The energy sector holds the key in sustaining and further accelerating the
economic growth of India. To attain a cherished goal of reaching and maintaining
8% growth rate from the current threshold of 6% poses a significant challenge.
Bringing the availability of energy up to the global standards will require huge
additions to the energy infrastructure in India.
India ranks fifth in the world in total energy consumption and needs to
accelerate the development of the sector to meet its growth aspirations. 75 percent
of India's primary needs of crude oil and natural gas, like many other developing
countries, are met through imports. The country, having moderate hydrocarbon
reserves, is rich in coal and is abundantly endowed with renewable energy in the
form of solar, wind, and hydro -energy. The hydrocarbon sector plays a vital role
in the economic growth of the country. It is necessary to have a long-term policy
for the hydrocarbons sector, which would facilitate meeting the future needs of
the country. The Hydrocarbons Vision -2025, implemented in 2000, lays down
the framework, which would guide the policies relating to this sector for the next
few years. Issues, such as energy security, use of alternative fuels, inter
changeability of technology are vital to ensure that the mix of energy sources
used in the economy is optimal and sustainable and that adequate quantities of
economically priced clean and green fuels are made available to the Indian
consumers.
In order to ensure that the area under oil and gas exploration covers all the
sedimentary basins of India, it is important that the entire area is offered to
interested parties for exploration. DGH has played an important role in bringing
more areas under exploration for hydrocarbons through various geoscientific
surveys and other related policies. The New Exploration Licensing Policy (NELP)
provides for attracting investments in this important sector of the economy and
has significantly boosted the development of E&P sector. DGH has played a
pivotal role in formulating & implementing NELP from 1998 onwards. Eight rounds
of bidding have taken place that have resulted in 82 commercial discoveries of

hydrocarbons out of which 11 are in the year 2009-10.
The discovery of natural gas along the western and eastern sedimentary
basins has opened a new vista in the energy scenario of the country. Production
of natural gas, which was almost negligible at the time of independence, is
currently at the level of around 150 million standard cubic meters per day
(MMSCMD).
Out of the total production of around 150 MMSCMD, after internal
consumption, extraction of LPG and unavoidable flaring, around 133 MMSCMD
is available for sale to various consumers.
The outstanding major success of NELP policy is in Krishna Godavari,
(KG) deepwater basin, where current natural gas production has reached 60
million metric standard cubic metres per day (MMSCMD). This production from
KG deepwater basin is the highest ever natural gas production so far in India
from a single gas field. The CBM production though over 0.1 MMSCSD is an
added un conventional source in the hunt for hydrocarbons. The Mangala field in
Rajasthan which is currently producing 1, 20,000 Bbls of oil has added a new
dimension to the exploration efforts. We need more successes like this in our
country which is possible to achieve with adoption of new technology, use of
expertise and adoption of best practices of the industry. A ninth round of NELP is
already on the anvil where new acreages will be offered.
Although the NELP has been an outstanding success, our intention is to
move to the Open Acreage Licensing policy (OALP) regime in near future. Under
this policy, companies can choose any block for offer at any time, without waiting
for the regular bid rounds under NELP. The blocks will be awarded to the party
giving the best bid at any time of the year. To implement this policy of GOI, DGH
is taking steps to create the National Data Repository.
The national endeavour to bridge the ever-increasing gap between demand
and supply of petroleum products in India by intensifying exploratory efforts for
oil and gas in the Indian sedimentary basins and abroad needs to be
supplemented by other alternate sources of energy such as coal bed methane,
shale gas, oil shale, gas hydrate and substitution.
The report on the "Hydrocarbon Exploration and Production Activities in
India, 2009-10" covers all these and related aspects in details and is an
indispensable document for all those interested in participating in India's quest
for Hydrocarbon.

India is one of the very few countries where exploration for oil began more than a
century ago. For almost five decades after independence, exploration licenses were
issued on nomination basis. Due to the wave of economic reforms that also
encompassed the petroleum sector, a number of policy decisions were taken which
resulted in positive changes and improvements in the industry.
With the introduction of the New Exploration Licensing Policy (NELP), a major thrust
was given to bringing in the much-needed capital and state-of-the-art technology to
exploration sector. As one of the most transparent an attractive regimes in the
world, the NELP has brought in a healthy spirit of competition between National Oil
Companies and private and multinational companies. Presently more than 75 E&P
companies are operating in India. This has resulted in important discoveries of oil
and gas in various sedimentary basins of India, in particular the logistically difficult
frontier basins in deep water areas. Substantial progress has also been made for
CBM exploration and exploitation in the country. Commercial CBM production has
commenced since July, 2007.
The E&P business is highly technology driven and needs huge investments and
continuous knowledge upgradation. All of us are aware that the days of finding easy
oil and gas are over. India is endowed with about 138 billion barrels of oil and oil
equivalent of gas, two third of which is yet to be discovered. These yet to be found
resources are believed to be located in the frontier, logistically difficult and geologically
complex fields. The need for new exploration approach and technology is, therefore,
no less crucial. Globally, there has been a paradigm shift in the way E & P companies
have traditionally viewed the hydrocarbon prospects of India. The spate of discoveries
has given them enough confidence and encouragement to believe that India is a
favourable destination for oil exploration.
This report on Hydrocarbon Exploration and Production Activities-India, 2009-10
elucidates the achievements and highlights of the E & P sector and portrays the significant
performance of all the participating companies. It provides a valuable and comprehensive
documentation of E & P related activities in the onland and offshore regimes of Indian
subcontinent. I compliment the efforts made by DGH in carrying out its duties and
shouldering various responsibilities in fulfilling its mandate.

