GENERAL
1.1.

Scope
This specification describes the requirement for the job site inspection and testing services
required to verify that earthwork and concrete work (including grout and mortar) are
performed in accordance with the drawings and specifications.

Terminology
In this specification, the following words and terms shall have the meanings hereby
assigned to them, unless noted otherwise.

COMPANY
Refers to PT. CALTEX PACIFIC INDONESIA, as the ultimate user and owner,
the authorized representative of COMPANY or COMPANY third party
inspection.

1.3.2.

CONTRACTOR
Refers to company selected by COMPANY, which may be responsible for the
detailed engineering design, material and equipment procurement, and
construction as specified in Contract, Scope of Work, or Work Order.

1.3.3.

Vendor
Refers to the company selected by COMPANY or CONTRACTOR, which is
responsible for the purchase agreement or purchase order of the goods/services
specified in this specification.
Note:
For EPC (Engineering, Procurement and Construction) project purposes:
The terminology shall have the meanings as above.
For Direct Procurement by COMPANY purposes:
Vendor shall also be responsible as CONTRACTOR.

1.4.

Conflicting Requirements
1.4.1.

In case of conflict between this Specification and its associated Specifications


and the above Codes and Standards, the Vendor shall bring the matter to the
COMPANYs attention for resolution and approval in writing. However, the
most stringent requirement shall apply.

Should conflicts exist between this specification and other documents, the
following order of precedence shall govern:

RECORDS, REPORTS AND SUBMITTALS


Prepare written records of all inspections and tests made. Maintain a file of all records in a manner
readily available to the job site.
2.1.

Daily Inspection Log


Prepare and maintain a written log fully describing all works inspected each day. As
minimum including:
A summary of the work,

Weather condition under which the work was performed, and


A summary of any nonconforming conditions detected.

Test Result
Prepare and maintain written records of the results of all field and related laboratory tests
performed.

2.3.

Nonconforming Report
Any nonconforming conditions detected, which are not immediately brought into
conformance by the CONTRACTOR, shall be documented in a written report submitted to
the COMPANY for disposition.
Submit one (1) copy of all Daily Inspection Logs; test report and Nonconformance reports
to the COMPANY and CONTRACTOR.

2.3.1.

Daily Inspection Log copies shall be submitted no later than the second workday
following the date.

2.3.2.

Test reports shall be submitted within 24 hours of the completion of the test.

2.3.3.

Nonconformance reports shall be submitted within 24 hours of the completion of


the test, and submitted to the COMPANY for information and to the
CONTRACTOR for remedial direction as soon as practical.

EARTHWORK
Monitor all earthwork operations including stripping and stockpiling topsoil, excavation, fill and
backfill to verify that all existing soil exposed by the work and borrow materials furnished are
suitable for use and that the work is accomplished in accordance with all applicable specifications,
codes and standards. All inspection and testing of earthwork shall be performed by or under the
direct supervision of a registered engineer qualified to perform geotechnical engineering.
3.1.

Laboratory Control
Determine the followings for each different soil material to be compacted:

Maximum density and optimum moisture content conforming to ASTM D1557


or ASTM D698 (as required for the applicable compaction specification)

3.1.2.

Maximum Index Density and Minimum Index Density conforming to ASTM


D4253 and ASTM D4254 where the compaction work involved free draining,
granular materials.

Field Density Test


3.2.1.

The standard method of test for moisture-density relationship of soils (using a 10lb. hammer at 18 inches drop) as described in ASTM D1557.

3.2.2.

The standard method of test for the field determination of density of soil in place
using sand cone method designed ASTM D1556.

3.2.3.

Field density test by using nuclear test equipment shall conform to ASTM
D2922.

Conduct tests as a frequency of no less than one test for each 10.000 square feet,
and fractions therefore, of each lift placed and each 100 linear feet and fraction
thereof, in each lift of trench backfill placed.

PORTLAND CEMENT CONCRETE


4.1.

Monitor all activities of the CONTRACTOR involving placement, consolidation, finishing


and curing to verify that the work is performed in accordance with all applicable
specifications, codes and standards.

4.2.

Perform testing at the frequencies indicated in Specification No. SP-CI-CC-001 Concrete


Works Work, except perform slump, air content, unit weight, and temperature
measurement at a frequency of no less then one for each separate batch of concrete mixed
and incorporate into the work.

4.3.

Acceptance of completed concrete work will be evaluated in accordance with ACI 301. The
strength level of concrete is considered satisfactory if the average of the 28-days strength
test results equal or exceed the required compressive strength (fc') and no individual
strength test falls below 90% of the required compressive strength (fc').

REINFORCING STEEL BARS


5.1.

The fabricator shall furnish to COMPANY a copy of the certified mill test report for each
heat and reinforcing steel bar size, showing physical and chemical analysis.

5.2.

For bar size no. 3 through no. 11, one bend test shall be made for the largest size rolled
from each heat. If an initial plus two bend retests show cracks, the heat shall be rejected.

5.3.

One tensile specimen shall be tested for each bar size for every 200-tons or fraction thereof.
If the results of a tensile specimen fall below 2000-psi of the tensile requirement of ASTM
A615 or 1000-psi below the required yield point, or more than 2% of unit below the
required elongation, the heat shall be rejected.
