUoth on the primary
and the
secondarysidesof the transformer.Further,an additionalinstantaneousover-currentrelay
shall be
providedon the primary side.The over-currentrelay on the secondaryside shallalso
serveas backup protectionagainstfaults in the 25 kv overheadequipmentand uiro uguinstbus faults, etc.

7.I.4.4 OVBRLOAD PROTECTION FOR TRANSFORMBR


Tractiontransformeris generallydesignedto handlethe over load of 150% for 15 minutesand
200%for 5 minuteprovided that two consecutiveover loadsoccur only after an intervalof at least3
hours.The aboveIDMT curve with 3secat 10 tirnesof currentsettingdo not permit full utilization
of the over load capacity of traction transforrners.To utilize the samethe relay manufacturershall
design& develop the suitable over load protection using the two stagedefinite time OCR in the
numericalrelays for the transformerwhich shouldprovide protectionagainstover loading defined
asper transformerover load operatingcycle (refer latestRDSO specificationof tractiontransformer
& transformer manufacturers data sheets).The detailed characteristics,setting parameterand
calculationsshallbe submittedto RDSO at the time of design/ drawingsapproval.
7.I.4.5 INTER TRIPPING RELAY
The differentialand earthleakagerelays (both on the primary and secondarysides)alongwith overcurrent relays on primary side shall cause inter-tripping of the HV and LV circuit breakers
associatedwith the transformer.The inter-trippingof the associatedtransformercircuit breakerson
HV andLV sidesshallalso be effecteddueto otherfaultsin the transformer,namelyBuchholztrip,
excessivewinding temperatureand excessiveoil temperaturetrip. The IDMT over-currentrelay on
the secondaryside shall, however, trip the respectivecircuit breakeron LV side only. The intertripping of associatedtransformercircuit breakersenvisagedabove shall be effectedthrougha high
speedtripping relay with hand resetcontacts.Suchinter-trippingrelay shall lock out the closingof
circuit breakersfrom all modesof closingcommandsviz. remotecontrol,local controlat the panel
and also at the circuit breakermechanism,until the inter-trip relay or the lock out relay (if provided
separately),
is resetmanually.The intertriprelay shall be a voltage-operated
electromagnetic
relay
with an operatingtime of the relaynot exceeding10ms.
7.I.4.6OTHER PROTECTIVE DEVICES
The transformersas supplied by the purchaser shall be fitted with the following additional

7.2

SCHEMB OF PROTECTION FOR 25 KV OVERHEAD EQUIPMENT

The overheadequipmentsare protectedagainstshort circuits/earthfaults and over-loadsby means


of feedercircuit breakers.Normally the trackson one sideof the substationshallbe fed throughone
feedercircuit breaker.In caseof defecton one feeder,the other feedercircuit breakeris arrangedto
feedtracks on both sidesof the sub-station. For detailsof the feederprotectionrefer to the RDSO
specificationsas mentioned in clause No. 6.1. The manufacturerof C&R panel as per this
specificationshall study theseRDSO specificationsin orderto successfullyintegratethe complete

steps of '0.01. This protection function shall work in conjunction with a timer to enablethe

persistenceof fault. In other words, the breakerwill not be reclosedsecondtime by the
auto-reclosedevice had the sarle tripped on fault again within the reclaim time after its
first reclosureon the auto-reclosesystem.

Relayback-up

An arrangement,which providesan additional,relay using the sameor different principle


of operationfrom that of the main relay.

Remoteback-up

An arrangementat the next stationin the direction towards the sourcewhich trips after a
delayedtime if the CB in the faulty sectionis not tripped.