India is the fifth largest consumer of primary energy and the third largest consumer of oil in the Asia
Pacific region after China and Japan. Economic growth demands rapid development in enhancing
supply of energy resources. The demand for energy is growing by leaps and bounds and dependence
on imported petroleum is impacting our countrys growth. Of the 26 sedimentary basins identified in
India, so far, only 20% of the total area has been well explored. The remaining areas, need to be
extensively probed with the best of technologies, with special emphasis on the frontier basins.
One of our foremost priorities is to bring all sedimentary basins of India into active exploration, within
the earliest possible time. In order to achieve this vision, DGH has been acquiring geoscientific data
in the offshore and onland basins of India, taking up various studies and upgrading the knowledge
for the benefit of potential bidders. Currently 197 exploration blocks and 27 producing fields are in
operation. There have been major discoveries of oil and gas both in the offshore and onland basins
of India with 28 discoveries in 2009-10. There have been 118 oil and gas discoveries under the PSC
regime of which 82 have been in NELP blocks.
Out of the total sedimentary area of 3.14 million sq. kms in our country, an area of 2.2 million sq.kms
has already been licensed. This leaves us with an area of 0.94 million sq.kms that is open for offer.
Further, out of the total prognosticated resources of 205 billion barrels of oil and oil equivalent of gas,
only 68 billion barrels have been established as in-place reserves. There is, thus, a vast potential of
137 billion barrels yet to be discovered oil present in the sedimentary area of the country. It is my firm
belief that this can be found by accelerating the pace of exploration in the country and by offering
new acreages expeditiously.
As far as oil and gas production is concerned, we envisage increase in the oil production from the
existing level of around 5 MMT per annum to 12 MMT by the year 2010-2011 from existing fields
operated by Pvt./JV companies. Gas production is also expected to increase to around 44 BCM per
annum by the year 2011-12 and 54 BCM by the year 2014-15 from existing fields under Pvt./JV
companies from the existing level of 8 BCM per annum. These estimates are based on approved
production profiles. However, many of the discoveries are currently under evaluation / appraisal.
Our efforts are also being directed towards monetization of all the 118 discoveries by the year 201415. Considering the increased pace of exploration and current exploration success rate, we expect
that there could be 189 discoveries by the year 2015-16.
It is now widely acknowledged that natural gas is a preferred option for power generation as well as for
the production of nitrogenous fertilizer. The availability of natural gas, therefore, needs to be enhanced.
The India Hydrocarbon Vision 2025 envisages a demand of about 391 MMSCMD of gas by the year
2020-25. The current production of natural gas in the country is about 150 MMSCMD and is expected
to go up to about 192 MMSCMD by the year 2011-12. It is, therefore, envisaged that there would be
a significant gap between demand and supply in the coming two decades.
That leaves us with very little option but to explore vigorously for unconventional sources of gas. We
have progressed significantly in terms of exploration and production of Coal Bed Methane. In fact,
commercial production has commenced from Raniganj south CBM block in July 2007. The projected
production of CBM is of the order of 7 MMSCMD by the year 2011-12. Substantial progress has been
made with respect to our understanding of the availability of gas hydrate in Indian offshore areas.
However, the possibility of commercial exploitation of this potentially enormous gas resource is still
many years away.
Our commitment to the liberalization process is reflected in the New Exploration Licensing Policy
formulated by the Government of India. The terms and conditions of this open and transparent policy
and the level playing field for all operators rank amongst the most attractive in the world.
Till date, 8 rounds of NELP have been completed. So far 235 PSCs have been signed, out of which
168 are in operation. 33 CBM blocks have been awarded during 4 rounds of bidding. Additionally there
are PELs and MLs on nomination basis to NOCs and MLs for private/ joint ventures companies under
production sharing Contracts. The private / JV companies contribute about 46 % of gas and 16% oil to
the national Oil & Gas production. Since 1999, during the PSC regime, the Oil & Gas discoveries in
the NELP blocks are 82, out of which, 11 are in the year 2009-10. The production of 1, 20,000 Bbls of
oil from the Mangala field in Rajasthan and over 0.1 MMSCSM of gas from CBM is a significant
success in the current year.
The DGH has taken several initiatives to open up new areas for exploration by conducting speculative
surveys, reprocessing of old seismic data and promoting Indian exploration acreages for systematic
exploration. A National Data Repository (NDR) is being established which will cater to the needs of
the E&P sector and academicians for geoscientific data requirement. This data would be used for the
Open Acreage Licencing Policy, which is likely to be implemented by GOI in the near future.
The report on the Hydrocarbon Exploration and Production Activities in India, 2009-10 by DGH is a
compilation of important information of upstream oil sector and is of immense use to all major stake
holders in the Indian exploration and production scenario.

