PURPOSE

This specification describes the minimum requirements for all activities involving hoisting,
moving or transporting cargo using equipment such as mobile cranes, hoisting equipment in
underground mine shafts, winch-activated subsoil extraction and transportation equipment,
vehicle-mounted articulated cranes, cargo elevators, tower cranes, overhead cranes, electric
hoists, ore handling equipment, monorails, gantry cranes, cargo handlers and tire handlers.
It is also applicable to hoisting accessories. It does not apply to manual cargo handling. For
equipment used to hoist, move or transport cargo that is not contained in the above list, a
risk analysis must be carried out in order to guide and determine the applicable
requirements.

APPLICATION

This specification, applies at any Vale locations indicated with approval on the cover page,
with the following exceptions:

OVERHEAD CRANES

Overhead cranes must have the following features:

Sound alert for bridge movements;


Visual indication of maximum load capacity, visible at a distance;
Guardrail or lifeline protection for workers circulating on high parts of the structure;
Electromechanical, electromagnetic or electro-hydraulic braking mechanism within the
hook movement system;
Fault circuit interrupting devices;
Emergency master shutdown buttons;
Limit switch for loose cables;
Limit switches to control range of all movements;
Limit switches to control speed of all movements;
Overload sensor;
Excess-speed sensor;
Individual electronic excess-speed sensors for each hoist drum, and differential speed
sensors to monitor the drums, in the case of bridges with two hoist drums and cables
activated using differential reduction;

Anti-collision sensors for spans with more than one bridge;


Totally protected rotating motor and moving parts;
Structures properly grounded;
Safety braking mechanism incorporated into hoisting system, in the case that the
overhead cranes power supply is interrupted;
Hook with safety lock;
Removable shutdown switch for equipment controlled by radio (remote control) and
wires;
Radio controls with shoulder holsters (or a similar mechanism) to prevent them from
falling and being set off accidentally;
Standardized visual design of activation controls;
Device to lock wheels on rails to prevent derailment.

Overhead cranes equipped with an operators cabin must also have the following features:

Safety mechanism that enables the bridges movements to be stalled before the
operator accesses the cabin;
Safe access routes to the bridge, trolleys and operators cabin. In the case of access
to the bridge being on the same level as the bridges trolley rails, there must be gates
that normally remain shut;
Operating cabin that meets ergonomic requirements in terms of internal work space,
view, temperature, noise and instrument configuration. The cabin must also be
equipped with safety instruments to protect
HOISTS

This specification is for general purpose hoists. Any site specific requirements such as
environmental (corrosive, wet, dusty, hot, etc. areas), high lifts, ergonomics, etc. must
supplement this specification.
All hoists will be in accordance with the following applicable standards:
ASME B30.16 Safety Standard for Overhead Hoists (Underhung)
ASME B30.21 Safety Standard for Manually Lever Operated Hoists
ASME HST-1 Performance Standard for Electric Chain Hoists
ASME HST-2 Performance Standard for Hand Chain Manually Operated Chain Hoists
ASME HST-3 Performance Standard for Manually Lever Operated Chain Hoists
ASME HST-4 Performance Standard for Electric Wire Rope Hoists
ASME HST-5 Performance Standard for Air Chain Hoists
In addition to the above ASME standards, all hoists will have:

GANTRY CRANES

Gantry cranes must have the following features:

Sound alert for gantry crane in movement;


Visual indication of maximum load capacity, visible at a distance;
Electromechanical, electromagnetic or electro-hydraulic braking mechanism within the
hook-movement system;
Fault circuit interrupting devices;
Emergency master shutdown buttons;
Limit switch for loose cables;
Limit switches to control range of all movements;
Overload sensor;
Excess-speed sensor;
Totally protected rotating motor and moving parts;
Structures properly grounded;
Safety braking mechanism incorporated into hoisting system, in case the gantry
cranes power supply is interrupted;
Hook with safety lock;
Removable shutdown switch for equipment controlled by radio (remote control) and
wires;
