COMMAND GROUP
1. OFFICE OF THE CHIEF, BFP
This is the highest office of the BFP where command and direction emanates from
and which leads the external affairs of the agency in relation to its mandates under
specific laws such as RA 6975, RA 9263, RA 9514 and others.
EXECUTIVE STAFFS
a. Internal Affairs Services (IAS)
IAS helps the Chief, BFP in instituting reforms to improve the image of the BFP force
through assessment, analysis and evaluation of the character and behaviour of BFP
personnel.
b. Hearing Office
To resolve administrative cases filed against BFP personnel assigned at BFP NHQ
and commissioned officers nationwide.
c. Internal Audit Services (Ias)
To assist management in achieving efficient and effective fiscal administration and
performance of agency affairs and functions.
d. Public Information Services
To create a positive public image of the agency through coordination and promotion
of proactive and transparent information programs of the BFP.
e. Personal Aide Office
To provide personal protection and security to the Chief, BFP.
f. Legal Affairs Service
To provide legal advice to the Office of the Chief, BFP in accordance with existing
laws, rules and regulations.
Settles unfunded prior years claims submitted by Chief, Regional Comptroller and
Finance Divisions or by the individual out of available balances on Personal Services.
b. ACCOUNTING DIVISION
To assist in the strategic and efficient management of the organizations financial
resources through proper accounting of funds and disbursements in accordance
with generally accepted state principles and prevailing policies in accounting.
1) PERSONNEL RECORDS AND MISCELLANEOUS SECTION
Records incoming and outgoing communications, vouchers/payrolls, Advice of
Sub-Allotment and transmits these to different branches for action.
Maintains records of the Accounting Division.
Distributes and maintains office equipment and supplies.
Performs personnel management functions.
Reviews correspondence for proper form and style.
Implements prescribed office security procedures.
Performs other duties that may be assigned from time to time.
To ensure an accurate and updated recording of all fire code fees collection from
operating units.
2) INTERNAL CONTROL AND INSPECTION SECTION
Formulate guidelines for the improvement of systems and procedures and at the
same time overseeing the implementation of the internal control processes.
3) ACCOUNTABILITY AND ASSISTANCE SECTION (AAS)
Determines the authenticity, veracity and completeness of supporting documents
prior to granting of money/property clearance for purposes of retirement,
separation, reversion, resignation, discharge, death claims, etc.
Assists Disbursing Officers (Dos)/ BFP personnel in the liquidation of their money
accountability regarding their unliquidated cash advance accounts.
Maintains records of POL products and supplies and materials.
Recommends withholding of Continuous Form Checks (CFCs) of accountable
officers/ BFP personnel with uncleared money accountability.
Prepares reports, correspondence, guidelines, procedures and policies pertinent to
the function of the Division.
4) CLAIMS AND EXAMINATION SECTION (CES)
Examines whether claims are supported by lawful and sufficient appropriate
certified by the Chief, Accounting Division and whether these claims are approved
by proper authorities.
Examines the legality of the transactions, reasonableness of the price or amount
of claims and its property.
Disallows expenditures, which are not in accordance with applicable laws, rules
and regulations.
3. OFFICE OF THE DIRECTORATE FOR LOGISTICS
To ensure that the BFPs logistical requirements are sufficient, on time and of quality
thru monitoring, formulation and implementation of policies and guidelines relative
to the programming, procurement, distribution, maintenance and disposal of
equipment, facilities and supplies in order to significantly contribute in the
attainment of the agencys vision and mission.
a. PROCUREMENT DIVISION
To ensure that the BFPs logistical requirements are sufficient, on time and of quality
thru monitoring of overall performance of all procurement activities.
The lead office that formulate policies and procedures that will assist BFP fire
fighting operation units, community and volunteer fire brigades to suppress nonstructural fires such as incidents involving motor/vehicle, ship, aircraft, rubbish,
vegetation, wild land, and hazardous materials.
c. DISASTER MANAGEMENT DIVISION
To serve as disaster management, communication, and central contingency
planning office of the Bureau of Fire Protection.
1) OPERATIONS CENTER SECTION
To act as the main monitoring facility of the BFP
2) CONTINGENCY PLANNING SECTION
To ensure formulation and implementation of contingency plans and alternative
courses of actions in times of disasters.
3) HAZARDOUS OPERATION SUPPRESSION SECTION
To implement policies and procedures that will assist fire fighting operation units,
community and fire volunteer brigades in fire suppression activities in hazardous
operation.
d. BRIGADES AND SAFETY PRACTIONERS DIVISION
To formulate policies that shall govern the organization and proficiency training of
volunteer fire brigades and fire volunteer organization as well as competency
evaluation and recognition of fire safety practitioners.
1) TRAINING DESIGN SECTION
To design training proficiency program for volunteer fire brigades to continuously
update their knowledge, skills, and competencies on fire prevention and
suppression activities.
2) ACCREDITATION SECTION
To formulate policies governing accreditation procedures for fire safety practitioners.