FROM THE DESK OF DIRECTOR GENERAL
We have recently concluded the activities related to the award of NELP-VIII and CBM-IV
blocks with the signing of 32 contracts in respect of NELP-VIII and 7 CBM contracts. Despite the
global economic meltdown, the response to the offer of blocks has been quite encouraging. An
investment of USD 1.34 billion is envisaged in NELP-VIII as compared to USD 1.2 billion in the
previous round. For CBM exploration, an investment of about USD 158 million is envisaged.
Exploration companies now have an additional area of about 53,000 sq.kms for oil and gas
exploration, and 5,000 sq.kms for CBM exploration.
In keeping with the objectives of India Hydrocarbon Vision 2025, DGH has been taking
necessary steps to bring all sedimentary basins of India into active exploration within the earliest
possible time. In order to achieve this vision, DGH has been acquiring Geo-scientific data in the
offshore and on-land basins of India, taking up various studies, upgrading the knowledge for the
benefit of potential bidders and offering new acreages for exploration. There are 622 concessions
are in operation as of 01.04.2010, out of which 261 are under Petroleum Exploration Licenses
(PEL) and 361 under Mining Licenses (ML). This is a tremendous improvement over the 203 PELs
and 163 MLs that were in operation in the year 1995-96 prior to the implementation of the NELP.
Due to persistent efforts of Government, the unexplored sedimentary area, which was in the order
of 50% in 1995-96, has now been reduced to 12%.
During the year 2009-10, accretion of in-place reserves and ultimate reserves are estimated
to be in the order of 550 MMT and 159 MMT of oil and oil equivalent of gas (O+OEG) respectively.
During the year 2009-10, the total production of oil and gas in the country was 33.5 MMT and 47.5
BCM respectively. Of this, the private / JV companies contribute about 33 % of the total oil and oil
equivalent of gas (O+OEG) production. Under the Production Sharing Contract (PSC) regime,
118 discoveries have been made so far out of which 11 oil & gas discoveries were in the year
2009-10. Production of 1,20,000 Bbls of oil from the Mangala field in Rajasthan and over 0.1
MMSCSD of gas from CBM are significant achievements during the current year.
DGH is taking steps to establish the National Data Repository (NDR) that will cater to the
needs of the E&P sector and academicians for geo-scientific data requirement which will be made
available to help national & international companies looking for opportunities in India. Although the
NELP has been an outstanding success, our intention is to take a step forward by moving to the
Open Acreage Licensing Policy (OALP) regime in near future. Under this policy, companies can
choose blocks on offer at any time, without waiting for the regular bid rounds under NELP.
DGH has taken several initiatives during the year to further open up new areas by acquiring
3607.5 LKM of 2D speculative surveys, 10,000 LKM of reprocessing of old seismic data and
promoting Indian exploration acreages for systematic exploration. Airborne survey covering 13994.64
LKM in block 3 in Kutch area has also been completed during this period.
During the current period, DGH through Earth Science Solutions has compiled and integrated
the Geological and Geophysical data of 5 Category III & IV basins namely, Himalayan Foreland,
Karewa, Spiti- Zanskar, Chattisgarh and Bastar Basins, to prepare an update with special reference
to the evaluation of the hydrocarbon prospectivity of these basins. Also, DGH has completed a
project on "Petroleum System Modeling Studies of Kerala- Konkan Basin and Bengal Onland Basin"
in association with Beicip-Franlab, France.
We have been vigorously pursuing alternate fossil fuel options such as CBM, Gas Hydrate
and Shale Oil. Harnessing the alternate hydrocarbon resources is a key focus area. In association
with BRGM, France and Mineral Exploration Corporation Limited (MECL), India, DGH has completed
a project in Assam-Arakan Basin, to identify and estimate resources in respect of oil shale deposits
and syncrude potential in NE part of India covering an area of about 250 sq. km.
DGH, on behalf of Government of India, has taken initiative to identify prospective areas for
Shale gas exploration in India. DGH is preparing a road map for initiating exploration of shale gas
for which suitable policy framework and fiscal terms and conditions are being formulated. Besides
this, basic data is being generated in other areas also, Cambay and Assam-Arakan to evaluate the
shale gas prospectivity of the basins.
India, with the fourth largest proven coal reserves in the world, holds significant prospects for
exploration and exploitation of CBM. The total sedimentary area that holds promise for CBM is
about 26,000 sq.kms. Out of this, exploration has been initiated in about 52% of the area. In other
words, a large area remains to be explored for CBM. Further, out of the prognosticated CBM
resources of 92 TCF for the country, only about 8.92 TCF has been established as in-place reserves.
The CBM production though over 0.1 MMSCSM is an added unconventional source supplementing
the natural gas demand.
DGH ensures that companies take all mitigating efforts for protection of environment and
follow a healthy HSE culture in terms of PSC guidelines. DGH coordinates with Ministry of
Environment & Forests, Central Pollution Control Board and other concerned authority / organizations
regarding environmental aspects of petroleum operations and on environmental issues.
DGH plays an important role in monitoring the revenues due to the Government arising from
E & P activities. During the year profit Petroleum of ` 5,471 crores and Royalty of ` 4,225 crores
were contributed to the Central Government exchequer. Essentiality Certificates for import of goods
required for petroleum operations were issued for items worth approximately ` 30,793 crores.
This report on the Hydrocarbon Exploration and Production Activities during 2009-10
summarizes the entire gamut of the oil and gas exploration and production activities in India and
provides a comprehensive reference document for the industry and all those connected with the
industry. I would like to acknowledge the continuous support and encouragement received from
the Ministry of Petroleum & Natural Gas, which has helped us to achieve our goals and objectives
in a timely and efficient manner. I am sure that all stake holders including E&P companies, Service

HIGHLIGHTS
A total of 28 hydrocarbon discoveries were made during 2009-10 by ONGC (12), OIL
(6), RIL (4), GSPC (2), ESSAR (2) and JUBILIANT (2). 11 of these discoveries are from
Pre-NELP, NELP blocks and fields.
Accretion of In Place Reserve and Ultimate Reserve are estimated at around 550.28
MMT and 158.79 MMT of oil and oil equivalent of gas (O+OEG) respectively during
2009-10.
Profit petroleum of US $ 1171.0 million and royalty of ` 4,225 crores were contributed
to the Central Government exchequer.
Production of 21.98 BCM of gas and 5.26 MMT of oil was achieved in 2009-10 which is
13% higher than the previous year (Pvt/JV).
Till date 235 PSCs have been signed, out of which 197 are in operation.
PEL covers a total of 1,145,533.91 Sq.km area.
A total of 37,195.85 Sq.km of area is covered under ML.
Essentiality Certificates have been issued for clearance of 12,924 cases valued at
` 30,793 Crores.
A total of 37,444 LKM of 2D seismic data and 66,589 sq.km of 3D data were acquired.
32 blocks ware awarded in NELP-VIII out of which 8 were deep water, 11 shallow water
and 13 in onland areas.
7 Blocks were awarded in the 4th Round of CBM bidding taking the total to 30 blocks

The following are earnings of Government of India from Profit Petroleum and Royalty.

During the Financial Year 2009-10, Profit Petroleum of US $ 1,171 Million was contributed to
Government Exchequer. The cumulative Profit Petroleum earned as on 31st. March 2010 is
US $ 6,381 Million
Royalty
During the Financial Year 2009-10, Royalty paid to Central Exchequer was ` 4,225 crores.
The cumulative Royalty contributed is ` 17,473 crores.

SEDIMENTARY BASINS - PEL & ML STATUS

The sedimentary basins of India, onland and offshore up to the 200m isobath, have an areal
extent of about 1.79 million sq. km. So far, 26 basins have been recognized and they have
been divided into four categories based on their degree of prospectivity as presently known. In
the deep waters beyond the 200m isobath, the sedimentary area has been estimated to be
about 1.35 million sq. km. The total thus works out to 3.14 million sq. km.
Over the past twelve years, significant steps have been taken in exploring the hydrocarbon
potential of the sedimentary basins of India. The unexplored area has reduced to 12% from
50% in 1995-96.
Credit for this achievement goes in large measure to surveys carried out by DGH in unexplored/
poorly explored areas of the country including deepwaters off west coast, east coast and in
Andaman sea and accreages awarded for exploration under NELPs. Concerted efforts are
continously being done to reduce the unexplored area further.

`Categorization based on the prospectivity of the basin as presently known. The four recognized categories are
basins which have :
Established commercial production
Known accumulation of hydrocarbons but no commercial production as yet
Indicated hydrocarbon shows that are considered geologically prospective
Uncertain potential which may be prospective by analogy with similar basins in the world.
This categorization will necessarily change with the results of further exploration.

