Abstract
This research has two objectives. First, to compare between Role of Villages' Chief of TonPao
municipality and Communities' Chairman of MaeJo Municipality and to compare the performance of
Villages' Chief of TonPao municipality and Communities' Chairman of MaeJo Municipality. The research
procedure was survey research on the qualitative methods of research. The results showed that The
Villages' Chief of TonPao has a different role to Communities' Chairman. The Villages' Chief of TonPao has
the authority from the regional administration law Act 1914 A.D. Its empowers the regime and the
authority to maintain and preserve the peace. Criminal Procedure Law makes villages chief of TonPao to
be an officer who has power to arrest and repression. Difference to Communities' Chairman referred the
power on regulations MaeJo Municipality "Communities' Chairman and the municipality's" 2010 A.D. to
carry on the theme of Communities' Chairman including the administration and public order, field of
social welfare and Health, development and education. The differences in the hierarchy of command
between villages' chief of TonPao municipality and communities' chairman of MaeJo municipality would
result in operational procedures are different. Villages' Chief will be coordinated with the information
from the Chef District officer who has the public policy of the government to act directly in the area.
Unlike Communities' Chairman that has been coordinated by the President of the MaeJo Municipality's in
matters of policy, the implementation of the municipality's. In terms of the sources of the government,
the villages chief has a duty to report incidents to the Chef District officer. Its different from
Communities' Chairman has a duty to report the situation and events for the President of the MaeJo
Municipality's. The role of assistance officer by villages chief of TonPao can be their own by law and he
has a duty to facilitate the officials to work in the area. Its different from Communities' Chairman to assist
the officer. Authorized must be requested by the police officer first. Therefore Communities' Chairman is
no power of arrest but he has a role to request the police to maintain peace and order in the
community. In conclusion, the role of the Villages Chief of TonPao focuses on the authority to govern
and help local people. He is a legal officer who has the authority to maintain peace in the village area.
But the role of Communities' Chairman is focus on community development by acting as a representative
of the President of the MaeJo Municipality's. He has a duty to recognize needs in the fields of
infrastructure development. As well as creating the social welfare of the community.
