Enhance handling new OUI added to FM WwnDictionary
Symptom:
This is an enhancement request to make possible the ability to add new
switch OUIs, so that FM is able to discover them.

With 5.0(4) the fabric could not be discovered using SNMPV3.

After changing to SNMPV2 with a R/W community string the fabric could be
discovered but the duplicate switch still had to be purged.