AWARD OF ACREAGES - NELP

India has an estimated sedimentary area of 3.14 million Sq Km. comprising 26 sedimentary basins,
out of which, 1.35 million Sq Km. area is in deepwater and 1.79 million Sq Km. area is in onland and
shallow offshore. At present 1.06 million Sq Km. area is held under Petroleum Exploration Licenses
in 18 basins by national oil companies viz. Oil and Natural Gas Corporation Limited (ONGC), OIL
India Limited (OIL) and Private/Joint Venture companies. Before implementing the New Exploration
Licensing Policy (NELP) in 1999, 11% of Indian sedimentary basins were under exploration, which
has now increased significantly.
New Exploration Licensing Policy (NELP):
New Exploration Licensing Policy (NELP) was formulated by the Government of India, with
Directorate General of Hydrocarbons (DGH) as a nodal agency, during 1997-98 to provide a level
playing field to both Public and Private sector companies in exploration and production of
hydrocarbons. Government of Indias commitment to the liberalization process is reflected in NELP,
which has been conceptualized keeping in mind the immediate need for increasing domestic
production. To attract more investment in oil exploration and production, NELP has steered steadily
towards a healthy spirit of competition between National Oil Companies and private companies.
This has been a landmark event in the growth of the upstream oil sector in India. The foreign and
Indian private companies are invited to supplement the efforts of National Oil Companies in the
discovery of hydrocarbons. The development of E&P sector has been significantly boosted through
this policy of Government of India, which brought major liberalization in the sector and opened up
E&P for private and foreign investment, where 100% Foreign Direct Investment (FDI) is allowed.
Under NELP, which became effective in February 1999, acreages are offered to the participating
companies through the process of open competitive bidding. The terms and conditions of this open
and transparent policy rank amongst the most attractive in the world. The first round of offer of
blocks was in the year 1999 and second to eighth rounds were in the years 2000, 2002, 2003,
2005, 2006, 2008 and 2009 respectively. The government of India has so far completed eight
rounds of offer of acreages under NELP where in 326 exploration blocks have been offered and
235 blocks have been awarded. Oil and Oil-Equivalent Gas (O+OEG) in place reserve accretion
under NELP is approximately 600 million metric tonnes including world-class gas discovery by
Reliance Industries Limited and Niko Resources in KG basin.
In the first round of NELP (NELP-I), 24 blocks were awarded for hydrocarbon exploration,
which include 7 blocks in east coast deep water, 16 blocks in shallow water of east and west
coasts and 1 onland. 12 blocks have been relinquished / surrendered. 11 exploration blocks
are presently under operation.
Under NELP-II, 23 blocks were awarded for exploration including 8 in the deep waters off
the west coast, 8 in the shallow water of both east and west coasts, and 7 onland. 17 blocks
have been relinquished / surrendered. 5 exploration blocks are presently under operation.
Under NELP-III, 23 blocks were awarded for exploration including 9 in the deep waters off
the west and east coast of India, 6 in the shallow water of both east and west coasts, and 8
onland. One block has been relinquished and presently 23 blocks are under operation.

Under NELP-IV, a total of 20 blocks were awarded, of which 10 blocks are in onland and 10
in the deep water of the west coast, east coast and Andamans. Blocks in Andaman offshore
were awarded for the first time. One block has been relinquished and presently 19 blocks
are under operation.
Under NELP-V, a total of 20 blocks were awarded, of which 6 blocks in the deepwater, 2 in
the shallow water and 12 in onland. All 20 blocks are presently under operation.
Under NELP-VI, a total of 52 blocks were awarded of which 21 blocks fall in deepwater, 6
blocks in shallow water and 25 blocks fall in onland. 3 blocks - 1 in Andaman and 2 in Kerala
- Konkan deep water have not received any bids. Blocks awarded in NELP-VI were granted
PELs in the year 2007-08. 52 blocks are presently under operation.
Under NELP-VII, out of 57 offered blocks, bids were received for 44 blocks. The total area
of these blocks is about 0.171 million sq.km. The offered blocks comprise 19 deepwater, 9
shallow offshore and 29 onland blocks. All the bids of 44 are awared to winner company /
consortium but contract was signed for only 41 blocks.
Under NELP-VIII, a total of 70 blocks, the highest number of exploration blocks ever offered
under NELP, were on offer for exploration of hydrocarbon. Total area of these blocks his
about 0.163 million sq.km. The offered blocks comprise 24 deepwater, 28 shallow offshore
and 18 onland including type S blocks. 32 blocks were awarded in this NELP round.
The following were Bid Evaluation Criteria (BEC) under NELP-VIII :

Technical capability of the proposed Operator:
1.
For the onland blocks under Type-S, only work programme & fiscal package are considered
for bid evaluation. Technical capability is neither a pre-qualification criterion nor a bid
evaluation criterion.
2.
For the onland and shallow water blocks, technical capability is a pre-qualification criterion.
Bidder was required to score non-zero on one out of the three sub criteria of technical
capability apart from non-zero score on operatorship experience.
3.
For deepwater blocks Technical Capability is an evaluation criterion.
Companies were required to bid for :
Work programme commitment.
Percentage of value of annual production sought to be allocated towards cost recovery.
Profit petroleum share offer to GOI by the contractor at minimum and maximum levels of
pre-tax multiple of investments expected to be reached
Some of the features of the attractive terms offered by the Government were as under:

There will be only one exploration phase of 7 years for all blocks. There will be no compulsory
relinquishment after 4 years and operators will have option to relinquish entire area after
completion of MWP or retain the block by committing to carryout drilling of one well per year

in case of onland and shallow water blocks or one well in 3 years in case of deepwater
blocks. In any case, the entire area would require to be relinquished at the end of 7 years of
exploration.
Up to 100% participation by foreign companies.
No signature, discovery or production bonus.
No mandatory state participation.
No carried interest by National Oil Companies (NOCs).
Income Tax Holiday for seven years from start of commercial production of Mineral Oil.
No Customs Duty on imports required for petroleum operations.
Biddable cost recovery limit: Up to 100%.
Option to amortise exploration and drilling expenditures over a period of 10 years from first
commercial production.
Sharing of profit petroleum with Government of India based on pre-tax investment multiple
achieved by the contractor and is biddable.
Royalty for onland areas is payable at the rate of 12.5% for crude oil and 10% for natural
gas. For shallow water offshore areas, royalty is payable at the rate of 10% for both crude oil
and natural gas where as for deepwater offshore areas (beyond 400 m iso-bath) royalty is
payable for both crude oil & natural gas at the rate of 5% for the first seven years of commercial
production and thereafter at the rate of 10%.
Fiscal stability provision in the contract.
Predetermined Liquidated Damages (LD) specified for unfinished MWP.
One time Bank Guarantee (BG) at a lower rate for the total committed work programme.
A nominal bid bond at specified rate to encourage serious bidders.

