ACHIEVEMENTS
Additional Secretary, Disaster Management and Relief Division (DMRD) briefed on CDMP
On 4th May, Mr. Md. Mushfiqur Rahman, Additional Secretary, Disaster Management and Relief Division, Ministry of Food and
Disaster Management (MoFDM) visited the CDMP office. The main purpose of this visit was to be briefed on the achievement of
Phase I of CDMP and the Expectations/Work Plan for CDMP Phase II. Dr. M Aminul Islam, Assistant Country Director, Climate
Change, Environment and Disaster Management, UNDP was also present. The professionals from CDMP presented the
achievements, lessons learnt from Phase I, and the future scope of work during Phase II. Among the issues discussed were the
1) appointment of National Project Director for Phase II, 2) Approval of CDMP Phase II from the Planning Commission, and 3)
Issues and concerns in relation to capacity building and institutionalization. The Additional Secretary expressed satisfaction on
the progress and informed the professionals on the Ministrys continuing interest and commitment to achieve the desired
outcomes.

Draft CDMP I Project End Report Released


On 9th May the Draft CDMP I Project End Report was released for further inputs and feedback. The report extensively
documents the processes, strategies and results achieved against its five strategic focus areas, lessons learned and way
forward.

EVENTS (meeting, seminar, workshop)


Early Warning Dissemination through Cell Broadcast by December 2010
On 6th May, a meeting was held on Early Warning Dissemination to people and communities at risk through Cell Broadcast
System (CBS). The meeting was chaired by the ICT Focal Point of MoFDM, Mr. Md. Mushfiqur Rahman, Additional Secretary,
Disaster Management and Relief Division. The participants were Mr. Ahsan Zakir, Director General, Disaster Management
Bureau, Tasdiq Ahmed, ICT Specialist CDMP, and Md. Mujibur Rahman, Managing Director, Reaz Ahmed, Deputy General
Manager, and ANM Asif Hossain, Asst. Manager from Teletalk Bangladesh.
The Ministry has taken the initiative on Early Warning Dissemination through Cell Broadcast (CBS) in order to be able to
disseminate pre-disaster early warning message to communities and vulnerable areas. Under the initiative, pilot operation was
planned for cyclone prone areas in Coxs Bazar district and for flood prone areas in Serajganj district. The Ministry invited mobile
phone operators to participate in servicing the pilot operation, and Grameen Phone Ltd and Teletalk Bangladesh signed bilateral
MoU with MoFDM and conducted the piloting of Disaster Management and Risk Reduction Message Dissemination to
Citizens through Cell Broadcasting till December 2009. The Chair thanked the MD of Teletalk Bangladesh for their support in
the successful piloting of the initiative and informed that this meeting aimed to take strategic decision on item 261 under the ICT
Policy 2009, which calls for a permanent system to disseminate early warning messages to communities at risk from disasters.
Tasdiq Ahmed, ICT Specialist from CDMP elaborated on the dissemination of early warning through Cell Broadcasts in the
developed countries. He emphasized that for Bangladesh, the application of both Cell Broadcasting System (CBS) and
Interactive Voice Response (IVR) technologies may be considered. The Teletalk Bangladesh representatives expressed the
limitations of their existing network in using both CBS and IVR to disseminate disaster early warning. The ICT Specialist of
CDMP shared his opinion on how the limitations could be overcome.

The meeting decided that a Technical Report be prepared and submitted with the DG, DMB, reviewing the limitations of the
existing network of Teletalk Bangladesh, and recommendations on how to address these such that the country-wide operation of
Disaster Management and Risk Reduction Message Dissemination to Citizens through Cell Broadcasting System and
Interactive Voice Response. This report will be prepared by Teletalk Bangladesh with support from ICT Specialist of CDMP.

