MUNICIPAL ORDINANCE NO. 06-2014

ESTABLISHING AN INCENTIVES PROGRAM FOR POOR STUDENTS OF


GUINOBATAN TO BE KNOWN AS THE LGU GUINOBATAN EDUCATIONAL
INCENTIVES PROGRAM (LGU-GEIP).

Be it ordained by the Sangguniang Bayan of Guinobatan, Albay,


in session assembled that:
SECTION 1. Title: There is hereby created an Incentives Program for
poor students residing within the municipality who are enrolled or intend to
enrol in schools within the province to be known as LGU Guinobatan
Educational Incentives Program (LGU-GEIP).
SECTION 2. Declaration of Policy and Principle: It shall be the
duty of Local Government of Guinobatan to promote equitable, affordable
and accessible educational opportunities to poor students and help them
pursue their higher education by providing or augmenting heir school
expenses through scholarship grants or incentives.
SECTION 3. DEFINITION OF TERMS: The following terms shall be
interpreted in the light of the following definitions:
a. Poor Students- Students coming from the families whose family
members combined income per annum is not more than PhP
100,000.00.
SECTION 4. QUALIFICATIONS: All interested applicants must possess
all the
qualifications and nothing of the disqualifications, to wit:
a. Bonafide residents of the municipality of Guinobatan, Albay.

b. Must belong to families whose parents income does not exceed PhP
100,000.00 annually, regardless of the number of members in the
family.
c. Must be of good moral character.
d. For would-be college students (Higher School Graduate)d.1 Must have a General Weighted Average of at least 80% or
its equivalent during his/her fourth year in high school or
Grade 12.
e. For College Students
e.1 A regular students of any tertiary school in the Province of
Albay
e.2 Must have a General Weighted Average of at least 80% or
its equivalent with reference to the approved regular
academic load of his course per semester during his/her
previous year in college.
e.3 Must not have had a failing grade during his previous years
in college.
NOTE: Only one student per family shall be qualified to this incentives
program.
SECTION 5. DISQUALIFICATIONS: The following applicants are
disqualified to avail of this incentives program privilege:
a. Those members of any subversive organization and/or involve in
any subversive activity.
b. Those with failing grades in any of his/her subject or suffering
scholastic deficiency.
c. Those who failed to take a full load of the approved/prescribed
curriculum load of his/her course per semester.
d. Those students that have been involved in any of the following acts:
1. Falsification of Documents
2. Immorality
3. Drunkenness
4. Dishonesty
5. Discourtesy, or
6. Any form of misconduct.
e. Those convicted of any crime by court of justice or competent
administrative body.
f. Those students who may be guilty of other acts which may be
considered by the Local Government of Guinobatan or the
Department of Education or the Commission on Higher Education as
inimical to the interest of the government of the Philippines, and
those that adversely affect the integrity of the incentive program.
SECTION 6. PRIVILEGES: Under this incentives program, the
qualified students are entitled to the following privileges:
a. Direct payment of his/her tuition and matriculation fees and other
authorized school fees amounting to at most PhP 4,000.00 per
semester for every student who qualified for the incentive program.
SECTION 7. REQUIREMENTS: All applicants must submit the
following requirements not later than one month before the opening of
classes or enrolment:
7.1 For incoming College Students and College Students
a. Bio-data with 1x1 picture
b. Letter of Intent
c. Photocopy of Birth Certificate
d. Certificate of Good Moral Character

e. Certificate of Indigency specifying the Gross Annual Family

f. For College Students: Certificate of Grades for the
preceding semester duly signed by the school/college
registrar.
g. For would-be college students: Diploma, Form 137/138.

SECTION 8. TERMS AND CONDITION. Qualified grantees are
required to submit a copy of their grades after the semester to qualify for the
next semesters incentives program. Those who failed to finish the course
within the period prescribed by his curriculum load are hereby required to
indemnify the Local Government of Guinobatan of the amount they have
received by virtue of this incentives program. These terms and conditions are
included in the Incentives Program Contract that will be signed by the
qualified grantees prior to the release of their first incentives grant.
SECTION 9. AGENCIES/OFFICES INVOLVED: There is hereby created
a scholarship committee under the Office of the Mayor which shall primarily
supervise or undertake this program.

b. Functions. The committee shall have the following functions:
a. Convene before the opening of every semester on a date
determined by the chairman or on any occasion where meeting
is necessary.
b. Approve or disapprove application based on documents
submitted by the applicants.
c. Conduct interviews to the applicants when necessary.
d. Formulate the Incentives Program Contract to be signed by the
qualified student.
e. Terminate or cancel the privilege/incentive on grantees or
qualified applicants when reasonable.
f. Employ other means deemed necessary for effectivity and
efficiency of this program.
Any member of the committee who owns a tertiary school or whose
family members (by degree of consanguinity or affinity) own a tertiary school
is required to inhibit himself/herself from the selection of grantees.
SECTION 10. FUNDS: The Local Government Unit of Guinobatan shall
appropriate the amount of not less than PhP 1,200,000.00 for this program

annually which shall be taken from the General Fund under the Office of the
Mayor. The scholarship committee is also empowered to generate additional
budget for this program.
SECTION 11. REPEALING CLAUSE: Any ordinance or resolution
previously enacted by the Sangguniang Bayan of this municipality, found
inconsistent thereof, in part or in whole, is hereby modified or repealed
accordingly.
SECTION 12. EFFECTIVITY. This ordinance shall take effect upon its
approval.