As on 1.7.2010, operations are being carried out by national and private oil companies in
659 concessions, of which 292 are under Petroleum Exploration Licence (PEL) and
367 under Mining Lease (ML). The distribution pattern is as follows:

From the figures given above, it is evident that substantial headway has already been
made to encourage private sector participation. Against 203 PEL & 163 ML concessions
operational during 1996, there are 292 PEL & 367 ML concessions presently under
operation, showing an increase both in exploration and development efforts. Over the
years, some of the PEL areas have been converted into MLs in part or fully for production
of oil and gas due to which there has been an appreciable increase in the area of ML
concessions.

SUMMARY
A. Resources and Reserves
Total hydrocarbon resources, inclusive of deep waters, are estimated at around 10

billion tonnes oil and oil equivalent of gas (O+OEG) and Ultimate reserves of 3.70
billion tonnes have been established.
Accretion of in place and Ultimate reserve are estimated at around 550.28 MMT and
158.79 MMT oil and oil equivalent of gas (O+OEG) respectively during 2009-10.
B. Seismic Surveys
During the year 2009-10, 2-D seismic data acquisition comprised 9124.7LKM onland
and 29667 LKM offshore data.
In respect of 3-D seismic data, 9276.57 Sq. Km of onland and 57312.5 Sq.Km of
offshore data were acquired.
A total of fifteen 2D seismic parties and twenty 3D seismic parties were deployed in
onland areas.
18 seismic vessels were engaged to carry out 2D and 3D seismic surveys in offshore
areas.
C. Drilling
A total of 177 drilling rigs were deployed including both onshore and offshore areas
by PSUs and Pvt / Joint Venture companies.
Of the total of 563 wells drilled, 203 were exploratory and 360 were development
wells. As in the previous year, the national oil companies contributed to the bulk of the
drilling. A total of 1328554 meters were drilled which includes 598098 meters of
exploratory and 748456 meters of development drilling.
D. Production
Total Oil production during the year was 33.502 MMT and that of gas was 47.51BCM.
The contribution of Pvt / Joint Venture companies was about 32.62% of the total Oil &
OEG production.

NEW INITIATIVES
CO2 Sequestration
CO2 can be injected and stored in depleted oil and gas reservoirs, or in geological formations
under water or land. This is the unique facility where large quantities of CO2 can be stored in a geological
formation under the seabed. It is estimated that there is a significant technical potential for improved
oil recovery through the use of Co2 in oil fields.
Oil and Natural Gas Corporation Limited (ONGC) has planned to implement CO2- EOR project
in Ankleshwar field of Cambay Basin. The field is on production since August 1961. The field has an
estimated STOIIP of 134.71 MMT (approx. 1 billion barrel) of which approximately 48% has already
been recovered under natural aquifer drive and peripheral water injection. The major sands in this
field viz. S3+4 and S2, which together hold more than 67% of the fields STOIIP, have been on water
injection for the past 40 years. Currently the field is producing oil @ 500 m3/d with average water cut
of 90%, through 110 oil producers. The CO2 for the process is to be sourced from ONGCs natural gas
processing plant located at Hazira around 70 km from the field, where approximately 0.6 MMSCMD of
CO2 is available. ONGC has decided to implement CO2 capture and Sequestration-EOR Project at
Hazira- Ankleshwar.
IOR/EOR Initiatives
a. Improved Oil Recovery (IOR) Schemes
In ONGC onshore areas, most of the major producing fields (Kalol, Jhalora, Nawagam, Viraj,
Sanand, Sobhasan, Jotana, Santhal, Ankleshwar etc. in Gujarat and Lakwa, Geleki, Rudrasagar in
Assam) are old and have crossed their plateau period of production and have entered the declining
phase (a natural process in the production life of oil fields). It may also be noted that 85% of the crude
oil production is coming from 32 fields (Major & Medium) which have an average age of over 30 years
and have an average decline in base production of 7-8%. In some of the fields it is as high as 15%.
ONGC has already identified and initiated IOR/EOR schemes in 11 major onshore fields and
in 3 major offshore producing fields i.e. Kalol, Sanand, Gandhar, North Kadi, Sobhasan, Jotana, Santhal,
Balol, Lakwa-Lakhmani, Geleki and Rudrasagar & . Mumbai High, Heera and Neelam in western
offshore. These are to be implemented in stages through various schemes.
The measures for Improved Oil Recovery (IOR) include:
Augmentation of production facilities
Drilling of additional in-fill wells to reduce the sweep area.
Redistribution of water injection.
Water and gas shutoff.
Zone transfer.
Artificial lift optimization.
b. Enhanced Oil Recovery (EOR) Schemes:

Three EOR schemes in three onshore fields i.e. Sanand, Balol and Santhal in Gujarat have
already been initiated. Another EOR scheme, Commercial In-situ combustion for Lanwa is under
conceptualization which would result a substantial increase in production from the field after implementation.

Various projects have been taken up in Onshore Assets with the aim of removing surface bottlenecks
to improve productivity, product quality, system integrity and meeting environmental norms.
New Technology
ONGC onshore has taken various actions for augmenting/maintaining the crude oil and natural
gas production. In addition to focus on repair of existing wells, artificial lift and stimulation of wells.
Various efforts are being made / planned for enhancing oil and gas production in the fields being
operated by ONGC in the onshore areas of the country as follows:

typing. Reservoir pressure management and mud weight control
optimization
Well Shuttle
The tool used extensively in A&AAB and Fold Belt Facilitates
logging tool stack through drill pipe in extreme bad bore hole
conditions where normal logging is not possible and LWD is not
available at the rig.
Passive Seismic Tomography (PST)
Detailed 3-D seismic velocity and Poisson ratio model of upper
few km of the crust. Careful interpretation can transfer the velocity
model into a complete 3D subsurface image. Whereas the FFC
provides Fault geometry, generation mechanism and Fracture
distribution
DISCOVER
Deep Interpolated Streamer Coverage : Offshore seismic
acquisition using technology DISCover (Deep Interpolated
Streamer Coverage) give 3D seismic data with enhanced
bandwidth. In this method mid to high frequency data from
shallow towed streamers and low frequency data from deeper
towed streamers are acquired simultaneously.

