The optional SCC, reporting to the CPM, shall co-ordinate the commissioning and sea trials
on-site at the shipyard. They shall be accountable for the following:
Pre-commissioning
o Verifying equipment is correctly fitted according to specifications
o Reporting missing parts or damages
o Checking commissioning prequisites are met and reporting readiness for Service
Engineer attendance
Commissioning & Sea Trial
o PoC and co-ordination of Service Engineers
o Daily activities interface to the shipyard
o Participate in commissioning and sea trial work where applicable
o Manage site log
o Collecting and ensuring customer signed timesheets are delivered weekly
o Support the raising of RCI and NC actions
o Support of HSE issues on-site
Post Commissioning
o Gather red mark drawings and software as installed and certificates
o Return damaged and unused parts

For all technical commissioning aspects of the project the CPM and SCC shall act as
the PoC to the shipyard, removing the need for the shipyard to deal with multiple
product centers and methods of working. On-site, the SCC shall co-ordinate RollsRoyce Service Engineers.
2.2 Pre-Commissioning
As part of the system commissioning activity, the CPM shall have an introductory
meeting with the Shipyard / Customer and Contract Manager 3 months prior to
estimated start-up of commissioning activities. At the meeting the CPM will accept
responsibility for the technical project management of all commissioning activities
related to Rolls-Royce Marine product deliveries. From this point the shipyard /
customer shall bring all technical installation and commissioning issues to System
Commissioning.
The CPM shall, in conjunction with the Shipyard, create an integrated commissioning
and sea trial plan for Rolls-Royce deliveries. The plan will break down equipment
commissioning into significant tasks with realistic timeframes for completion,
identifying task dependencies so that the shipyard can schedule installation and
commissioning of the vessel correctly and efficiently. Timeframes provided in the
System Commissioning plan are based on the assumption that all installation tasks
have been completed correctly in accordance with the installation manual.
The SCC shall attend the shipyard 2 weeks before commissioning is scheduled to
begin. The SCC shall support the yard during this period by checking that RollsRoyce equipment has been installed according to specifications. They shall also
report any missing parts or equipment damages, so that they maybe replaced /
repaired prior to commissioning as to avoid any delay to the completion of the vessel.

This reduces the probability that Rolls-Royce will need to rectify any external nonconformance work during commissioning, which is invoiced to the purchaser.
Once equipment installation has been completed the SCC shall check that all
commissioning pre-requisites have been met for the equipment to ensure that the
product is ready to be commissioned. This will minimize the potential idle / waiting
time that the Service Engineer could face when arriving to commission a product that
is not ready. Waiting / idle time that is caused by others will be invoiced to the
purchaser and is not included as part of the commissioning hours sold in the
contract.
2.3 Commissioning
When an equipments readiness for commissioning has been established the CPM
shall call off the Service Engineer(s) to complete commissioning. The SCC shall
ensure that the Shipyard is briefed on any support that the Service Engineer
requires, such as lifting equipment or technicians, so that the Shipyard can prepare.
Throughout the commissioning the optional SCC shall remain present at the Shipyard
supporting commissioning activities. The SCC will co-ordinate the Service Engineers
onsite ensuring timesheets and commissioning reports are delivered and signed
regularly, support of HSE issues, support of NCs and RCIs, and participate in
commissioning and sea trial activities with the Service Engineers where relevant.
Additionally they will act as the interface to the Shipyard for commissioning activities
on a daily basis during the commissioning.
The CPM shall follow-up and manage technical issues arising from the
commissioning and provide regular reports to the customer. The CPM will generally
not be based at the Shipyard, although they will attend as and when required, but will
follow-up issues / actions raised during commissioning with the Rolls-Royce product
centers and Contract Management.
The CPM will regularly report to the Shipyard and Contract Manager with the status
of the commissioning. This report will cover but not be limited to the following:
