Ducks Unlimited going, going, gone!

This was the scene on a cool, early Saturday morning

on the Missouri River downstream from the Fort Peck
power houses as ducks take flight off the misty Missouri:
literally ducks and geese galore down there. This was
going to be a promo photo to make a late push for the

Missouri-Milk River Ducks Unlimited Banquet coming

up this Saturday at the Cottonwood, but guess what?
Just as these quackers vanished from view, so have the
banquet tickets. Ken Jansa informed us this morning
that the DU Banquet is a sold-out show!

Four Northeast Montana counties working together

Integrated Solutions Consulting of
Fargo, has been awarded the contract to
review and update Roosevelt Countys
Pre-Disaster Mitigation Plan in
collaboration with Valley, Daniels and
Sheridan counties.

The four counties are working together

through the shared PDM grant, with each

county to receive its own personalized plan
to fit its hazard needs for mitigating natural
and man-made disasters. Once FEMA and
the state approves a plan, the county and
incorporated towns will be asked to adopt it.
Its important for people to

understand the financial significance

and importance of this process, says
Mike Kemp, an ISC consultant. It is
estimated that, for every $1 spent on
mitigation planning a county does, an
estimated $3 is saved during a disaster
event and recovery period.

Ironic? BBC Targets Beefalo in

Grand Canyon National Park

Depleting water holes, breaking down fences,

overgrazing...the BBC examines the impacts of the Beefalo
at an American National Park and one Montana livestock
producer couldnt help but notice the irony.
Okay,

Read this with a smile and wonder who built that
fence and have they ever heard of a brace post and fence
stretchers?

It just struck me funny how different the story between
YNP and The Grand Canyon are...

That was the e-mail from Maggie Nutter, a livestock
producer in North Central Montana. Heres an excerpt
from this BBC piece:

When American Buffalo were cross-bred with
domestic cattle, a hybrid dubbed the Beefalo was
spawned. But the creatures escaped and are now causing
environmental havoc in The Grand Canyon. Some want a
cull, but is this the best way to deal with the animals?
Its
destructive
ways
are
alarming
both
environmentalists and Native American groups who want
it removed, yet tourists find it so intriguing theyre putting
their lives at risk to catch a glimpse.
So just how do you solve a problem like the
Beefalo?

Out on the canyons North Rim its estimated that at
least 600 beefalo - a crossbreed of bison and domestic
cattle - are roaming.

This thirsty beast can consume 10 gallons each per
trip to a watering hole, which means they can drink a
source dry in no time.

But the animals environmental impact doesnt stop
there. They also defecate at the watering holes and their
hefty weight compacts the soil....

No need to just pick on the beefalo, maybe The BBC
will come to Montana and point out some of the concerns
that Montanans also have with wild bison.

Senator Brenden reporting

Federal government blackmailing

It is half time at the Legislature and they call it transmittal.
The Legislature has a few days off until the 5th of March. This
is when all the general bills have to be passed from one house
to the other in order to be heard in their respective chamber.

This first half went much better than the 2013 session.
There were some disappointments in my mind. The CSKT
(Salish/Kootenai Tribal Water Compact) passed the Senate
and I did not support the Compact as I thought it was
too much money and a taking of private property rights. I
also did not vote vote for SB261 (Sage Grouse Plan) as it is
another taking of private property rights. This is blackmail
by the Federal Government and it puts us all between a rock
and a hard spot. This will pass the House and the Governor
will sign the bill, but I wanted to make a point that it is a
TAKINGS!

My SB 283 (expense account) was passed to the House.
This bill would allow Legislators to raise a certain amount of
dollars to be spent on travel expenses. There are limits on the
amount and one could not use these monies in the election
year. Right now anytime we meet with Mayors, County
Commissioners, etc., all of this is paid by the Legislator out
of his own pocket and the meeting could be a few hundred
miles away. This account would be reportable to the Montana

Political Practices Committee. Since I am termed out I

thought this to be a good idea for future Legislators.

Keep an eye on Sen. Rick Ripleys two bills (SB353 &
354) that fund infrastructure such as water and sewer, roads,
bridges, etc. If passed this would start in 2017. I have a major
bill that would cover the years 2015 and 2016 and it has
both cash and bonding and I am working with the League
of Cities & Towns, MACO (Montana Association of County
Commissioners), Republicans, Democrats and hopefully the
Governor. It is a total bipartisan bill so stay tuned.

The second half of the Legislature will be more serious
as we have to balance the budget and there are more wants
than there is money! Waht is new? Spring is less than 3
weeks away, but this is still Montana weather. Stay warm.
~ Sen. John C. Brenden