The DGH has carried out, either alone or in collaboration with reputed companies, several projects
to upgrade information in hitherto unexplored/poorly-explored areas. This totals to 2 million sq
kms and cover both offshore (82%) and onland (18%).
Of this total, satellite gravity surveys over the eastern and western offshore areas and Andaman
account for 1.642 million sq. kms. Joint venture offshore speculative geophysical surveys within
the same area in eastern offshore and Andaman cover about 0.246 million sq. kms. These
surveys have given valuable indications to structure, tectonics and sedimentary thickness and
play recognition in the deep waters and have provided inputs for modeling studies and for the
preparation of a hydrocarbon prospect map of the area.
A 2D seismic coverage of 0.053 million sq. km. was achieved in 1997-98 in the onland areas of
U.P., Bihar and M.P. 2D seismic survey was repeated in Bihar in 2002-03 over 0.05 million sq.
km. These surveys were carried out to assess the hydrocarbon potential of Vindhyan and Ganga
basins. A new lower Vindhyan paleo-embayment comprising of a number of highs and lows
basement features has been mapped for the first time. These studies have led to the demarcation
of certain prospective areas and with new data, 3 blocks were offered and awarded in Ganga
basin under second, fourth and fifth rounds of NELP. In 2003-04, 805.0 GLK 2D seismic data
have been acquired from Chambal Valley area to assess the prospectively of the western part of
the Vindhyan basin. Three Blocks have been awarded in NELP-V and VI in Vindhyan basin.
During 1999-2003, 25,000 LKM of 2D seismic surveys were carried out in the deep waters of
Andaman, east and west coasts including the southern tip.
16174 LKM 2D seismic data have been acquired, processed and interpreted through GXTechnology, USA in eastern & western offshore during 2005-07 under speculative survey
programme. Based on this data a number of blocks were offered and awarded in NELP-VI.
690.6 GLK of 2D seismic data has been acquired through NGRI in unexplored Kutch onland
basin.
Integrated geophysical surveys, carried out jointly by DGH and NGRI in the northwestern part of
the Deccan Syneclise, revealed sub-trappean Mesozoic-Gondwana sediments with a maximum
thickness of 3 Kms.
Aeromagnetic surveys amounting to 24,723 LKM were carried out in Himalayan Foreland area
during the year 2003-04, 2004-05 and 2005-06.
DGH has completed reprocessing of 12000 LKM of 2D seismic data of west coast of India from
M/s GGS-Spectrum during the 2007-08.
DGH has completed Acquisition & processing of Speculative Controlled Source Electromagnetic
(CSEM) survey in KG-DWN-2005/3 by EMGS, Norway in 2008 covering an area of 2146.5 sq.
kms.
DGH has acquired 55,668.3 LKM of High Resolution Aeromagnetic (HRAM) and 13994.64 LKM
Airborne Gravity Magnetic (AGM) data over Kutch, Gujarat through McPhar.
Speculative 2D seismic data has been acquired in Andaman offshore amounting 7240.725 LKM
by PGS

9632.5 LKM speculative 2D seismic data acquired through GX Technologies, USA in Eastern
and Western offshore during 2008-09. Processing/interpretation are in progres.
Under Speculative survey programme 1498.35 LKM 2D seismic data has been acquired by
Fugro Data Services Switzerland.
DGH has acquired 2D seismic data amounting 2109.11 LKM through Fugro Multiclient services
Pty Ltd, Australia.
DGH has Acquired 103 stations {Sihore-Akola (63 stns) & Indore-Jalgaon (40 stns)} of Land MT
in Central India through NGRI, Hyderabad.
DGH has Acquired 99 LKM of Marine Seismic refraction data & 13 stations of Marine Magneto
Telluric stations in Gulf of Kutch through NGRI, Hyderabad.
DGH has completed Analysis of aerial images/Remote sensing data for 302,500 Sq. km area in
Narmada-Cambay basin by NGRI, Hyderabad.
Geochemical surveys in Bengal onland and Rajasthan Basins has been completed. A total no.
of 800 and 554 samples have been collected and analyzed for light hydrocarbon gases in
Bengal Onland and Rajasthan respectively.
Oil Shale Investigations project Resource estimation in respect of oil shale deposits and syncrude
potential in North Eastern part of India has been completed by BRGM (France) and MECL
(India).
Petroleum system modeling studies of two basins namely (i) Bengal onland basin and (ii) KeralaKonkan offshore basin has been completed by Beicp-Franklab, France.

GAS HYDRATES
India is among a Select league of nations to have embarked upon the establishment of commerciality
in the area of exploration of Methane from Methane hydrates. It is ranked third only after USA &
Japan as regards the progress made in this direction The National Gas Hydrates Programme (NGHP)
under the Ministry of Petroleum & Natural Gas is steered by the Secretary Petroleum himself &
technically guided by the Director General, Directorate General of Hydrocarbons. The National Gas
Hydrate Program (NGHP) is a consortium of National E&P companies (Oil and Natural Gas Corporation
Ltd ONGC, GAIL India Ltd & Oil India Ltd OIL) and National Research Institutions (National Institute
of Oceanography, National Geophysical Research Institute and National Institute of Ocean Technology).
Steered by the Ministry of Petroleum & Natural Gas and technically coordinated by Directorate General
of Hydrocarbons (DGH) NGHP is given the responsibility to explore the Gas Hydrates in India.
India has already established the physical presence of marine Methane hydrates in the offshore
deepwater of Krishna-Godavari, Mahanadi & Andaman areas.
The NGHP Expedition-01 conducted in 2006 proved the physical presence of the methane hydrates,
but could not bring out any sand dominated area within the gas hydrate stability zone from which the
exploration of methane becomes comparatively easier. Most of the hydrates encountered during the
expedition were in clay, silty clay & volcanic ash.
Presently, R&D in the exploitation of methane from gas hydrates are using the following methodologies
I.
Thermal dissociation: A Method in which heat is introduced into the gas hydrates thereby
destabilizing the same which yields the production of methane and water from the gas hydrates
e.g. Mckenzie delta in Canadian Permafrost Area (2007).
II.
De-pressurization: A method in which the pressure is reduced within the Gas Hydrates Stability
Zone (GHSZ) leading to the dissociation of gas hydrates into water and gas e.g. Mckenzie delta
(2008).
III.
CO2 substitution: A method in which CO2 is injected into the gas hydrates and CO2 replaces the
CH4 in the cage of the hydrates releasing CH4, forming CO2 hydrates e.g. No field example,
although the experiments have been successful in laboratory conditions.
Based on analysis of geological and geophysical data, the Expedition was planned to visit ten sites in
four areas: the Kerala-Konkan Basin in the Arabian Sea western continental shelf of India; the
petroliferous Krishna-Godavari Basin and Mahanadi Basin in the Bay of Bengal eastern continental
shelf of India; and the previously unexplored Andaman Islands. The goals of the cruise were to
conduct scientific drilling, well logging, coring, and shipboard scientific analyses of recovered samples
from each site to provide further insight into:
The distribution and nature of gas hydrate in marine sediments.
The geologic controls on the formation and occurrence of gas hydrate in nature.
The processes that transport gas from source to reservoir.
The effect of gas hydrates on the physical properties of the host sediments.
The microbiology and geochemistry of gas hydrate formation and dissociation.
The calibration of geophysical and other predictive tools to the observed presence and
concentration of gas hydrates.

