Alarming Rate of

Extra Judicial Killing


Threatens the Human Security in
Bangladesh

Indiscriminate extra judicial killing to demolish the opposition party has been
regular routine task of incumbent government of Bangladesh .Extrajudicial killing is
an arbitrary or unlawful deprivation of life and simply a murder. Bangladesh has
earned notoriety in carrying out extrajudicial killings. The rights to life and personal
liberty are under threat in Bangladesh, despite the fact that they are guaranteed by
the Constitution of the Peoples Republic of Bangladesh. Article 32 says: no person
shall be deprived of life or personal liberty, save in accordance with law. According
to the International Covenant on Civil and Political Rights adopted in 1966 and
ratified by Bangladesh in 2000, every human being has the inherent right to life.
The Covenant also says: this right shall be protected by law. No one shall be
arbitrarily deprived of his life. Different terminologies have been used by the law
enforcement agencies to distract from extrajudicial killings; such as, deaths during
cross-fire, encounter , gunfight etc.
According to UN General Comment No 35: States parties have the duty to take
appropriate measures to protect the right to liberty of person against deprivations
by third parties. States parties must protect individuals against abduction or
detention by individual criminals or irregular groups, including armed or terrorist
groups, operating within their territory. They must also protect individuals against
wrongful deprivation of liberty by lawful organizations, such as employers, schools
and hospitals. States parties should do their utmost to take appropriate measures
to protect individuals against deprivations of liberty by the action of other States
within their territory. According to Article 3 0f Universal Declaration of Human
Rights (UDHR) declared Everyone has the right to life, liberty and security of
person.
According to Odhikar after a controversial election of 5th January 2015 about 172
people has been extra judicially killed by law enforcement agencies. Among them
29 killed by RAB, 119 people killed by Police and 11 people killed by joint forces.
119 gunfight or crossfire incident happened among them 23 occurred by RAB and
83 occurred by Police.
From 4th January 2015 to till now 45 people has been died and 1050 injured and
around 125000 people has been arrested. To stop the movement government has
taken the way of killing mission and 11 people has been extra judicially killed
whose address has been mentioned in the bellow.

1. Emdad Ullah

On 31 January 2015, a team of police with leadership OC Salah Uddin of Mirpur


Model Thana arrested Emdad Ullah from in front of his resident area at
7.00pm. In the late night he was shot dead by police at Mirpur bribed area in
the city early on Sunday. He was first year student of Statistics in Dhaka College.
He was president of ward-93 of Islamic Chaitra Shabbier in Dhaka City. He was also
member applicant of Shabbier. Emdad Ullah son of MD Jamal Uddin is hailed from
baniarpara under Jamalpur Thana in Jamalpur District.

2. Imrul Qayes

On January 19, 2015, A Narail Jamaat-e-Islamic leader was killed in a in the


name of gunfight with Detective Branch (DB) of police at Motijheel in the
capital. The dead, Imrul Qayes, 35, was the ward-1 councillor of Narail
municipality and also the president of the Jamaat ward unit. He was shot
nine times and each bullet pierced through the body, said Dhaka Medical
College morgue sources after the autopsy. Imrul's family sources alleged
that detectives had picked up the Jamaat leader from his relatives a house
at Wari. Father of a four-year-old daughter, Imrul had been practicing law in
the capital, said a relative.

3. Nurul Islam Shahin

Nurul Islam Shahin, 45, was also a Professor of Islamic Studies at Islamia
College and owner of Padma off-sheet printing press has been killed in
Rajshahi. He was an activist of the Jamaat e Islamic and president of partys
ward no 30. Detective Branch police picked up him from his press around
9pm on Tuesday January 27 2015. Nurul Islam Shahin is survived by his
wife and two children. His elder son is aged 10, and younger son is a 1 year
old infant.

4. Sakibul Islam

Sakibul Islam son of Maolana Osmanul Hoque had died at Dhaka Appollo Hospital at
3.00 am night during treatment on January 28, 2015 .He was seriously injured due
to torture by police on 20 January 2015 at 9.00pm at in front of Kodomtoly Filling
station in Chittagong city. He was first year student of Political Science from
Chittagong University .He was ward secretary of Bangladesh Islamic Chhatra shibir.
He is from GM Sikdar Para Potibila under Lohagara upazilla of Chittagong District.

5. Asadullah Tuhin

Asadullah Tuhin son of Enamul Hoque has been arrested by RAB from
dining table when he was taking dinner with his parents. They have severely
tortured him an in front of his parents. Then he was taken to RAB-5
Headquarter. After that he was killed by RAB but they have make drama in
the name of killed after being hit by a speeding truck in Chapainawabganj
on January 27, 2015. He was an HSC student at City College and president
of the college unit Shabbier. He is from Charmohan of Chakpara under
Chapainawabganj Upazilla. Kamruzzaman. Dr Shafiqul Islam, residential
medical officer at the hospital, said Tuhin was brought dead to the hospital.
There were several injury marks on his body, said the physician.

6. Yunus Jamal Jony

On 20 January 2015 The General Secretary of Khilgaon Thana Chaitra Dal


Younos Jamal Jony was killed in the name of gunfight with DB Police at 4.00
late night of Monday. He has been shoot 15 bullet by DB police.

7. Jisan Ahmed

On 22 January 2015, Jisan Ahmed, 26, son of late Abu Bakar from Laxmipur
Sadar upazila was killed in the name of gunfight with members of Rapid
Action Battalion (Rab) in Daudkandi upazila of Comilla. He was ex
Jatiyatabadi Chaitra Dal President. RAB claimed that he is an alleged criminal

8. Motiur Rahman

On 16 January 2015, Motiur Rahman was shot dead during a gunfight with
law enforcers in Chapainawabganj. He is a union-level leader of pro-BNP
Jatiyatabadi Chhatra Dal. He was a student of Kansat Soleyman Ali Degree
College and the vice-president of JCD's Shyampur union

9. Rakib Hasan and Raihan Ali

On 5th January 2015, two students were shot dead

by police in a clash

and 15 others were injured activist Jatiyatbadi Chaitra Dal. The deceased
were Rakib Hossain, 20, and Raihan Ali Rana, 20, both students of Natore
NS Govt College.

Mojiruddin

On 5 January 2015,

some 25 people were injured when BNP activists clashed with law enforcers
at Baneswar Bazar of Puthia upazila of

Rajshahi

district was the BNP ward

unit vice-president of Maria union in Charghat upazila. He died on the spot


around 4:30pm after being shot in the head, said Alamgir Kabir,
These are recent examples of grave extra-judicial killings by government
forces during opposition alliances continuous blockade all around
Bangladesh demanding right to free movement, assemblies and a
participatory election through a caretaker government which are constantly
denied by current govt. of Awami League. This government, which came into
power through a most controversial election held on 5th January, 2014 has

been denying every sort of fundamental right to opposition activists. We


urge that, national and international human rights organizations will take
stern initiative to make the government bound holding immediate measures
to stop these inhumane extra judicial killing and to improve the deteriorated
human rights situation of the country.
