Internal Regulations
for the Bachelor of Science Degree
As more than five years have passed since implementing the last Internal
Regulation for the Bachelor of Science of the College (1996 Regulations), it is now
inevitable that the departments at the College of Engineering, Cairo University re-evaluate
it to recapture the negative aspects and promote the positives. The aim is to develop and
upgrade the Internal Regulation to cope with the ongoing innovations and developments in
engineering education. Furthermore, this will raise the quality of the graduates both from
the level of education and practice to better equip them with talents and tools that would
allow them to face the growing challenges of the current market. Adding to the necessity
of this re-evaluation process is the increasing number of private universities and institutes
that are now participating in the educational process on the local level and the openness to a
growing and changing world that requires new visions in engineering education.
First: Main Aims and Objective of Re-evaluation and Development Process
These could be summarized as follows:
1- Designing the curriculum and programs of the departments in such a way that would
easily allow for the transfer to the credit hour system as per the directions of the
University.
2- Introducing new study topics in the fields of environmental studies, new and renewable
energy, project management and economics, radioactive matter and radioactive
technology and aerospace science.
3- Increasing the percentage of specialized elective courses that further relate to students
requirements and market needs.
5- The importance of computer applications and that students would acquire new skills.
6- That students would acquire the skills in writing reports, preparation of scientific
research and its methods for presentation and submission.
7- Promoting innovative and creative talents to further develop the students' personalities.
8- Transforming some of the study programs to electronic applications.
9- Reducing the number of weekly study hours to a maximum of 30 (thirty) hours per
week. Furthermore, reducing the number of exams in each semester to a maximum of 6
(six) in the first, and 8 (eight) for the second.
10- Allowing the opportunity for the scientific departments to submit new specialty study
programs using the credit hour system to promote what is known as "integrated and
interdisciplinary studies" (interaction between patterns of knowledge) either within the
department or in-between the departments in the faculty or with other faculties of Cairo
University or other Egyptian or foreign universities.
Second: Articles of the Internal Regulation
Article 1:The Objectives of the Faculty
The faculty should be aware that its main mission would be to maintain a high level of
academic education, respectful and professional attitude and behavior for its graduates.
This goes in parallel with gaining analytical, innovative and special practical skills.
The main objective of the faculty from its inception would be to provide the opportunity of
learning engineering sciences and technical applications that are of high quality. This

would be provided for students from all over Egypt, the neighboring Arab countries and
other nations. In addition, the faculty would also participate in the development in the
fields of engineering and technical applications in Egypt.
The aim of the faculty would be to achieve professional excellence for its graduates
through the continuous development of the educational programs, upgrading the
laboratories and providing them with state of the art faculty and equipment. Faculty should
also be trained to use the latest in terms of technology, updated methods in teaching, as
well as encouraging them to pursue high quality research papers.
Accordingly, the objective of the college would be to:
1- Prepare graduates that are specialized in the different fields of engineering, technical and
applied sciences to help society in the different specialties.
2- Conduct studies and research in the different fields of engineering to upgrade society and
solve its problems.
3- Participate in the future planning through setting development strategies.
4- Setting the rules for the continuous development of educational programs and assessing
the performance.
Article 2: The Departments of the Faculty
Includes the following:
1- Engineering Mathematics and Physics
2- Architectural Engineering
3- Structural Engineering
4- Irrigation and Water Resources Engineering
5- Public Works
6- Mechanical Power Engineering
7- Mechanical Design and Production Engineering
8- Aerospace Engineering
9- Electronics and Communication Engineering
10- Electrical Power and Machines Engineering
11- Chemical Engineering
12- Mining, Petroleum and Metallurgical Engineering
13- Biomedical and Systems Engineering
14- Computer Engineering
Article 3:
The Faculty Council is to assign to the Faculty Vice Dean for Education and Student
Affairs the supervision of the following courses:
- The Technical Languages
- The Humanities courses
Article 4:
The Faculty Council is to form internal scientific circles from amongst the members of staff
for the closely related specialized areas in the different departments. Courses, research and
all scientific affairs relevant to these areas of specialization are to be reviewed by these
circles, taking into consideration inter-departmental coordination, before submission to the
Faculty Council.

