Gurakuqi is a public institution of higher education. It started its academic and
scientific activity as an Educational Institution on 2 September 1957 under the
Decree of Council of Ministers no. 150 dated 18. 04. 1957 and by virtue of the
Decision of Council of Ministers no. 167 dated 28. 05. 1991 it acquired the status of
University. It currently has 6 Faculties with 24 study programs in the first cycle of
studies and 22 programs of study in the second cycle, of which 16 are First Level
Master in Teaching for the high cycle of primary and secondary education and 6 are
Second Level Diplomas. One of the Faculties is the Faculty of Law, which together
with the Law Department administer the study program of Law that initiated its
activity in the academic year 1992-1993.

3 INFORMATION ON THE LEVEL OF STUDIES

3.1. Qualification level/cycle of studies: First cycle of studies which is completed with
the First Level Diploma.
3.2 Official duration of the program/study cycle: three years, 180 ECTS
3.3. Requirements for admission to the specific study program: Everyone who has
successfully completed State Matura (whose exams are conducted after the completion
of 12-13 years of general education) shall be held admissible to the specific study
program. Those who have completed other equivalent qualifications shall be entitled
to attend the study program in question.
4 INFORMATION ON CURRICULUM FOLLOWED AND RESULTS ACHIEVED
4.1. Mode of studies: full time
4.2. Program requirements: To acquire the First level Diploma (DNP) in the study
program of Law the student should have acquired: 37 ECTS-in disciplines of
general (basic) formation; 101 ECTS in disciplines of characterizing formation; 20
ECTS in formative and/or integrative disciplines similar to the characterizing
disciplines; 15 ECTS in formative disciplines chosen by the students among those
offered by the institution; 2 ECTS- in formative activities for knowledge of foreign
language, IT skills, practices or internships.

4.4 Scheme/Evaluation system and distribution of grades in the passing range:

The evaluation system is tested by grades, where 10 is the highest grade and 5 is the
lowest passing grade. The grade 4 is not passing. For ease of equivalence, the grade
ECTS scale is used, specifically: 10 and 9- A (excellent), 8- B (very good), 7 C (good),
6 D (satisfactory), 5- E (fair).

INFORMATION ON THE NATIONAL HIGHER EDUCATION SYSTEM

Higher education system in the Republic of Albania: Since 2003 the Albanian Institutions
of Higher Education have been subject to a deep reform, with the view of meeting the
objectives of Bologna process. The higher education system in the Republic of
Albania is regulated by Law no. 9741, dated 21.05.2007 On Higher Education in the
Republic of Albania.
The university system is organized in three cycles: First Level Diploma (FLD) is the
academic title awarded after finishing a qualification of the first cycle, which gives the
students a possibility to pass to the second cycle. Second Level Diploma (SLD) is the
academic title awarded after finishing a qualification of the second cycle which gives
to students a possibility to pass to the third cycle or PhD studies.
Apart from the diplomas issued as per the cycles of Bologna model, the system also
offers other relevant diplomas within the second and third cycle.
First cycle. Undergraduate studies which consist of only First Level Diploma
programs, aim to provide students basic knowledge on the general scientific methods
and principles, as well as specific skills in a wide range of professions and specialties.
The common criteria of admission is State Matura, whose tests are taken after
finishing 12-13 years of general education or other equivalent qualifications. The
program of First Level Diploma has a normal duration of 3 years. The First Level
Diploma (FLD), first cycle or Bachelor level under Bologna process is awarded to
students after they have acquired 180 points of credits (ECTS). FLD gives access to
the labor market, civil service or regulated professions. It also gives access to second
level programs.

Second cycle. Post-graduate exams include:

A) Second Level Diploma (SLD)
B) First Level Master (FLM)
a

Second Level Diploma which provides in depth theoretical and practical knowledge for
exercising an activity in a specific field, as well as training for independent research in
a certain field. The criterion to be admitted to this qualification in the Albanian
system is to hold a FLD (First level Diploma) or an equivalent diploma. Furthermore,
any Higher Education Institution for different qualification programs can place its
own specific admission requirements. These qualifications are accomplished with 120
credits and their normal duration is 2 years. After fulfilling the curriculas
requirements of the second cycle of qualification and defending diploma thesis, it is
awarded academic title of Second Level Diploma (SLD), the academic title at the level
of Master of Bologna System. A specific number of the second cycle programs,
respectively those leading to regulated professions under the sectorial EU directives
(such as in dentistry, medicine, pharmacy, veterinary ect) are defined as second level
integrated programs. They differ from SLD as they have the following
characteristics: the criterion to be admitted to these programs is State Matura in the
Albanian system or any other equivalent diploma. The curriculum consists of a cycle
lasting for 5-6 years and a total number of credits varying from 300 to 360 ECTS. All
SLD-s enable the passage to the labor market, access to civil services and/or regulated
professions. It further provides access to PhD programs and other third cycle
programs.

b First level Master (FLM) offers the FLD graduates a further professional education and
training. The criterion to be admitted at FLM is to hold a FLD diploma or another
foreign equivalent diploma.
The admission can be also subject to additional criteria placed by the Higher
Educational Institution itself. The study programs of First Level Master are
accomplished by 60 credits and their normal duration is one year. FLM does not give
the right to continue the PhD qualification and not even other third cycle
qualifications.

Cycle. It consists of three types of study programs

Second Level Master (SLM) programs

Doctorate/PhD studies are programs of studies of the third cycle with a fully academic
character and focused on the scientific research and independent creative activities.
They foresee the use of appropriate teaching methodologies such as advanced
technologies, periods of study abroad, internships at specialized research centers.
The admission criterion is to hold a SLD or another foreign equivalent diploma; the
admission is done through competition. The regular duration is at least 3 years and
also includes 60 credits for organized studies. Only the candidates who have SLM
shall not be obliged to accumulate 60 credits of organized theoretical studies. They

should present the PhD thesis once they have met other requirements. By the end of
PhD study program, after defending the dissertation thesis, it is issued the diploma for
scientific degree Doctor (Dr).
d Long term specialization qualifications. These are third cycle study programs,
professionally oriented, which provide knowledge and skills for specific professions
required for the exercise of highly qualified professions such as in the fields of
medicine, dentistry, veterinary, law etc. They include theoretical studies combined
with practical applications and professional trainings in various contexts.

Admission criterion is to hold a SLD or another foreign equivalent diploma.

The admission to long term specialization courses is done through competitions,
their duration is 2 4 years and the student should accumulate 120 to 240 credits. At
the end of the long term specialization it is issued the diploma with the title
Specialist for medical profiles or Magister for the profiles of political, legal and
social sciences, followed by the field of specialty completed.

Second Level Master (SLM) study programs offer to the graduates a SLD/SLID or
another foreign equivalent diploma, a higher level of scientific or professional
education and training.
The Higher Education Institutions (HEI) can also place other admission criteria in
these qualifications.
SLM has not less than 60 credits and its duration is not less than one year by the end
of which is awarded Second Level Master (SLM) diploma.
Credit Systems, ECTS. The programs are structured by ECTS credits. A university
credit ECTS corresponds to 25 hrs of work for the student ( also including the time for
individual study). The annual workload of a full-time student is conventionally set at
60 credits.