Present status of MoES Gas Hydrate programme
Gas hydrate exploration is a nascent science and various countries are carrying out R & D activities
to develop dependable techniques for detection and quantification of gas hydrates in sediments. In
view of the above Ministry of Earth Sciences (MoES) have started a mission mode mega program for
gas hydrate studies in India during 2004 and entrusted these jobs to three national laboratories:
National Geophysical Research Institute (NGRI), Hyderabad, National Institute of Oceanography
(NIO), Goa and National Institute of Ocean Technology (NIOT), Chennai. Monitoring and Program
coordination is being carried out by NIOT with the advice of MoES.
Future Directions
Expedition-02: NGHP Expedition 02 would

OIL SHALE
Oilshale are fine grained sedimentary rocks containing relatively large amount of organic matter from
which significant quantities of shale oil and gas can be extracted. The product thus generated is
known as synthetic crude or simply syncrude. Oil shale range in age from about 600Ma (Cambrian)
to 25Ma (Oligocene) and occur in many parts of the world. In India oil shale prospects have been
identified in Assam-Arakan Basin and Rajasthan Basin.
DGH has completed a project in Assam-Arakan Basin in association with BRGM, France and Mineral
Exploration Corporation Limited (MECL), India, to identify and estimate resources in respect of oilshale
deposits and syncrude potential in NE part of India covering an area of about 250 Km2, spanning 3
blocks.
Studies Carried Out so far:
Geological mapping in the three blocks.

8 core-holes totaling 2817 m have been drilled.
Surface and subsurface sampling. A total of 105 samples have been collected from various
outcrop/mines areas and analyzed for oilshale potential and trace elements. 57 samples analyzed
for petrography. 106 borehole samples have been analyzed for Rock-Eval and selected samples
by Fisher Assay analysis.
Geophysical Tracking by EM method to image shallow structures.
3D model of the oilshale horizon and reserve estimates.
Preliminary Environmental study.
Results:
An estimate of syncrude resources has been made by BRGM in the three blocks at 400 MMT
(approx) of oil up to a depth of 500m.
DGH has entered into a MOU with IOC for extraction technology.
DGH, based on the advice of Secretary MOP&NG has prepared a vision document for
commercial exploration of shale oil.
SHALE GAS
Shale gas has gained predominance particularly in USA and contribute about/more than 17% of total
gas production. The experience accumulated so far in USA with the exploration and exploitation of
these plays has also encouraged other countries to venture into such plays. Though shale gas was
recognized much earlier, two things in particular, horizontal multilateral drilling with slick water tracing
and improved prices of gas in the US markets, have changed the scenario rapidly after 2001.
There are large basinal segments, which appear interesting from Shale Gas point of view, by drawing
analogy from US basins. A systematic approach has been initiated by ONGC to identify, characterize
and prioritize these basins followed by focused exploration in one of the promising basins to assess
and establish the potential in field.

Based on general available G&G data along with integration with gas content evaluation (by desorption)
in major shale sequences in the producing basins, Damodar Basin and Cambay basin have been
taken up on priority for shale gas exploration. Besides this basic data is being generated (direct gas
measurements) in other basins also like K.G. and Cauvery to evaluate the prospectivity of the basins.
Government of India through DGH has taken initiative to identify prospective areas for Shale gas
exploration in India. DGH has been asked to prepare a road map for issues related to Policy and
Legal framework.
COAL BED METHANE (CBM)

Commercial production of CBM is a proven technology and USA is the leader in CBM production in
the world. Having the 4th largest proven coal reserves and being the third largest coal producer in
the world, India holds significant prospects for commercial recovery of CBM.
Government of India formulated a CBM policy in 1997 to explore and produce Coal Bed Methane
(CBM) in the country and started awarding CBM blocks through international bidding rounds since
2001.
DGH in close interaction with Ministry of Coal (MOC), carved out several prospective CBM blocks in
different coalfields of the country, generated CBM related data and prepared Information Dockets &
Data Packages.
Till the end of Round-III, 26 blocks were awarded covering an area of 13600 Sq Km spread over the
states of West Bengal, Jharkhand, Rajasthan, Gujarat, Madhya Pradesh, Chattishgarh, Maharashtra
and Andhra Pradesh (Fig.1).
The total sedimentary area for CBM exploration is of the order of 26,000 sq. km. Out of this, exploration
has been initiated in only 52% of the area. In other words, a large area remains to be explored.
Location of these blocks is shown in the map given in Fig.2.
The prognosticated CBM resource calculated for the awarded 26 CBM blocks is about 52 TCF, out of
which only 8.39TCF has been established as Gas in Place.
Commercial CBM production has commenced from 1 block i.e. Raniganj (South) since 14th July 2007
which now contributes 0.15 MMSCMD. Four more blocks viz. RG (E)-CBM-2001/I, Jharia, SP(E)CBM-2001/I and SP(W)-CBM-2001/I, are expected to start commercial production in near future.
The total CBM production figure is expected to be around 7.4 MMSCMD by the year 2014-15.
Out of 5 blocks operated by ONGC, two blocks, i.e. Bokaro & North Karanpura, the Exploratory
activities have been completed, prospective areas delineated and activities of Pilot Phase (Phase-II)
are in progress.. The flow of gas has established good CBM potential of Bokaro block. In Jharia CBM
Block in Jharkhand, Final Development Plan (FDP) of 18 Sq Km area of Parbatpur along with 3rd
party certification for Initial CBM in Place has been submitted to GoI and awaiting approval of the

