Vacancy Announcement: Visa Centre Coordinators

Type: Service Contract, from 1st of November 2013 until 31st of November 2015
Summary of Work:
In cooperation with the Ministry of Foreign Affairs of Kosovo, the International Management GroupIMG in Prishtina is seeking applications from qualified professionals for: 1 (one) IT Assistant and 3
(three) positions of Visa Centre Coordinators, for a period from 1st of November 2013 until 31st of
November 2015.
As part of the team in of the Kosovo Visa Centre in the Ministry of Foreign Affairs of Kosovo, the Visa
Centre Coordinators and IT Assistant will provide analysis, technical advice and implementation
activities to support the effective implementation of the Project "Development and Deployment of the
Visa System for Kosovo" financed jointly by the Norwegian Ministry of Foreign Affairs and the Kosovo
Ministry of Foreign Affairs, implemented by IMG.
1. Primary tasks for the IT Assistant (1 position):
Assist in the development of the software application of KVIS
Assist in the development and good conduct of the visa system and online applications
Co-ordinate and follow-up the activities of the IT department in the Ministry of Foreign Affairs
Maintain and monitor the Kosovo Visa System
Supervise and assist in the integration of data
Data collection and archiving
Provide training for staff on how to use the system and applications
Other issues related to information technology, as required
1.1 Educational and Skill Requirements for the IT Assistant:
Minimum formal education: Bachelor's Degree in computer sciences
be fluent in Albanian and English (Serbian language would be an advantage);
have knowledge in administrative procedures and government structure;
be organized and efficient.
2. Primary tasks for the Visa Centre Coordinators (3 Positions):
Support in establishment and development of the Visa Centre within the KMFA
Review Visa Applications and documentation submitted by the Kosovo Consular Offices
abroad or other authorised Visa issuance offices,
Analyse relevant documents and in particular verify and coordinate with other State Agencies,
tables of concordance and implementation questionnaires of the relevant EU legislation;
identify gaps in the process as well as potential problem areas.
Coordinate with all Project stakeholders and provide inputs in the implementation of the
"Kosovo Visa System" Project
Review and assist in drafting the necessary legal basis in accordance with the applicable
legislation and that of EU in the field of visas
Schedule and conduct guidelines for the secondary legislation/ bylaws and legal
administrative procedures
Compile relevant material for the Manual and Handbook for the Kosovo visa system
Coordinate activities and communication with the department of consular matters and
department of visa and publication
Publish and update information on relevant procedures and guidelines for the KVIS

Assist the foreign public nationals by providing information


Provide technical and administrative services and monitor project activities of KVIS
Support the organization of meetings related to the KVIS

2.1 Educational and Skill Requirements for the Visa Centre Coordinators:
Minimum formal education: Bachelor's Degree in Legal, Economic, Political or social sciences
be fluent in Albanian and English; (Serbian language would be an advantage);
have knowledge of EU legislation in the field of Visa Liberalisation Process ;
have knowledge regarding mechanisms used by the EC for assessment of progress in
transposition and implementation;
have knowledge of national legislation and policy and strategic documentation
having a good command of Microsoft Office;
have knowledge in administrative procedures and government structure;
be organized and efficient.
3. The expected approach would include (for all 4 positions):
Collecting and reviewing relevant information for the assignment;
Drafting the necessary reports, studies, analyses;
Providing support to other experts engaged with the project;;
Meeting and interviewing people relevant to assignment activities;
Making appointments with personnel of the various Ministries and other institutions in order to
perform tasks foreseen in the assignment and preparing for meetings.
Drafting reports of meetings when necessary.
