The Open University of Tanzania (OUT) is a public University, established by the Act of
Parliament No 17 of 1992. Since 1st January, 2007, the University has been operating under
the OUT Charter Inc. of 2007, which is in line with the Universities Act No. 7 of 2005. Its
stated mission is to continuously provide open and distance education, research, and public
services for sustainable and equitable socio-economic development of Tanzania in particular,
and the rest of Africa. The Open University of Tanzania operates through its temporary
headquarters in Kinondoni, Dar es Salaam and its 27 regional centres in each region of
Tanzania Mainland and two coordination centres in Zanzibar and Pemba Islands.

The qualifications and duties for each of the positions above are described below:
A.

TUTORIAL ASSISTANT (PUTS 1.1)

Qualifications: The candidate should possess a good Bachelors Degree (3.7 GPA or above)
in the relevant discipline or possess equivalent professional qualifications. The candidate
must be computer literate, capable of using ICT to enhance teaching and learning.
Duties:
Write scripts for radio broadcasts, video and audio cassettes, various reports and
papers.
Supplement existing study materials.
Edit, review and translate course materials.
Assist senior staff in preparing content for e-Learning for the ELMS.
Provide support materials, guidance and counseling and other services to students.
Maintain students records correspondence and other communications.
Help in general academic administration as will be required by seniors.
Perform any other related duties as may be assigned by his/her supervisor, The
Faculty Dean or the Director of an Institute and/or the Deputy Vice Chancellor
(Academic) from time to time.
NB. Age limit: Not above 45 years.

B.

ASSISTANT LECTURER (PUTS 2.1)

Qualifications: The candidate should possess a good Masters Degree (B+ or above GPA 3.8
- 3.6) in the relevant discipline or possess equivalent professional qualifications, a GPA of
3.8 and above at undergraduate level.
Duties:
As a Tutorial Assistant with added responsibilities, the candidate will be required to:
Write new study materials, scripts for radio broadcast, video and audio cassettes,
various reports and papers.
Adopt and/or supplement existing materials.
Liaise with course writers, editors, reviewers, producers, artists, coordinators and
other members of the course team.
Revise course materials and audio programmes.
Conduct public lectures, tutor and lead academic discussions.
Set and mark course assignments and/or tests, examinations supervision of field work,
practicals and all other related academic activities.
Encourage and motivate students to improve academic performance.
Help identify and set up local study groups.
Conduct research and disseminate research findings.
NB. Age limit: Not above 45 years.

C.

LECTURER (PUTS 2.5)

Qualifications: The candidate should be a PhD holder in the relevant field or possess
equivalent professional qualifications. Relevant publications shall be considered for a non
PhD holder. The candidate must be computer literate, capable of using ICT to enhance
teaching and learning.
Duties:
As an Assistant Lecturer with added responsibilities, the candidate will be required to:
Conduct face to face lecture sessions and lead seminars.
Undertake individual research and participate in bigger multi-disciplinary research
projects.
Prepare manuals and case studies for training.
Provide close supervision and guidance to undergraduate and postgraduate students.
Manage undergraduate programmes.
Undertake consultancy projects.
NB. Age limit: Not above 45 years.

D.

SENIOR LECTURER (PUTS 3.1)

Qualifications: The candidate should be a PhD holder in the relevant field or possess
equivalent professional qualifications. Relevant publications shall be considered for a non
PhD holder. The candidate must be computer literate, capable of using ICT to enhance
teaching and learning.

Duties:
As an Assistant Lecturer with added responsibilities, the candidate will be required to:

Teach face to face courses and lead seminars.

Undertake individual research and participate in bigger multi-disciplinary research


Projects.

Prepare manuals and case studies for training.

Provide close supervision and guidance to students.

Manage undergraduate programmes.

Undertake consultancy projects.


NB. Age limit: Not above 45 years.

E. PROFESSOR

(PUTS 6.1)

Qualifications: The Candidate should have at least three years of professional work as an
Associate Professor with extensive teaching and research experience. In addition, one must
have published study materials whose weighing totals eight points (for course units) on one
good book with one course unit. For an Associate Research Professor, Candidates should
have eight course units or sixteen points or two books and two course units since last
promotion.