Article 5:
Cairo University grants the Bachelor of science (B.Sc.) degree upon request from the
Faculty of Engineering Council in one of the following areas of specialty.
1. Architectural Engineering.
2. Civil Engineering- Civil Engineering (Structural Engineering) - Civil Engineering
(Irrigation and Water Resources Engineering) - Civil Engineering (Sanitary and
Environmental Engineering) - Civil Engineering (Surveying and Land Information
Systems Engineering) - Civil Engineering (Transportation Engineering).
3.Mechanical Power Engineering.
4. Mechanical Design and Production Engineering.
5.Electronics and Communications Engineering.
6. Electrical Power and Machines Engineering.
7. Chemical Engineering.
8. Mining Engineering.
9. Petroleum Engineering.
10. Metallurgical Engineering.
11. Aerospace Engineering.
12. Biomedical and Systems Engineering.
13. Computer Engineering.
Article 6:
The Faculty Council is to form a scientific committee for each area of specialization under
which falls courses related to more than one department. This committee is to include the
Heads of the involved departments and a representative of the specialized areas taught
under this course. Each year a manager from this committee is to be selected by the Dean
from amongst the concerned departments. Heads in an alternate manner according to their
professorship seniority.
Article 7:
A student can be exempted from attending course(s), except for the final year, if he/she
proves attendance of equivalent course(s) in a University Faculty or a Scientific Institute
accredited by the University. If a student proves that he/she has passed exams of such
course(s) except for the final year. The exemption is to be in effect by a Decision from the
University President after approval of the Council of Education and Students Affairs
according to the advice of the Faculty Council after the opinion of the concerned
department(s) and without violation of Article 36 of the Law of University Organization.
Article 8:
The duration of study for obtaining the Bachelor of Science degrees is five years starting by
a preparatory year for all students. Specialization comes next according to the tables in the
courses of study.
Article 9:
The annexed tables indicate the courses of study for each of the two terms of the years of
study. The tables also give the number of study hours per week for each course by lecture,
theoretical training labs and practical training labs as well as the exam hours and the
maximum grades of each written and practical exams of the years work. The Faculty
Council is to approve the contents of each course as set out by the concerned Departments
Councils.

Article 10:
Each of the first, second and third year students is to undergo practical training for a period
of time at least three weeks during the summer vacation internally within the Faculty or
externally, following a scheme set out by the departments. This is to be performed under
supervision of the staff members according to available resources. Preparatory year
students should undergo a practical training during the summer vacation internally within
the Faculty for a period of time to be decided by the Faculty Council according to the
available resources. Students are to be assigned to groups under supervision of the staff
members. The Faculty Council is to decide upon the supervision fees for those concerned.
The graduation certificates are not to be issued except for the students who successfully
complete the above mentioned practical training. It may be acceptable for the students who
do not attend the training to undergo the fourth year.
Article 11:
Examinations to be held in the end of each term in the courses taught during the term and
those in which the student failed to pass successfully, according to the annexed tables,
except for the continuous courses for which exams are to be held at the end of the second
term of the academic year. For a student permitted to attend the exam of any course he/she
must have attended at least 75% of the designated hours of the course. The Faculty Council
issues decisions of presentation of attending exams of the courses in which he/she did not
satisfy the above mentioned attendance percentage upon request of the Departments
Councils. In such cases the student will be considered failing the exams of these courses
unless he/she is to be considered absent. Should a student attends an exam will be
considered non existing immediately upon issuing the decision.
Article 12:
Fourth year students are to implement a Bachelor of Science project on a subject to be
decided by the relevant Departments Councils, during a four week period after the end of
the written exams of the fourth year second term. The mentioned above period is to bee
extended for six weeks for the project of the Bachelor of Science in Architectural
Engineering
Article 13:
The Student is to be promoted from an academic year to the next one if he/she successfully
passes all the courses of the original year or if he/she fails or is absent with acceptable
excuse in not more than two courses exams of the original year or a previous one. A course
which is composed of two parts and extends on he two terms of an academic year is as one
course whether the student fails in one of its two parts (terms) or both. The student who
fails in the exams of the humanities and the technical language courses in addition to the
mentioned above one or two courses of the academic year, is to be promoted to the next
year. The student is to attend the exams of the course(s) he/she fails together with the
students if the academic year in which those courses are taught. In this case the students
grade is to be considered as "Pass". In the beginning of the first term every academic year
an exam is to be held for the fourth year students who failed or were absent with or without
an excuse in not more than two courses in addition to the humanities and technical
language courses. This does not apply to the Bachelor of Science project in if a student fails
he/she is to repeat the project in the next year.

