Provided that the management of agricultural training

centers and agricultural mechanization station shall
be transferred after six months, to enable the
requisite structures and mechanisms to be put in
place by the Transition Authority;

water pans for horticultural production for food

formulation and review of county specific policies;
developing and enacting legislation and regulatory
frameworks for county specific policies; and
implementation of national and county specific
policies and legislation;