Duties:

Initiate new programmes, supervise postgraduate students, offer consultancy, and write
papers that would advance the frontiers of knowledge.
Formulate academic policies; provide technical assistance to University organs.
Should demonstrate the ability to lead an Institute, Faculty, or Department and be able
to manage major research projects.
Prepare and publish manuals or textbooks in related fields. A Professor is also expected
to deliver a Professional Inaugural lecture within two years of promotion. A professor
should demonstrate the ability to provide highest leadership in a discipline/
/research/supervision.
Conduct formal training in specific multidisciplinary University projects. Conduct
public lectures, tutor and lead Academic discussions.
Provide personal guidance and advice to clients in the field; undertake large
consultancy projects.
Provide guidance to staff; provide close supervision and guidance to students, Manage
undergraduate programmes. Teach face to face courses and lead seminars; Prepare
manuals and case studies for training.
Identify and set up local study groups, conduct research and disseminate research
findings.
Write new study materials, scripts for radio broadcast, video and audio cassettes,
various reports and papers.
Liaise with course writers, editors, reviewers, producers, artists, coordinators and other
members of the course team.
Set and mark course assignments and/or tests & examinations, supervise field work,

F. SENIOR PLANNING OFFICER (PGSS 15-16)


Qualifications: The candidate should possess a good Masters Degree (B+ or above GPA
3.8 - 3.6) in Economics, Educational Planning, Engineering Management, Statistics or any
other relevant field or possess equivalent professional qualifications. The candidate should
have attained a GPA of 3.8 and above at undergraduate level, have at least five years
working experience in a similar position and must be computer literate.
Duties:
Formulate and co-ordinate corporate plans and strategies based upon priorities for
resource allocation to various functional programmes.
Co-ordinate the preparation of recurrent and capital development budgets and prepare
mid-term cost adjustments.
Co-ordinate studies on institutional research.
Participate in educational and administrative efficiency studies.
Prepare a working manual for the Planning Unit/Department.
Assist in managing the general planning section of the planning Unit.
Perform any other related duties as may be assigned by his/her supervisor.

G. PRINCIPAL SUPPLIES OFFICER I (PGSS 19-20)


Qualifications: The Candidate should be a holder of CSP (T), CPSP (T), IPS (UK) or possess
equivalent qualifications from a recognized institution with at least nine years working
experience in a similar position. Must be registered by the National Board of Materials
Management (NBMM) as an Authorized Stock Verifier/Supplies Officer. Must be computer
literate. Masters Degree/Postgraduate Diploma will be an added advantage.
Duties
Chief advisor to the University Management on all matters pertaining to purchases
and supplies of goods.
In charge of the warehouse.
Responsible for staff training in the Supplies Department.
Develop Materials Management Policy including the sourcing policy.
Plan and control inventories.
Review policies pertaining to materials management.
Co-ordinate purchases and supplies, control service to ensure that investment in stock
and subsequent distribution of stock to departments, directorates, Regional Centers,
storage etc, guarantee the highest return.
Supervise and coordinate the optimum purchase of equipments and materials required
by the University.
Carry out inspection and advises on the disposal of obsolete items/goods.

H.

PRINCIPAL COMPUTER TECHNICIAN II (PUSS 7.1)

Qualifications: The Candidate should be a holder of Form IV/VI Certificate plus Full
Technician Certificate (FTC) or Diploma in Computer Science/Technology or possess
equivalent qualifications, from a recognized institution with relevant working experience of
at least nine years in a similar position.
Duties
Liaise with staff on matters pertaining to the smooth operation of students practical,
Research and Consultancy activities in the respective laboratory or workshop.
Advice on hardware upgrade as the need arises.
Responsible for the purchase and control of laboratory/workshop materials.
Advice on laboratory/workshop practical, research and consultancies related to the
respective laboratory.
Plan, organize, co-ordinate and manage all workshop activities and maintenance of all
facilities in the respective laboratory/workshop.
Conduct routine repairs and regular equipment maintenance in the respective
laboratory/workshop.
Supervise computer operations, report hardware faults to maintenance engineers.
Responsible for students projects and practical research and consultancy tasks under
the supervision of the laboratory engineers/scientists and academic staff.
NB. Age limit: Not above 45 years.