Article 14:
If an exam of a course includes paper and/or oral and/or experimental test, the final grade
of the student in this course is to be based on the summation of the scores obtained in the
written paper, the oral and the experimental tests in addition to the marks of the term work.
The student who is absent in the written paper exam is to be considered absent in the course
exam and no scores are to be given to him/her in this course.
Article 15:
In the cases of an extended course ( composed of two parts), the student is to be considered
successful in the exams if he/she successfully passes the in the total of the exams of the two
parts of the course. I fails student fails in the total of the exams in the two parts of an
extended course, he/she is to be re-examined in the part of the course he/she failed together
with the students of the academic year in which this part is taught. If the student
successfully passes the second exam, then the scores obtained in this exam are to be added
to the scores of the other part which he/she previously passed successfully. The final grade
is to be determined according to Article 13.
Article 16:
The Faculty is to arrange scientific visits for the final year students to industrial,
construction, and service centers under supervision of the staff members subsidized by the
Faculty.
Article 17:
The grades of the courses exams and the general grade of students are as followes:
- DISTINCTION
From 85% and above
- VERY GOOD
From 75% to less than 85%
- GOOD
From 65% to less than 75%
- PASS
From 50% to less than 65%
- WEAK
From 30% to less than 50%
- VERY WEAK
Less than 30%
The graduation general grade is to be determined after the student passes the fourth year
exams by adding up the aggregate scores obtained in the five years of study according to
the grades mentioned above.
Article 18:
The Transition Period:
This article defines rules set out for the transition period starting from the beginning of
implementation of the current new regulations and until these regulations are totally applied
for the five years of the under graduate stage. Refer to the Arabic version for details of the
transition period rules.

Course Coding System


1- Courses internally taught by a department for its students:
The course code starts by the abbreviation of the department followed by the number of the
academic year and the number of the course. For example, the course coded MEP 304 Heat
and Mass Transfer is course no 04 taught by the Mechanical Power Engineering
Department for the third year students of this department.
2- Courses taught by a department to students of another department:
The course code starts by the abbreviation of the department taking charge of teaching the
course followed by the number of the academic year and a two digit number of the
department(as given in the following table) to which the student belongs to. For example,
the course STR 211 Reinforced Concrete and Steel Structures is the course taught by the
Structural Engineering Department for the second year students in the Architecture
Engineering Department.
3- General courses such as humanities and language:
The course code starts by the abbreviation "GEN" followed by the number of the academic
year and the number of the department in which the course is taught. If the department is
teaching the course, the code starts by the abbreviation of the department
4- The Bachelor of Science Project:
The code of the Bachelor of Science project for the students of any department starts by the
abbreviation of the department followed by the number 480. For example the Bachelor of
Science project for Architecture Engineering is coded as ARC 480 - Graduation Project.
5- Two part courses:
The letter A is added after the code for the part of the course taught in the first term and the
letter B is added after the same code for the part in the second term.
6- Course taught by more than one department for students of another department:
The code starts by the abbreviation "INT" followed by the number of the academic year
and the number of the course. For example, the course coded INT 212 Installation
Engineering and Electromechanical Equipment is the course taught by the departments of
Mechanical Engineering, and the Electrical Power & Machines Engineering to the second
years students of Civil Engineering (course no. 12)
7- Elective Courses:
The code starts by the department abbreviation followed by the number of the course.
Course number starts from 341-370 for third year and 441-470 for fourth year. For
example, the course coded MDP 449 Engineering Tribology is the elective course number
449 for fourth year student of Mechanical Design and Production Department.