e-Learning in Disaster Risk Management


On 10th May, the second meeting of the Technical Advisory Group (TAG) on e-Learning in Disaster Risk Management took
place in the CDMP Conference Room. The DG DMB, as the Chair of the TAG, presided the meeting which was participated by
Dr. Mokaddem Hossain, Director Centre for Disaster and Vulnerability Studies (CDVS), University of Dhaka (DU), Dr. Dilip
Kumar Datta, Head, Environmental Science Discipline, Khulna University (KU), Md. Mizanur Rahman, Joint Director,
Bangladesh Academy for Rural Development (BARD) Comilla, Tasdiq Ahmed ICT Specialist, Abu M Kamal Uddin, Climate
Change Adaptation Specialist (CCAS), and Luke Mawbey, Programmer (AYAD) from CDMP.
The key agenda were the a) Approval of the Terms of Reference (ToR), b) Request for Proposal (RFP) and c) Design for the
Learning Center. Dr Mahmudul Islam, Learning and development Specialist (LDS) from CDMP shared the ToR and RFP while
Mr. Tasdiq Ahmed, ICT Specialist shared the design for the e-Learning Center. Dr. Mahmudul Islam, Member Secretary of the
TAG presented the agenda of the meeting and moderated the discussions. The meeting finalized the following documents: ToR
for outsourcing of e-Learning services, Finalized the RFP documents and advertisement, Finalized the equipment and
accessories list for e-learning centers
The e-learning initiative will see five e-learning centers established at University of Dhaka, Patuakhali Science and Technology
University, University of Khulna, Bangladesh Academy for Rural Development (BARD) Comilla, and Rural Development
Academy (RDA) Bogra. The Centers will offer trainees and students wider access to knowledge and skill development in
disaster risk reduction and climate change. During the pilot phase interactive and web-based modules on Introduction to
Disaster Management and Comprehensive Disaster Management will be developed and made available.
12th May

Dr. Mahmudul Islam, Learning and Development Specialist of CDMP attended the Education Cluster meeting
held at Plan International office, and presented CDMP initiatives and progress on disaster management
education.

13th May

Dr. Islam, LDS of CDMP attended a meeting at the Vice Chancellors office of Bangladesh University of
Professionals (BUP) to revise, restructure and update the course content (3 credits) of Disaster Management
of Faculty of Business Studies.

Joint Workplan to strengthen Flood Forecast Warning System underway


On 11th May, a Meeting was held with the Flood Forecasting and Warning Centre (FFWC) on the Joint Work Plan with CDMP.
The meeting was attended by the Director, Mr. Selim Bhuiyan and Executive Engineer Md. Amirul Hossain from FFWC and ICT
Specialist Mr. Tasdiq Ahmed, Disaster Response Management Specialist Mr. Abdul Latif Khan and Mr. Rezwan from CDMP.
The meeting also facilitated sensitizing the incoming Executive Engineer on the cooperative effort of CDMP and FFWC.

Effort to Integrate Climate Information for Comprehensive Disaster Management


CDMP II aims to strengthen national and community capacity to address disaster risks in a changing climate. This will require
the availability of climate related data and information downscaled to Union and Upazila levels. To do so, the Climate Change
Adaptation Specialist, Abu Mostafa Kamal Uddin reviewed the Prodoc and TAPP of CDMP II and prepared the sub-activities,
strategy toward this end. Three meetings took place during the week to share information to develop Terms of Reference for
developing required climate change information.

Discussion meeting with IWM on developing ToRs for incremental changes of flood hazards as well as
scenarios on flood/storm surge/cyclone
Discussion meeting with CEGIS on developing ToRs for incremental changes of drought, riverbank erosion as
well as scenarios on droughts and prediction on river bank erosion

12th May

Discussion meeting with IWFM, BUET on developing ToRs for trends of rain fall, temperature, humidity and
sunshine

UPCOMING EVENTS

16 May, 1530 hrs:

Meeting with German Technical Cooperation (GTZ), on CDMP activities and possible areas of
collaboration.

19th May, 0930 hrs:

A Meeting with Local Government Support Programme (LGSP) on possible collaboration between
rural risk reduction outcomes of CDMP and LGSP. Otin Dewan, Local Disaster Risk Reduction Fund
(LDRRF) Specialist and Mohammad Mohiuddin, Community Risk Assessment (CRA) Analyst will
participate from CDMP.

STAFF NEWS
With effect from 11th May 2010, Mr. Md. Mushfiqur Rahman, Additional Secretary, Disaster Management and Relief Division
(DMRD), Ministry of Food and Disaster Management, has been assigned as the National Project Director (NPD) for CDMP II.
On 2nd May, Abdul Latif Khan joined as the Disaster Response Management Specialist, Nasimul Haque joined as
Communication Specialist Roushan Ara Begum as Programme Associate with CDMP II.