I. SENIOR ACCOUNTANT (PGSS 15-16)


Qualifications: The Candidate should be a holder of CPA (T), ACCA, ACA, ICMA, /RIA or
possess equivalent professional qualifications, with 5 years working experience in a similar
position. Must be computer literate.
Duties:
Prepare monthly trial balances and bank reconciliation statements
Maintain debtors and creditors records.
Prepare financial statements.
Check accuracy of payment vouchers
Prepare various payment reports, schedules and lists of various expenditures.
Maintain vote book and various registers (e.g. debtors, imprest, creditors), etc.
Prepare and submit statutory and voluntary staff deductions as required by the
relevant legislation and /or contractual agreements.
Maintain students fees subsidiary ledger.
Perform any other related duties as may be assigned by his/her supervisor
NB. Age limit: Not above 45 years.
J. ACCOUNTANT II (PGSS 11-12)
Qualifications: The Candidate should be a holder of a First Degree/Advanced Diploma in
Accountancy e.g. B.Com (Accountancy), BBA (Accountancy), BA (Accountancy) or
professional Module C and D and must be computer literate.
Duties:
Prepare reports on various payments, expenditures and schedules

Maintain vote books and various registers (e.g. debtors, imprest, creditors), etc.
Prepare and submit statutory and voluntary staff deduction as required by the relevant
legislation and /or contractual agreements.
Maintain students fees subsidiary ledger.
Maintain full and accurate accounts records.
Maintain imprest retirement journal.
Prepare monthly staff imprest account balances.
Perform any other related duties as may be assigned by his/her supervisor.

K. PERSONAL SECRETARY II (PGSS 10-11) - TWO (2) POSITIONS
Qualifications: The candidate should be a holder of National Form IV/VI Certificate with
credit passes in English and Kiswahili or possess a Foundation course certificate plus a
Diploma in secretarial studies from The Tanzania Public Service College or any other
recognized Institution, with at least four years working experience in a similar post.
Shorthand/Hatimkato 100/120 w.p.m and 50 w.p.m typing, tabulation and manuscript stage
III. Must be computer literate in Microsoft office, Internet, E-mail and Publisher.
Duties:
Type confidential and non confidential documents.
Ensure expedient, accurate and clean execution of duties
Facilitate travel for senior officers and other officers within the Unit
Prepare meetings and record Proceedings.
Supervise and guide junior secretaries
Attend telephone calls and keep appointments.
Type all general correspondence and non-confidential matters.
Type letters, minutes, notices, bulletins, circulars, etc
Perform any other related duties as may be assigned by the supervisor.
NB. Age limit: Not above 45 years.
L. OFFICE MANAGEMENT SECRETARY II PGSS 14
Qualifications: The candidate should be a holder of National Form IV/VI Certificate or
possess a Foundation Course Certificate with passes in English and Kiswahili plus a Diploma
in Secretarial Services with passes in shorthand in English or Swahili of 100/120 w.p.m. The
candidate should possess a Certificate of Management Development for Executive Assistants
Level I, from The Tanzania Public Service College or any other recognized institution. Must
be computer literate in Microsoft Office, Internet and Publisher with relevant working
experience of not less than Seven years in a similar position.
Duties

Co-ordinate all office requirements.


Receive and distribute letters to respective officials.
Receive and directs visitors.
Maintain proper meeting records.
Facilitate and attend meetings where necessary and write minutes.
Receive telephone calls and take messages.
Maintain a diary of appointments.
Prepare notice of absence for the Head of Department.
Convey directives from the Head of Department to staff.

Take proper care of all office equipment under his/her charge and ensure that they are
used for official purposes only.
File documents in relevant files.