same. The FDP involves a judicious mix of vertical and horizontal wells for optimization of recovery of
resource and techno economics on the basis of rationalization of earlier worked out (In Draft
Development Plan) Capex and Opex. On receipt of approval of FDP, activities related to Development
Phase will be initiated.
In South Karanpura Block, in Jharkhand, the exploration activities is in final stage of completion.
Drilling of all 10 core holes and 3 exploratory wells are completed. Testing of the Exploratory wells are
underway and conclusive testing of the exploratory test wells are planned to be completed before
taking any decision for entry into Pilot Assessment Phase (Phase-II). It is expected that in another 6
months time testing of the exploratory wells will be completed.
In Raniganj Block in West Bengal, after completion of MWP of Phase-I, the Block entered in to pilot
phase w.e.f. 09.06.2008. In pilot phase, 2 pilot wells, as per MWP, are required to be completed by
June, 2011. Land for the 2 pilot wells is under acquisition through direct purchase route and also
through district authorities to surmount the difficulties in LAQ.
Other than ONGC , the other companies having CBM blocks are ARROW ENERGY ,RIL, BP, GEECL,
COAL GAS, ESSAR & GEOPETROL.

STUDY ON ENVIRONMENTAL ISSUES

A. ROLE of DGH towards Environment
Environmental stewardship is a prime area where technology plays a great role and where the industry
must do more to harmonize the production of energy with the protection of environment. Sustainable
economic development is unachievable if either of these activities is neglected. DGH under the aegis
of MOP&NG ensures through the stipulations of the Production Sharing Contract under its Article 14,
use of modern oil field and petroleum industry practices and standards including advance techniques,
practices and methods of operation and compliance of applicable laws for protection of environment
and conservation of natural resources.
In addition, DGH has always played a proactive role to address key environmental issues like Terrain
stabilization; and Wildlife and habitat protection, to name a few.
Out of two major studies initiated by DGH on environmental issues; Satellite tracking study of migratory
path of Olive Ridley Sea Turtles in the east coast of India is the biggest ever project of this kind in the
world and the involvement of MOP&NG in sea turtle conservation and research activities was
acknowledged in the secretarial report of the fifth meeting of the IOSEA signatory countries.
This study caters to the need for a better understanding of the distribution, habitat requirement and
movement pattern of Olive Ridley sea turtles in the coastal waters off Orissa coast with respect to their
long term conservation and for rational planning of hydrocarbon exploration in this region. Wildlife
Institute of India, Dehradun (WII) under the direction of Ministry of Environment & Forests, Government
of India undertook the project study under an MOU between DGH & WII to carry out satellite telemetry
tracking study with 70 Platform Transmitter Terminals (PTT), for the following objectives:
1. To estimate abundance and spatial distribution of Olive Ridley turtles to determine their critical
marine habitat requirements during the breeding season.
2. To study the movement of satellite tagged turtles in the coastal waters in East Coast of India.
3. To track the long range migratory route of the adult Olive Ridley turtles and to determine the
non breeding area in east coast in India for nesting.
4. To study the socio-economic concerns of fishermen and other stake holders residing in the
region to evolve an appropriate strategy for conflict resolution and wise use of marine resources
in the region.
WII will submit a report on this study to DGH/ MOP&NG after accomplishing the complete project
study.
The other DGH initiated study is on probable land subsidence in Cambay Basin due to extraction of
Natural gas from a shallow reservoir at about 200 meters in Bheema gas field near Surat, Gujarat.
Initially the study was conducted in parallel by two expert agencies; The Central Institute of Mining and
Fuel Research (CIMFR) Dhanbad, erstwhile CMRI, and a team from IIT Mumbai to acquire geodetic
data by using method of Leveling Survey and the GPS by the respective agencies. The Land Subsidence
Monitoring Program is being carried out since February 2004 and is in progress for a comprehensive
data for future references.
The cumulative subsidence investigations conducted between August, 2004 and December, 2009
due to exploitation of gas from both shallow and deep reservoirs at Surat block of Niko Resources
Limited led to the following conclusions and recommendations:

1. Maximum subsidence, slope, compressive and tensile strains due to 10.3 - 15.5 kg/cm2 pressure
depletion in shallow gas reservoir were 197 mm, 1.2 mm/m, 0.69 mm/m and 0.45 mm/m respectively.
2. Maximum subsidence, slope, compressive and tensile strains due to 15.8 56.7 kg/cm2 pressure
depletion in the south part of shallow and deep reservoirs were 43 mm, 0.6 mm/m, 0.47 mm/m and
0.32 mm/m respectively.
3. There is no change in the water level data except due to seasonal variation and irrigation canal.
4. All the villages lying above the gas reservoir are safe as the magnitude of ground movements are
well within the safe limits.
5. It is proposed to monitor ground movements thrice in a year to see the further effect of pressure
depletion of gas reservoirs on the ground surface for the safety aspects of villages and agricultural
fields.
6. It is also proposed to monitor water level in the 30 selected tube/dug wells seasonally as it will give
a prior indication of damage of sub-surface strata over the reservoir due to gas exploitation.
This study is being continued by Central Institute of Mining and Fuel Research (CIMFR), Dhanbad to
have a comprehensive subsidence data on the field.

B. Role of E& P Companies

Exploration for and production of petroleum, however, can cause local detrimental impacts to soils,
surface and ground waters, and ecosystems. To negate these, the major NOCs and private companies
follow environmentally sound work practices which have been developed and are being practiced to
minimize environmental impacts due to operational activities. Some of the practices that are being
implemented are as follows:
Mangrove plantation has been undertaken along the Dhadar river estuary in Gandhar area of
Gujarat to protect flooding of water and degeneration of nearby land areas.
Site specific Emergency Response Plan has been developed.
Mock drills are conducted regularly.
Oil spill response facility in offshore to handle oil spills upto 700 tons or more by ONGC.
