PRINCIPLES FOR SAFE WORK


1. Hazards must be analyzed, identified and controlled.
a. Section 1000, page 51
Identifying labels and precautionary measures are a must to read and understand in order
for the employees so that safety and health precautions can be applied when problems
occur.
b. Section 1600: #06a page 74:
All employees shall be alerted to the hazards and necessary precautions shall be taken.
2. Isolations of work hazards must be adequate and secure.
a. Section 100: #10, page 2
Hold Cards and Clearances: Hold Cards and clearances shall be installed and followed
according to Company clearance procedures.
b. Section 100: #35a, page 11
Danger signs must be displayed and/or barricades used where work is being carried on
where the public or traffic may be endangered by passing through the danger zone.
3. Personnel must be trained to do their jobs correctly, safely
a. Section 1400: #13a, p.67
Only those designated persons who are in training or any trained shall operate the
hoisting equipment.
b. Section 100: #7a, page 1
Before proceeding with a job, the employee shall satisfy himself that he can perform the
work safely; if he is assigned work he is not qualified to perform, he shall call this to the
attention of his supervisor.
4. Facilities, equipment & parts shall meet all requirements.
a. Section 800: #1a, page 45
All equipment shall be operated and maintained in accordance with the manufacturers
recommendations and instructions.
b. Section 1400: #11i, p.67
Equipment shall always be operated at a safe speed.
5. Procedures must be written, clear, approved, understood.

In order to assure the safety of all employees, the following clearance and switching
procedures are established and shall apply to all departments at Southern Colorado
Power. Strict adherence to these procedures is mandatory.

The purpose of these rules is to provide a standardized procedure which is safe, practical,
and easily understood for use in granting and returning clearances and performing
switching on electrical circuits of devices for all personnel involved.
6. Changes must be analyzed for system and parts risks.

Suggestions for additions or revisions to these rules shall be submitted, in writing, to the
Safety Department.
b. Section 1600: #1b, page 73
Each crew member is responsible for carrying on his part of the work safely and for
warning other members of the crew of any changed conditions or hazards which they
may not have noticed.
7. Residual hazards must be monitored and controlled.
a. Section 100: #35a, page 11

Flammable liquids or toxic chemical must not be disposed of by pouring them into sewer
or other drains.
8. Management shall control systems safety programs.

The company is responsible for employee compliance with all aspects of Occupational
Safety and Health Rules is subject to serve penalties for violation of these rules by any
employee.

Existing governmental codes, statues, rules and orders shall be considered a part of this
Manual and where any conflict exists between the two, those of governmental status shall
prevail.
